 Suomessa ikääntyneen palvelujärjes-
telmä perustuu lakiin. Lain nimi on
LAKI IKÄÄNTYNEEN VÄESTÖN
TOIMINTAKYVYN TUKEMISESTA
SEKÄ IÄKKÄIDEN SOSIAALI- JA
TERVEYSPALVELUISTA (2020/
565). Koska nimi on pitkä, siitä käy-
tetään myös nimiä Ikälaki ja Vanhus-
palvelulaki. Laki määrää, että:
Kotihoito ja asumispalvelut kuuluvat Sosiaali-
huoltolain (1301/2014) mukaisiin palveluihin.
Kotisairaanhoito perustuu Terveydenhuoltola-

› palvelujen tarpeen arvioinnissa pitää
käyttää RAI-mittaria
› arvioinnissa pitää selvittää ikääntyneen
toimintakyky: mistä asioista ikäänty-
nyt pystyy suoriutumaan itse ja missä
asioissa hän tarvitsee tukea ja apua
› arvioinnissa pitää ottaa huomioon
ikääntyneen fyysinen, kognitiivinen,
psyykkinen ja sosiaalinen toimintakyky
› arvioinnissa pitää ottaa huomioon
ikääntyneen ympäristön esteettömyy-
teen, asumisen turvallisuuteen ja lähi-
palvelujen saatavuuteen liittyvät tekijät
› pitää tehdä palvelusuunnitelma
kiin (1326/2010). Laitoshoito voi olla sosiaali-
palvelu tai terveyspalvelu. Lisäksi Ikälaki
(2020/565) määrää, että sosiaali- ja terveyspal-
velut pitää järjestää yhteistyössä. Kaikki Suo-
men lait löytyvät myös Internetistä.
Kotihoito on ensisijainen palvelu. Tavoite on,
että ikääntynyt voi asua kotona ja saada palve-
lut kotiin. Palveluja voivat olla esimerkiksi hoi-
va-, hoito- ja ateriapalvelut. Kotona voi käydä
esimerkiksi kotihoidon lähihoitaja, terveyden-
hoitaja, kotisairaanhoitaja, hoiva-avustaja tai
hoitoapulainen. Kotona voi olla myös omais-
hoitaja, tai tarvittaessa kodinhoitaja tai kotia-
vustaja voi käydä kotona.

Kun ikääntynyt ei enää voi asua

kotona, seuraava vaihtoehto
on usein asumispalvelu. Pää-
töksen kotihoidosta asumis-
palveluun siirtymisestä tekee
SAS-työryhmä. SAS-työryh-
mä on moniammatillinen
työryhmä.

teellinen, asiakasturvallisuuteen tai potilastur-

 Authorities you probably need to deal with at some point.

– Kela is where you apply for sick leave com-
pensation if your sick leave is very long.
– If you have a child, start full-time studies,
or your rent is ridiculously high, you can
apply for various benefits from Kela.
– If you move permanently to a new
address, you need to notify DVV online
by filing a notification of move.
– If you want to change your name, need
a document notarized, or want to get
married in a civil ceremony, DVV han-
dles those too.

– If you need to change your tax rate or or-
der a new tax card, you do it at the online
service of Verohallinto.
– If you need to claim tax deductions, this is
the place to do it.
– You need to renew your residence per-
mit at the immigration service.
– When/if you apply for citizenship
(after 4 or 5 years in Finland), you do it
the immigration service.

– If/when you need a Finnish ID card, you

need to apply for it at a local police station.
It is not a travel document for non-citizens
but banks will not give you online banking
credentials without it (or any Finnish ID).
You can open a bank account with just a
passport, though.
– Once/if you get citizenship, you apply for a
Finnish passport at Poliisi.

 No one nowhere
How to ask why anyone has not emptied the trash bin.

The Finnish expression for words like nobody, nowhere, and nothing consists
of two parts: the negative verb ei and a question word that has -kAAn or -Vn.
Here, the -Vn is not a locative ending. It just looks like it. Sometimes, people
may leave out the final -n in colloquial Finnish.

– ei kukaa(n). Nobody. (as in, I don’t wanna say.)

If you have a full utterance, the negative verb ei and the question word +
-Vn might not stick together.

The place of the question word depends on what it does in the utterance. If
it is a subject, it usually goes first. If it is an object or an adverb, it often goes
after the verb.

The negative verb ei might need a personal ending, depending on the sub-
ject.

L endings, the -Vn ending, and the -n ending, and question word minne (as
an alternative to mihin; unit 13 in Anna mä hoidan 1) use -kAAn. Kuka and
mikä in the basic form and the -ssA, the -stA endings, and the partitive use
-Vn.

If you want to say (not) any or none, often as an answer to question about
quantities, the phrase for that is (ei) yhtään (= yksi + -A + -Vn). Once again,
ei and yhtään might not stick together. Yhtään is common in the possessive
clause.

Miten monta lasta teillä on? How many kids do youplural have?
– ei yhtään. None.
Mul ei oox yhtään rahaa. I don’t have any money.

If you use yhtään with countable things, you can either use partitive plural
or partitive singular.

Combining yhtään and mitään (or ketään) in a negative sentence is an idi-

omatic expression that means roughly the same as absolutely nothing in En-
glish.

If you need to use an any equivalent in a positive statement, say mikä vaa(n)
about non-human things or kuka vaa(n) for humans. Formal writing would
use vain, not vaa. Both mikä and kuka can have endings (e.g. missä vaa).

 Refusing
Some strategies for saying no.

If you are offered something simple in an institutional situation (i.e. one of

the speakers acts in a professional capacity, like a waiter and a customer) and
you do not want it, you can just say ei, ei kiitos, or kiitti ei.

In a non-institutional situation (e.g. talking to a friend or a coworker), re-

fusals or producing a negative reply are often a bit more sensitive points in
conversations. Humans have been socialized to provide some kind of a rea-
son or a rationale when we decline in a conversation. Here are some polite
strategies for extended declining in colloquial Finnish.

There is nothing wrong with being direct if you do not want something. You
do not owe the other party a rationale (although people do often provide
one). Ei is enough, especially if the situation makes you feel uncomfortable.
Trying to coerce people into doing something is less accepted socially and
will annoy people more easily in Finland than in the Philippines.
In the Finnish mindset, many people like straightforwardness and they do
not understand the concepts of social harmony and face. You will come off as
unreliable if you lie or hope that the other person reads between the lines if
what you are saying contradicts with your intent.

If you are offered food at parties, the host might encourage you to take
more only once. Even if you decline out of politeness, it is not impolite to
change your mind and get more food if there is some available.
