3. Project Summary:
Chisapani Village Development Committee is situated in Ramechhap District. There are
more than 6000 people living in 800 households. There are three primary, 2 lower
secondary, 1 higher secondary schools and 1 library. The literacy rate is about 50 percent.
The socially exclusive group such as women, children, dalit and ethnic people has no access
of information and technology. In order to meet the information technology facilities of the
people living in Chisapani, there is urgent need to develop library in digital system. It is
hoped that the proposed digital library development project can play an effective role for
the development of Chisapani Community.

4. Justification of Project:
4.1 CIC Introduction
CIC is a nongovernmental Organization registered on District Administration,
Ramechhap Office in 2064 B.S. CIC is centrally located in Chisapani Village
Development Committee and around 8 km far from district headquarter. The library
has more than 3000 books in different subjects. Dailly 60 to 70 community people
using library facilities. But there are lack of IT facilities, community people are
more concerned with new technology such as computer, e-mail internet etc.
4.1.1 Main Objective of CIC
The main Objectives of CIC are:
a. To provide library services to the community people especially for socially
exclusive groups.
b. To uplift the mostly women, children, Dalit and ethnic group for education
development.
c. To establish and manage the Community Library with IT facilities.

4.1.2 Target group CIC

The main target groups of CIC are:
a. Women
b. Children
c. Dalit
d. Ethnic groups
e. Youths
f. Students
g. Professional group

4.1.3 Running Activities

CIC established a Community library in Chisapani VDC, ward no.5, the center of the
Chisapani VDC on 2064 B.S. Community Library is a main effort of CIC for fulfillment
the objective of CIC. It was established based on active community participation. It
has 2 branch Library in Chisapani VDC ward no.7 and 2 for provide the service
current community. Funds are collected by the community. The Library opens daily
by a librarian. The librarian keeps update the library day to day work. District
Education Office, Ramechhap has support for librarian of the Library.

Some information of Library:

1. Total books No. 3000,
2. Furniture; Cupboard - 2, Rack -8 , Table - 2, Bench -2, Chair - 7, Notice board -1,
3. Magazine\newspaper; Daily newspaper -4, Weekly magazine - 2, half monthly
magazine -1 and monthly magazine -6
4. Beneficiaries: 5800 populations (9oo household) of Chisapani VDC and neighbor
communities.
5. Main beneficiaries groups: Students, youths, women and teachers.

8. Facing Problems
 Lack of sufficient furniture (Rack, Chair, Notice board)
 lack of books which require for the community
 Library has managed manually, not in systematic Library management
 Lack of fund for regular purchasing magazine and books
 No human resource for day to day operate Library (lack of trained Librarian)
 No Information Technology facilities

4.2 Overall Project Goals

The proposed project goals are:
"To establish A Model Community Library with digital system,"in Ramechhap
District.

4.3 Necessity of the Project

The community Library go on smoothly through close manage by CIC. Because of
facing problems it feel difficult for run further. Library has so strength aspect for
run the Library. The proposed project is necessary for the community for:
1. To improve the library management system,
2. To transform digital system from traditional system,
3. To fulfill the demand of books of community target groups,
4. To establish sustain community Library in Ramechhap District,
5. To establish the Model Library in the Ramechhap District.

7. Objectives
The proposed project aims to achieve the following objectives:
1. To establish the library in digital system,
2. To provide the excess for internet service for the community,
3. To provide the books as per requirement of community,
4. To build up capacity human resource for Library management.

8. Project Constraints:
For implementing this proposed project the following constraints are assumed:
1. Lack up physical space, sufficient room for digital library,
2. Unavailable the trained personnel for operate Library,
3. Lack up regular financial source for Library.

9. Project Implementation
 CIC will implement of the project. CIC has an executive committee which is able to
success to establish and develop the Library in this status of community Library.
The executive committee is fully responsible for implementation of this propose
project. CIC will decide a focal person for day to day implementation the project
and he/she will report to NLF as per needed.

10. Expected Result

The proposed project has expected the following result:
1. The community Library will establish in digital Library system,
2. The people of communities will gain the excess for Internet service,
3. Total numbers of books are available as per require of community target
groups,
4. Daily users of library will grow 50% (current 60 person, expect 100 person per
day)
5. In the long term the project help the community people to launch the computer
based training programs and young people can explore their employment in job
markets
