Requirement for HFE Letter

You must have a valid HFE Letter when:


You apply for a flat from HDB in a sales launch; or
You are granted an Option to Purchase (OTP) by a resale flat seller and when you submit the
resale application to HDB.

Taking Up an Housing Loan

If you intend to take up an HDB housing loan for the flat purchase, you must be eligible for one, as
stated in your HFE letter.
If you intend to get a housing loan from a Financial Institution (FI) regulated by the Monetary
Authority of Singapore, you must have a Letter of Offer from the FI before you:
Sign the Agreement for Lease, if buying a flat from HDB
Exercise the OTP, if buying a resale flat

Use of CPF Savings

If you intend to use your CPF savings to buy a new flat, you must ensure that the funds are
available in your CPF Ordinary Account when you confirm the financial plan and make the
payment. If the CPF funds are not available, you will have to pay that amount in cash.

If you intend to use your CPF savings to buy a resale flat, you must ensure that the funds are
available in your CPF Ordinary Account when you submit the resale application. If the CPF funds
are not available, you will have to pay that amount in cash. Otherwise, the completion of the
resale transaction will be delayed.

Remaining Lease

If you buy a flat with a remaining lease that cannot cover the youngest buyer up to the age of 95
and above, there will be restrictions on the use of your CPF savings. Additionally, if you are taking
up an HDB housing loan, the 80% loan-to-value limit will be pro-rated.

Ethnic Integration Policy (EIP) Quota and Non-Malaysian Singapore Permanent Resident (SPR)
Quota
If you are buying a resale flat, both you and the flat sellers must meet the EIP quota and non-
Malaysian SPR quota at the time of the resale application. Please check the latest available quotas
via our Enquiry on Buyer's Eligibility under the Ethnic Integration Policy and SPR Quota e-
service. Both quota are updated on a monthly basis.

Upgrading Status

If you are buying a resale flat, please check whether the flat you intend to buy has been
announced for upgrading via our Enquire Status of HDB's Upgrading/Estate Renewal
Programmes e-service. You will need to pay the owner's share of the upgrading cost, if the invoice
is issued after the resale transaction is completed.

Lift Access

If you are buying a resale flat, you may wish to check whether the flat you are buying is on a lift-
landing floor before committing to the purchase.

Proximity Condition

If any of the applicant(s) or occupier(s) has/ have helped their parents or children to qualify for the
Proximity Housing Grant, or bought a flat from HDB under the Married Child Priority Scheme
(MCPS), they must continue to meet the proximity condition* of living near or with their parents/
children for at least 5 years from the date that their parents/ children took possession of the flat.

1. Application outcomes

The outcome of your application for an HDB Flat Eligibility (HFE) letter is based on the
information provided by you and will not be valid if:

i. any given information is untrue or incorrect or any material information has been suppressed;

ii. you and/or the occupier(s) do not comply with any of the terms and conditions to buy an HDB
flat, apply for CPF housing grants and/or take up an HDB housing loan; or

iii. there are any changes in your household income, household members or any other circumstances
which may affect your eligibility to buy an HDB flat, apply for CPF housing grants and/or take up
an HDB housing loan.

While HDB has used reasonable endeavours to ensure that any data, evaluation or information
provided is correct at the time of the issuance of this HFE letter, HDB is unable to warrant their
accuracy or adequacy and shall not be liable or responsible for any errors, omissions or
discrepancies in them nor for any consequences, damages or losses (direct or indirect) of any kind
sustained or incurred by you or any third party arising from the use of or reliance on this HFE
letter.
HDB reserves the right to review, modify and/or revoke (without any liability or compensation
whatsoever) the HFE letter at any time, if:

i. the application outcome is subsequently assessed to be invalid or incorrect; or

ii. there are subsequent changes in policy and/or process that affect your eligibility to buy an HDB
flat, apply for CPF housing grants and/or take up an HDB housing loan.

2. Requirement for an HFE letter

To buy an HDB flat, you must have a valid HFE letter before:

i. you may submit an application to buy a flat from HDB; or

ii. you may obtain an Option to Purchase from the seller of a resale HDB flat; and that the HFE letter
must remain valid when you submit a resale application to HDB;
Any changes to your and/or the occupier(s)' circumstances which affect the outcome of your HFE
letter will invalidate the HFE letter and render you ineligible to proceed with the flat application or
the flat purchase.
Do note that the HFE letter is only an indication of your eligibility, and HDB reserves the right to
conduct further checks before allowing you to proceed with a flat application or the flat purchase.

3. Eligibility for flat purchase, CPF housing grants and HDB housing loan

HDB has the sole and absolute discretion to determine your eligibility for any flat purchase, CPF
housing grants and/or HDB housing loan in accordance with the prevailing policies, rules and
regulations.
You may buy/own only one flat at any time, which must be occupied by you as the owner and
your immediate family members who are authorised by HDB to live in the flat.
You and all the occupier(s) listed in the HFE letter application must meet the prevailing eligibility
conditions and credit assessment criteria (where applicable) before you may purchase an HDB
flat, apply for CPF housing grants and/or take up an HDB housing loan. The details on the
prevailing eligibility conditions and credit assessment criteria are available on HDB InfoWEB at
www.hdb.gov.sg. The guidelines on HDB InfoWEB are subject to changes from time to time
without prior notice. You and all the occupier(s) must also comply with the terms and conditions
and endorse any required forms and undertakings for your flat purchase. HDB reserves the right to
add, delete and/or vary the terms and conditions at any time. All decisions by HDB shall be final
and conclusive.
If you and/or the occupier(s) have been debarred from buying a flat from HDB under any of the
HDB's or the Government's policies, rules and regulations, you and/or the occupier(s) will not be
eligible to apply for an HFE letter or be listed as an occupier in an HFE letter application.
If you and/or the occupier(s) hold any beneficial interest in any HDB flat(s), you and/or the
occupier(s):

i. Will not be allowed to take over the ownership of the HDB flat(s); and

ii. shall relinquish such beneficial interest within six (6) months from collecting the keys to the HDB
flat that you have purchased.

4. Housing loan amount

The housing loan amount you can take from HDB will depend on:
i. the lower of the flat price and the valuation acceptable to HDB (applicable to resale flat);

ii. the amount of savings in your CPF Ordinary Account (OA);

iii. the higher of the interest rate floor and the prevailing interest rate of a housing loan that HDB
provides;

iv. the housing loan repayment period based on the lower of the maximum housing loan period
determined by HDB and the difference between 65 years and the age of the applicant(s) whose
income(s) is/are considered for credit assessment, in accordance with HDB's prevailing policies as
at the date of housing loan disbursement. Do note that a housing loan is disbursed only at key
collection; and

v. the credit assessment criteria and Loan-to-Value (LTV) limit, remaining lease of the flat that you
are buying and other HDB policies applicable at the point of the flat application.

There is no mortgage financing for the purchase of a 2-room Flexi flat on short lease or
Community Care Apartment.

5. Additional payments required for purchase of flat from HDB

Payment by households comprising only one Singapore Citizen (SC) and one or more
Singapore Permanent Residents (SPR) (SC/SPR household)

i. Payment of $10,000 premium


If you are buying a flat from HDB as an SC/SPR household, you must pay a premium of
$10,000 on top of the flat price. This will be incorporated into the purchase price of the
booked flat. For the purchase of a 2-room Flexi flat on short lease or a Community Care
Apartment by eligible senior applicants, the amount will be pro-rated according to the lease
tenure chosen.

ii. Change of SC/SPR household to SC/SC household


You may request to update the household status to an SC/SC household when:

your SPR spouse originally listed in the HFE letter application has obtained Singapore
citizenship;
an SC child is born to you and your SPR spouse who is originally listed in the HFE letter
application;

the SPR parent/child originally listed in the HFE letter application has obtained Singapore
citizenship; or

the SPR sibling(s) originally listed in the HFE letter application has obtained Singapore
citizenship and you have purchased the flat with this sibling(s) who is an orphan and single, or
you have purchased the flat with your non-resident spouse and have included this sibling(s).

If your household meets any of the conditions above:

Before taking possession of the flat from HDB: you may request to update your household
status at any time before key collection. Upon the update to an SC/SC household, an amount
of $10,000 (the premium) will be deducted from the purchase price of the booked flat.

After taking possession of the flat from HDB: you may apply for a Citizen Top-Up housing
subsidy of $10,000 within 6 months of meeting the condition to be a SC/SC household.

Payment by households comprising only one SC and a non-resident spouse; or singles buying a
flat on their own

i. Payment of $15,000 premium


If you are eligible to purchase a 2-room Flexi Flat on 99-year lease, you must pay an
additional amount of $15,000 on top of the flat price. If you are eligible to purchase a 2-
room Flexi flat on short lease or a Community Care Apartment, you must pay an amount
pro-rated according to the lease tenure chosen.

Payment by households for purchase of 2-room Flexi flat on short lease or Community Care
Apartment

i. Payment of additional amount of $30,000 pro-rated according to the lease tenure chosen
You must pay an additional amount of $30,000 for the purchase of a 2-room Flexi flat on
short lease or Community Care Apartment, if:

you are a first-timer single, or a first-timer applicant with a non-resident spouse, and your
average gross monthly household income is more than $7,000 but not exceeding $14,000 at
the time of the HFE letter application;
you and/or the occupier(s) owns or have an interest in private property (local or overseas), or
have at any time within 30 months before the date of applying for an HFE letter, or between
the date of the application and date of completion of the flat purchase, bought, transferred or
sold an interest in a private property;

you are a second-timer single, or a second-timer applicant with a non-resident spouse; or

you have taken two or more housing subsidies.

Households which fall under more than one buyer group will be advised of the additional amount
payable at the flat booking appointment.
For first-timer households and singles, the additional amount payable will be incorporated into
the flat price. For households and singles who have taken at least one housing subsidy previously,
the additional amount is to be paid in cash.

6. Payment of premium/ resale levy for purchase of second subsidised flat from
HDB
If your household has taken a housing subsidy previously, you and/or the occupier(s) who have
enabled your household to qualify for the current flat purchase must pay any premium or resale
levy due to HDB before you can take possession of the flat from HDB. If the premium or resale
levy or any part thereof remains unpaid by you and/or the occupier(s), this shall constitute a debt
owed to HDB.
For the purchase of a 2-room Flexi flat on short lease or a Community Care Apartment, you must
pay the lower of the resale levy or $30,000, pro-rated according to the lease tenure chosen.

7. Citizen Top-Up for purchase of resale flat

If your household comprises only one SC and one or more SPR(s) and is eligible for the CPF
Housing Grant for Family at an amount that is $10,000 less than that of an SC/SC household, you
may request to update the household status to an SC/SC household when:

i. your SPR spouse originally listed in the HFE letter application has obtained Singapore
citizenship;

ii. an SC child is born to you and your SPR spouse who is originally listed in the HFE letter
application; or
iii. the SPR parent/child originally listed in the HFE letter application has obtained Singapore
citizenship.

If your household meets any of the conditions in (i) to (iii) above:

i. Before taking possession of the resale flat: you may request to update your household status to
SC/SC household before resale completion. Upon the update, an amount of $10,000 will be
credited to the eligible applicant's/occupier's CPF OA.

ii. After taking possession of the flat from HDB: you may apply for the Citizen Top-Up housing
subsidy of $10,000 within 6 months of meeting the condition to be a SC/SC household.

8. Tagging for enjoyment of subsidies

HDB will tag you and the essential member(s) in your HFE letter application who have enabled
you to qualify under an eligibility scheme for the enjoyment of housing subsidies, when you
purchase a flat from HDB or receive CPF housing grants for a resale flat purchase. If you take up a
housing loan from HDB for the flat purchase, HDB will tag all applicant(s) and the spouse(s)/fiancè
(s)/fiancèe(s) for the enjoyment of the mortgage subsidies.
HDB has the sole and absolute discretion to determine the essential member(s) in your HFE letter
application in accordance with the prevailing policies, rules and regulations. Without prejudice to
the generality of the aforementioned, the essential member(s) are defined as follows:

i. Purchase of a 2-room Flexi flat, 3-room or bigger flat from HDB, or resale flat with CPF Housing
Grant for Family:

Applicant and his/her spouse;

Single applicant and his/her parent(s);

Widowed or divorced applicant and at least one child under his/her legal custody, care and
control;

(a) If the custody, care and control of the child(ren) under the age of 21 is shared with
another person, the applicant must obtain the written agreement of this person before
listing the child(ren) in the HFE letter application.
Single applicant and one of his/her siblings who is an orphan and single, if their parents are
deceased; or

(a) At least one of their deceased parents must be an SC or SPR and a copy of the
parents' Death Certificates must be submitted to HDB for verification.

Applicant and his/her fiancè /fiancèe.

(a) Both the fiancè and fiancèe must be unmarried, widowed or divorced (with Decree
Nisi Absolute/ Final Judgment Decree & Certificate of Divorce from the Syariah Court) at
the time of the HFE letter application.

(b) The fiancè /fiancèe couple must submit their Marriage Certificate to HDB within three
(3) months of taking possession of the flat.

(c) If either fiancè /fiancèe is at least 18 but below 21 years old, the written consent of
his/her parents or guardians must be submitted with the HFE letter application.

ii. Purchase of a 2-room Flexi flat from HDB on 99-year lease (in eligible projects/locations to be
announced at sales launch), or resale flat with CPF Housing Grant for Singles:

Single applicant(s), who must be at least 35 years old at the time of the HFE letter application; or

Single applicant, who must be at least 35 years old at the time of the HFE letter application, and
his/her non-resident spouse.

(a) If the single applicant is at least 21 but below 35 years old, the non-resident spouse must
submit his/her valid long-term Visit pass or Work Pass with at least six (6) months' validity
with the HFE letter application.

iii. Purchase of a 2-room Flexi flat on short lease

Single applicant(s), who must be at least 55 years old at the time of the HFE letter application; or

Applicant and his/her spouse, who must be at least 55 years old at the time of the HFE letter
application.
9. Outstanding debts or monies owing to HDB

If there are any outstanding debts or monies owing to HDB by any person listed in the HFE letter
after its issuance, such debts and any administrative charge as determined by HDB must be
settled in full, before you may apply for or take possession of an HDB flat.

10. Use of CPF housing grants

CPF housing grants must be used to pay for the flat purchase. They can be used to offset the flat
price and reduce the housing loan for the flat purchase, but cannot be used for any cash
downpayment, stamp duty, registration fees, legal fees and monthly housing loan payments.
The flat to be purchased must have sufficient lease to cover the youngest applicant and each
applicant's spouse/fiancè /fiancèe up to the age of 95, for you to qualify for the following (where
applicable):

The full eligible amount of the Enhanced CPF Housing Grant (EHG), otherwise the amount will be
pro-rated as determined by the HDB at its sole and absolute discretion;
Step-Up CPF Housing Grant.

If the total CPF housing grant amount received exceeds 95% of the flat price, at least 5% of the
flat price must be paid by your own CPF and/or cash savings. If you purchase a flat from HDB, you
may then use any excess grant amount to pay for items under the Optional Component Scheme
and any premiums that singles and SC/SPR households are required to pay, before any balance
grant amount is credited into the CPF accounts of the recipients in accordance with the CPF Act
and regulations.

11. Use of CPF savings if you are taking up an HDB housing loan

You may retain up to $20,000 of the available savings in your CPF OA and use the remaining CPF
OA balance to pay for the flat purchase, before taking up an HDB housing loan. You may also use
the savings in your CPF OA to pay the stamp fee, registration fee, legal fees and premium for the
CPF Home Protection Insurance (if applicable). Please note that occupier(s) in your HFE letter
application will not be able to use the savings in his/her CPF OA for your flat purchase, servicing of
the housing loan, and any purchase-related payments.
The total amount of CPF savings that can be used for buying a flat and/or paying the monthly
housing loan instalments will depend on the extent the remaining lease of the flat can cover the
youngest applicant up to the age of 95, and the applicable CPF usage limits. When the allowed
CPF amount has been used, you will have to pay in cash the balance of the flat purchase price
and/or monthly housing loan instalments.

12. Effect of remaining lease on the LTV limit of a housing loan from HDB

HDB will not provide housing loan if the flat you are buying has a remaining lease of 20 years or
less at the time of the flat application. If the remaining lease of the flat can cover the youngest
buyer to the age of 95 and above at the point of the flat application, the LTV limit will be 80%.
Otherwise, a lower limit pro-rated from the 80% LTV limit will apply.

13. Those who have taken an HDB housing loan previously

If you and/or the occupier(s) listed in the HFE letter application have previously taken one HDB
housing loan, you must meet the following conditions to take another HDB housing loan,
depending on your interest in the existing or last-owned HDB flat at the point of your flat
purchase:

i. You have disposed of 1 the existing flat ("Flat A")2 and do not own any HDB flat.
The HDB housing loan for your next flat purchase ("Flat B") will be redeemed by:

50% of the cash proceeds from the disposal of Flat A;

available savings in your CPF OA (details in clause 11 above); and

cash payment of an amount equivalent to the savings in the CPF OA of your


spouse/fiancè /fiancèe less $20,000, if he/she is listed as an occupier in the HFE letter
application.

These conditions will also apply to those who have taken an HDB housing loan previously
and are taking another housing loan from HDB to buy a part share of an HDB flat or a resale
flat under the Conversion of Adjoining Flats Scheme.

ii. You are buying Flat B before disposing of Flat A.


You will be charged commercial interest rate for the housing loan taken from HDB to buy Flat
B. The interest rate will be converted to concessionary rate when the following conditions are
met:

you have disposed of Flat A, and used the CPF monies refunded and 50% of the cash
proceeds from the disposal of Flat A to redeem the housing loan for Flat B; and

you have made cash payment of an amount equivalent to the savings in the CPF OA of your
spouse/fiancè /fiancèe less $20,000, if he/she is listed as an occupier in the HFE letter
application.

If Flat A is not disposed of within six (6) months after the purchase of Flat B and/or the above
conditions are not met, HDB will recall its housing loan for Flat B. HDB may also compulsorily
acquire Flat A under the Housing & Development Act.

iii. Computation of Cash Proceeds from the Disposal of Flat A


HDB reserves the right to determine the amount of cash proceeds from the disposal of Flat
A, to be used to buy or take over Flat B, either by taking into account the manner of holding
of Flat A, or any court order(s) that provides for the disposal/division of Flat A in a divorce or
otherwise.

iv. Housing Loan Agreement


The housing loan agreement must be signed personally3 by:

all the owners of Flat A;

all the buyers/transferees of Flat B; and

the spouse(s)/fiancè (s)/fiancèe(s) of all the buyers/transferees who is/are listed as an


occupier(s) in the application for Flat B.

14. Repayment of housing loan provided by HDB

HDB determines the monthly instalment payable based on the housing loan amount disbursed
and the prevailing interest rate. Each instalment amount comprises part of the principal and the
interest payable. Interest is payable from the date the housing loan is disbursed.
Payment of the first monthly instalment will start on the first day of the second month following
the month in which the housing loan or any part of it has been disbursed. Thereafter, it will be due
and payable on the first day of every month until the housing loan is fully redeemed. The monthly
instalment can be paid by cash and/or CPF savings, subject to the prevailing rules of the CPF
Board.
If you default in paying a monthly instalment on the due date or in paying any other monies
under the housing loan terms, the outstanding housing loan amount together with interest will
immediately become due and payable to HDB. You will also need to pay all late payment charges
imposed on the outstanding instalment at the end of the month. Any payment received
subsequently will first be used to settle any outstanding late payment charges, followed by other
outstanding charges and interests.
If you pay the monthly instalments in cash (partially or fully), you will need to pay by GIRO. Please
submit the duly completed GIRO application form before HDB disburses the housing loan.

15. Partial capital repayment and redemption of HDB housing loan

During the housing loan tenure, you can make partial or full capital repayment of the housing loan
by using your CPF and/or cash savings. The date for the partial or full capital repayment will be
scheduled one month from the date the HDB Branch has received your application. Full payment
must be received by the date.
To fully redeem the housing loan, you must pay the whole of the outstanding principal sum and
all other monies due to HDB, including interest up to the date of HDB's receipt of the final
payment.
HDB reserves the right not to accept any such payment or to accept such payments only if it is of
a sum of not less than the minimum sum as may be determined by the HDB.

16. Restriction on application for another HDB housing loan

If your income has been used for credit assessment to obtain a housing loan from HDB to buy or
take over a flat, you will not be able to take up another housing loan from HDB for 30 months
from the date of the flat purchase or takeover of that flat.
Once HDB has disbursed a housing loan, you and your spouse/fiancè /fiancèe (even if he/she is
only listed as an occupier in the flat application) will be considered as having taken an HDB
housing loan.

17. Insurance for HDB housing loan


i. HDB Fire Insurance Policy
If you take a housing loan from HDB, you must insure the flat with a fire insurance policy provided
by an insurer appointed by HDB. You must take up the fire insurance before the appointment to
collect the keys to the flat. You also have to renew the fire insurance and keep the flat insured as
long as the housing loan has not been fully redeemed.

ii. Home Protection Scheme (if you are using your CPF savings to pay your monthly housing loan
instalments)
The Home Protection Scheme is a mortgage-reducing insurance scheme administered by the CPF
Board. It insures CPF members and their families against losing their home, should the policy
holder become permanently incapacitated or pass away before the housing loan is paid up.

Even if you are not taking a housing loan, you are encouraged to buy a fire and home insurance
from any insurer for your flat.

18. Mental capacity

You and/or the occupier(s) who enabled the household to qualify for the flat purchase, CPF
housing grants and HDB housing loan must have the mental capacity to understand the nature
and consequences of the HFE letter application that you have submitted. You must inform HDB if
you and/or the occupier(s) have at any time been scheduled for any mental health assessment
and/or have at any time been found to be lacking in mental capacity.
If you are applying on behalf of a mentally incapacitated person, do note that the Donee/Deputy
must provide HDB with a valid Lasting Power of Attorney/ Court Order for verification after you
have submitted a flat application.
HDB reserves the right to cancel the HFE letter application or remove you and/or the occupier(s)
from the application, if the applicant/occupier is found to be lacking in mental capacity or the
Donee/Deputy does not have a valid Lasting Power of Attorney/ Court Order to act on behalf of
the applicant/occupier who is lacking in mental capacity. If an HFE letter has been issued, it may
also be revoked.

19. False declaration

If you and/or the occupier(s) are found to have made any misrepresentation or false statement
relating to the HFE letter application, HDB may cancel the application and take such necessary
actions against you and/or the occupier(s) as HDB deems appropriate at its sole and absolute
discretion.
The Housing & Development Act 1959 provides that any person who makes a false statement is
liable on conviction to a fine not exceeding $5,000 or to imprisonment for a term not exceeding
six (6) months, or both.
The HDB reserves the right to debar any person who makes a false statement from buying a flat4
or taking over ownership of a flat4 by way of transfer, being included as an essential occupier of a
flat4 or taking up an HDB housing loan for a period of five (5) years from the date of cancellation
of the person's application for an HFE letter or from the date of approval to compulsorily acquire
the flat. Any existing application registered in HDB's rental waiting list will also be cancelled.

20. HDB's privacy and data management policy

www.hdb.gov.sg/privacy-statement. HDB's Privacy Statement is subject to changes from time to
time. HDB reserves the right to add, delete and/or vary the Privacy Statement at any time. All
decisions by HDB shall be final and conclusive.

otherwise, of the flat.
2 Flat A may comprise one or more flats (in part or in whole). It may also comprise one or more
private residential properties, or a mix of HDB flats and private residential properties (in part or in
whole).
3 The housing loan agreement cannot be signed by any other person, including an attorney under
a Power of Attorney, a donee under a Lasting Power of Attorney, or a deputy by a court order.
4 Includes a unit under the Executive Condominium Housing Scheme.
