Course Title: Administration and Public Policy: Concepts and Theories

Course Objective: The Course provides an introduction to the discipline of public
administration. It encompasses public administration in its historical context with an
emphasis on the various classical and contemporary administrative theories. The course will
also attempt to provide the students a comprehensive understanding on contemporary
administrative developments.

Unit-I: (08 lectures)


a) Public administration as a discipline: Meaning, scope and significance of the subject
b) Public and private administration
c) Evolution of public administration as a discipline.

Unit-II: (12 lectures)


a) The classical theory,
b) The scientific management theory,
c) The Human - Relation theory,
d) Rational decision-making.

Unit-III: (10 lectures)


a) Understanding public policy
b) Relevance of policy making in public administration
c) Process of policy formulation and implementation and evaluation.

Unit-IV (10 lectures)

a) New Public Administration( Minowbrook Conferences)


b) New Public Management paradigm
c) A critical perspective in the post globalized era.
