AdministrativeActions&Responsibility

I. Deployment of Police Personnel (24/7) during printing, packaging, and transportation and
scanning of examination material inside and outside the Khyber Medical University
Peshawar premises from 20 November to 30 2023. VC KMU will indicate speci c area
within the premises carrying out the activity.
Action by: CCPO Peshawar &AdI IG Special Branch, VC KMU

II. Clearance of University staff involved in test duties. List will be provided by KMU
Action by: Adl 1G Special Branch

II. Police squads to escort University teams with examination material from University to
Centers and bringing them back to KMU Peshawar after conclusion of the test. VC KMU to
indicate date, timings, route(s) and destination(s).
Action by: Adl 1G Ops/concerned DPOS.

IV. Installation of walk-through gates, scanners at entries to Centres and deployment of Police
Personnel for security purposes around the Centres. Similar action for roads and
surrounding areas. In case, speci c signal jammers or gadgets are not available in sutticient
numbers, these may be hired or acquired from other provinces for the speci c period. Help
of FIA may also be solicited on cyber side.

V. Imposition of Section-144 around all Centres for prevention, including prevention of unfair
means, including ban on presence of any books, guides, solved papers, relevant material,

digital diaries, mobile phones (even with staff, others and police personnel) weapons and
other illegal items within 100 meters of the Centres (local arrangements on increase of
distance of prohibition may be made). Implementation thereof.

VI. Deployments of Lady police constables at Centres as 58% candidates are female.
Action by: Adl 1G Ops, DPOS concerned

VII. Technical sweeping of the Centresprior to commencement of examination.


Action by: Adl 1G Special Branch

VII. Effective traf c management and parking arrangements in and around the examination
centers on the test day with proper signage. This will include designated areas for cars,
motorcycles.
Action by: KMU (signage, other formalities), Adt 1GOps/DPOS, DCs/ACs concerned.

IX. Suspension of Mobile phone services on speci c towers around Centres for duration of
tests. DCs to indicate GPS coordinates of "speci c areas" so that public does not suffer.
Request to be placed with PTA through MOI in advance.
Action by: DCs concerned, Home Department.

X. Ensuring uninterrupted power supply from 09:00 am to 03:00 pm on date of test.


Action by: CEO PESCO, VC KMU (for alternate power supply arrangements)

XI. Movement of trunks containing examination material from KMU to Centres will be under
double-lock. Initial lock will be of KMU designated staff. Second lock will be of an
AAC/of cer designated by the DC concerned for the purpose. This of cer will arrive at
KMU on 25.11. 2023 with his/her own locks which he/she will put on the trunks containing
examination material for the city on a time to be speci ed by KMU. He/she will
accompany the University staff transporting the examination material and shall be
responsible for depositing the material safely in District Treasury till the morning of
26.11.2023 when it will be retrieved and transported to the respective Centre in his/her
presence.

XII. Deputation ofSecretaries/SeniorGovernmentOf cers througha noti cation for monitoring


of MDCAT-2023. It MUST be ensured that these of cers certify that they have no con ict
of interest, including appearance of their children, wards or relatives or friends children in
the test.
Action by: Establishment Department, after due approval of ChiefSecretary.

XIII. Deputy Commissioners of 07 cities where the test will be held to act as Regional
Coordination Of cers for test Centre arrangement.
Action by: DCs DI Khan, Kohat, Peshawar, Mardan, Abbottabad, Swat & Lower Dir.

XIV. Availability of emergency health care services to deal with any situation (Health Dept to
notify emergency in nearest facility) and availability of Rescue-1 122 Ambulances from
0800 hrs till conclusion of activity on 26.11.2023.
Action by: Health Department, DG Rescue-1122.

GENERAL POINTS:
1. These instructions are administrative instructions only. For processes and procedures the
KMU will make arrangements itself or through concerned Departments, as deemed
appropriate.
2. Special Branch and other Intel Agencies will keep a sharp eye out for any illegal activity
being planned, and report for remedial measures, including arrest of such perpetrators under
preventive laws also.

3. Police will only be for security purposes only, with no role inside the Centres.
4. CCTV Cameras must be installed in these Centres by KMU with arrangement for
availability of recording for later use. However, they must NOT be IP or internet enabled.
5. No person, including staff member, or inspector, will be allowed to carry even his/her own
cell phone or any other clectronic device even during of cial duties, in and around any
Centre. KMU may decide on its own to follow the same SOPS while preparing, packaging
etc of papers.
6. Duty Rotas will be issued by all concerned "by name"
7. Rest coordination, instructions ctc on the conducting side may be carried out by VC KMU
with Secretaries Higher Education & Health and any other authority as deemed t.
8. Further instructions may also be issued in future, if and when required.
