**Memorandum of Agreement**

This Memorandum of Agreement (MOA) is entered into on [Date], by and between [Name of Quarry
Operator], hereinafter referred to as the "Operator," and the Barangay Council of [Name of Barangay],
hereinafter referred to as the "Barangay."

**Purpose:**

The purpose of this agreement is to establish the terms and conditions for the operation of a quarry
within the jurisdiction of the Barangay.

**Term:**

This agreement shall be effective as of [Effective Date] and shall remain in force for a period of
[Duration], unless terminated earlier by mutual consent or for a breach of the terms outlined herein.

**Location of Quarry:**

**Operational Guidelines:**

Section 1: Quarry Operations

1.1 All quarry operations within the barangay shall obtain a valid permit from the Barangay Council.

Section 2: Hauling Hours


2.1 Hauling of quarry materials shall only be allowed during specified hours: Monday to Saturday, 7:00
AM to 6:00 PM.

2.2 Hauling during Sundays and holidays is strictly prohibited, ensuring minimal disruption to community
peace.

Section 3: Dust Control

3.1 Quarry operators are required to implement effective dust control measures to minimize air
pollution in the vicinity.

3.2 Water spraying systems or other approved dust suppression methods must be employed during all
quarry operations.

Section 4: Road Maintenance

4.1 Quarry operators are responsible for any damage caused to public roads during hauling activities.

4.2 The barangay shall conduct regular inspections of roads affected by quarry operations, and any
damages must be promptly repaired by the quarry operator.

Section 5: Fines and Penalties

5.1 Violations of this ordinance may result in fines, suspension, or revocation of the quarry permit, as
determined by the Barangay Council.

5.2 Repeat offenders may face more severe penalties, including legal action to address persistent non-
compliance.
Section 6: Public Awareness

6.1 The barangay shall actively engage in public awareness campaigns to inform residents about the
quarry operations, hauling hours, and measures taken to address dust and road damage issues.

6.2 Regular community meetings will be conducted to address concerns, receive feedback, and foster
transparency in the quarry operations.

**Compensation:**

In consideration for the quarry operation, the Operator agrees to pay the Barangay a quarterly fee of
[Amount] for the duration of this agreement.

**Renewal or Termination:**

Upon the expiration of this agreement, both parties may mutually agree to renew it for another term
under new terms and conditions. Either party may terminate this agreement with written notice if the
other party breaches any of its provisions.

**Dispute Resolution:**

Any disputes arising out of or in connection with this agreement shall be resolved through amicable
negotiation between the parties. If no resolution is reached, the matter may be submitted to arbitration
