CHAPTER I

This chapter contains the background of the study it also discusses regarding the problem,

General and specific objectives, scope and delimitations, opportunities and hindrances during the

development of the Web Based Faculty Evaluation System for PRMSU MASINLOC CAMPUS.

INTRODUCTION

Faculty evaluation is defined as a systematic procedure for reviewing the performance of

a teacher in online learning and analyzing the review to provide constructive feedback kfor the

teacher’s professional growth. Details of a teacher evaluation survey may vary from district to

district as they are governed by state laws. Principals and administrative staff members are

traditionally involved in evaluating a teacher. Aspects such as student performance in terms of

class work, records maintained by the teacher, daily or weekly lesson plans etc. are considered

while evaluating a teacher. It is one of the most vital elements for a thorough career development

of a teacher and maintains the quality of education. Effective teaching matters in preparing

college students to become productive and competent members in the society. To ensure that

there is quality instruction in higher education institutions, regular faculty evaluation by the

students is done to measure effectiveness of online teaching experience, improve performance,

and document accountability.

Students are capable of making valid and reliable judgments about online teaching

performance given the fact that they have longer exposure to instructional experience.

Being evaluated by students give educators mixed feelings. Students feedback can

provide enormous help for teacher's self-awareness; insights on how to improve their teaching

style. But, there are instances where students use evaluation to get even with the professors
whose teaching and discipline styles they dislike. The evaluation could have a lasting impact to

professors' personal and professional development. Student evaluation is no doubt had impact

and made difference on teaching which is generally beneficial.

A Web-based Faculty System Evaluation system determines how much development a

professor can get from its students that are evaluating them through set a questions provided by

higher administrative staff or college dean. It measures teachers proficiency and efficiency in

term of their teaching habits, the system collects and enumerates each evaluation, on the end of

every semesters. The system can print the final evaluation of the professor to see or check their

performance and foresee habits or fields they can develop or improve for themselves.

According to Mei et al.[6], proposed a topic model based approach which consists of an aspect

model to determine aspects of the products and then positive and negative sentiment model

determines the polarity of extracted aspects. A. Kumar and R. Jain [7], proposed a system

architecture to perform sentiment based analysis of teachers' feedback given by the students in

textual form. Authors ignored objective sentences and identified the essential aspects of teacher

by using conditional maximum entropy based approach with mutual information and TF-IDF of

respective words in subjective sentences. Sentiment score is assigned to all identified aspects on

the basis of point wise mutual information gain between identified aspects and sentiment words.

In this new era, people surf the web via portable devices like laptops, netbooks, notebook PCs,
tablets and even mobile phones. The web/internet serves as a hub for improving our day-to-day
activities. Our lives and work can be made easier with these portable devices plus the
web/internet that enables us to connect these devices/computers even to the other side of the
world. Information technology plays a vital role in bringing change in this world, even in
behavior that enables a person to finish a job. Information technology is any form of technology
applied to process and transmit information in electronic form. Education is an influential factor
in achieving cultural, social, and economic goals of a country. Thus, most countries gave a high
premium on developing education both qualitative and quantitative development. Policy makers
adopt a variety of strategies for promoting quality education. One of these strategies is the use of
performance evaluation systems effectively. Faculty members performance Evaluation as a pillar
of the system can undoubtedly guarantee the continuous improvement of quality education when
it is used judiciously. During this new normal, online teaching for PRMSU Masinloc campus
students is difficult and confusing; yet, even if the teachers do not fully grasp whether or not
their students can follow what they say and do, the teachers will be patient and continue to guide
their students. One of the components of the students' work at PRMSU Masinloc Campus is to
evaluate the professors and tell them whatever they want.

PROJECT CONTEXT

Previously, the Research and Development Office relied on a manual evaluation system.

The manual system is managed or conducted by the research coordinators, and the evaluation

results are computed by the other members of the research and development office. During the

process, it takes time to complete all paperwork and ensure the validity of the results. There have

also been reports of documents being misplaced and lack of security.

The project that is entitled "Web Based Faculty Evaluation System" is a Faculty Evaluation

System is to encourage faculty to understand what is effective teaching, to use those approaches which

work, to develop new approaches of teaching, to use innovative development and learning

methodology and to implement leading edge technology in the classroom where appropriate.

A Web-based Faculty System Evaluation system determines how much development a

professor can get from its students that are evaluating them through set a questions provided by

higher administrative staff or college dean. It measures teachers proficiency and efficiency in

PURPOSE AND DESCRIPTION

The purpose of the study is to develop, evaluate and implement the proposed system that

will help the organization in providing a system thru developing Online Evaluation for Teachers

with Android Support. Online Evaluation for Teachers presents a new aspect of developing the

study including on the different criteria of evaluating teachers. Through online it can make the

school effective and efficient in terms of technology.

STATEMENT OF THE PROBLEM

This study aimed to develop the easier way to evaluate the performance of teaching for

the teacher by their faculties or students.

OBJECTIVES OF THE STUDY

The main goal in this paper is to determine PRMSU Faculty from the Masinloc campus'

perception of the student's online faculty evaluation and investigate the implications of the

results to higher education institutions. It investigates whether there is a significant difference in

improvement based on the faculty profile, as well as the significance of the factors that influence

their performance.

 Have everything in one central location and never lose a document again.
 To save time by eliminating all paperwork.

 To get the results directly.

SIGNIFICANCE OF THE STUDY

The study entitled “Web-based faculty evaluation system for PRMSU- Masinloc Campus

will provide benefit to the following;

TO THE DEVELOPMENT OFFICE: This study would be deemed worthy to the development

office in terms of less paper works having organized.

TO THE STUDENTS: This study will easily rating the teachers to leads to a good quality of

teaching.

TO THE RESEARCHER: This study allows the researcher to have opportunity of constructing

on online evaluation for teacher. It helps the researcher enhance their skills in relation to web

based faculty evaluation system.

CONCEPTUAL FRAMEWORK

This study aimed to ease the manual criteria by rating the performance of the teacher by

their faculties or their students in PRMSU MASINLOC CAMPUS. It's illustrates this framework

of this project, the input-process-out approach.

INPUT

This process has been taken from the objective of the study. The ISO 9126-1 software

quality model identifies 6 main quality characteristics, namely: Functionality, Efficiency,

Reliability, Maintainability, Usability, Portability.

Each Characteristics have sub characteristics that define the main category as the

evaluation of the system software or webpage. For the Functionality, it includes sub

characteristics such as Suitability, Accurateness and Security. For the Reliability, it includes sub

characteristics such as Maturity, Fault Tolerance and Recoverability. For the Usability, it

includes sub characteristics such as Understandability, Learnability, Operability, and

Attractiveness. For the Efficiency, it includes sub characteristics such as Time Behavior and

Resource Utilization. For the Maintainability, it includes sub characteristics such as

Analyzability, Changeability, Stability, and Testability. For the Portability, it includes sub

characteristics such as Adaptability, Install ability, Conformance, and Replaceability.

PROCESS

After the Process, the Output is the Evaluating System for PRMSU Masinloc Campus.
OUTPUT

Feedback represents suggestions and other requirements needed for the future

development of the system.

DEFINITION OF TERMS

Administrator. Somebody whose job is to manage the affairs of a business, organization, or

institution.

Database. A structured set of data held in a computer, especially one that is accessible in various

ways.

Debugging. Debugging is a methodical process of finding and reducing the number of bugs, or

defects, in a computer program or a piece of electronic hardware.

PHP. A scripting language and used to develop dynamic web application together with MySQL,

HTML, CSS, and JAVASCRIPT.

System. Set of detailed methods, procedures, and routines established or formulated to carry out

a specific activity, performance a duty, or solve a problem.


SCOPE AND LIMITATIONS

This study focused only in the performance of teachers evaluated by the students, co-

teachers, and supervisors. All users in different courses can access this system as long as they are

enrolled. The restriction of this study is, users who are not registered in database are not allowed

to evaluate. And also they cannot access to this system without Internet Connection.

 Automatically compute the Performance ratings came from the Students, Faculty

Members, Deans and self. 

 Generate summary results and reports. 

 Only the admin and the concerned faculties can see the results. 

LIMITATION

• The students cannot see the result of the evaluation.

• Evaluators is not required to create an account.

CHAPTER II

REVIEW RELATED LITERATURE

this chapter will contain notable information involving the research that will serve as essential

constituents in that can affect the proposed program. Due to the nature of this proposal being a

system that is constantly being used in modern technologies, most of the research material that

were compiled would come from the internet and other were retrieved from articles and books

that partake in the subject area of the proposal.

FOREIGN STUDIES

According to (Geymen,2012) Information has become rapidly accessible because of

technological advancements. The computer environment is employed so as to ensure faster flow

of information in the rapidly developing world. If we take universities as the most important

institutions to inform societies, it becomes clear that universities should also be the platform

where information should be utilized most efficiently today (Geymen,2012)

According to Chambers DW. J. (1997), Each dental school will fashion on its own

faculty evaluation system. The results will be a network of activities related to such questions as

these: What are valid sources of information? Which aspects of instructors’ responsibilities are

most significant? Which questions need answers? How should the system be operated? This

review has focused on what is currently being discussed and attempted in each of these critical

areas. Faculty evaluation takes place in an essentially political context, and dental educators are
now awakening to the political forces at work in the profession. Faculty evaluation is also a

scientific process, or at least one capable of being greatly improved by rigorous, empirical study,

which has yet to be performed. Finally, the exact form of evaluation developed at each school

will likely be unique, since it will depend on the institution’s resources, size, funding base,

academic affiliation, and the personal preferences of concerned individuals. The degree of

success of failure of an evaluation system will depend on how the chosen combination of

purposes, sources, objects of evaluation, and implementation strategy serves the needs of the

school and its personnel.

LOCAL STUDIES

According to Marinduque State College problems includes the following: The manual

processes needed to be done are time consuming. Difficulty in handling and managing of

records. The resources allotted for the reproduction of the evaluation forms were quite

expensive. Reports were not submitted on time. The objectives of the system are the following:

Lessen the time intended in doing all the manual processes involved. Provides easy handling,

recording and retrieval of records. Reduced the resources allotted for the multiple copies of the

evaluation form. Speed up the production of summary results and the reports to be distributed.

The scope includes: Automatically compute the Performance ratings came from the Students,

Faculty Members, Deans and self. Generate summary results and reports. Only the admin and the

concerned faculties can see the results. Can post comments. Limitations are: The students cannot

see the result of the evaluation. Evaluators are not required to create an account. The system will

be use once every semester.


According to (Anacleto, R. 1997) the conventional way of using paper to evaluate

Faculty Evaluation time consuming because the evaluators would fil in several forms. And a lot

of data are needed to be assembled in order to calcite the overall makes from each evaluator.

Each record must be integrated with a system that can capture data performing calculation and

stores them to the database. This is where the development of a Faculty Evaluation System

needed enhancement from the current evaluation system and the reliability of the evaluation

system itself it is implemented in the real situation.


CHAPTER III

METHODOLOGY

This chapter present the methodology in this study. It includes a description of the

research design and data gathering procedures.

RESEARCH DESIGN

The web evaluation was conducted at President Ramon Magsaysay State University

located in Masinloc, Zambales, Philippines involving the students, faculty of the different

departments, Department Heads and Campus Director. The study was to test the computerized

evaluation by the users. The randomized subject pool is included in the program of the electronic

evaluation to avoid bias.

Rapid Application Development shown in the Figure 3.2 is used by the researchers in

developing the Web Based Faculty Evaluation System for PRMSU Masinloc Campus. The RAD

(Rapid Application Development) model is based on prototyping and iterative development with

no specific planning involved. The process of writing the software itself the planning required

for developing product. Rapid Application Development Model is designed to give much faster

development and higher quality systems than the traditional life cycle. It allows faster

visualizations of the end-design and hence enables rapid software testing and correcting steps.

RAD methods adjust the systems development life cycle (SDLC) phases to get some part of the

system developed quickly into the hands of the users. This model enables rapid delivery as it

reduces the overall development time due to reusability the components and parallel. The

researcher used RAD because it takes advantage of powerful application development tools to

develop the high quality application rapidly. Prototyping is used to help users visualize and

request changes to the systems as it being built and allowing applications to evolve iteratively.

Requirements Planning, the researcher gather data and information regarding on how the

system will adapt to the environment by conducting interviews and survey.

User Design, the creation of the user interface take places. The developer made what is

the best suitable design for the system.

Development phase, System Prototyping is done to be able to see what other changes had

to be done in order to improve the system.


Implement phase is the cutover phase, is the starting ground or the stepping stone before

the system can be implemented to the desired pilot area. This is also the phase where the final

touches for the system should be done.

RESEARCH LOCALE

This study was conducted at President Ramon Magsaysay State University which is

located at Masinloc, Zambales, Philippines. This map show the location is presented below.

RESEARCH INSTRUMENT

Qualitative Contribution Evaluation (QCE) of the National Budget Circular No. 461 practice of

the State Universities and Colleges (SUC’s) was used as the primary instrument to gather data.

The QCE is an integral and effective component of total quality assurance in public tertiary

education. It is designed to be an effective motivator for the development of a culture of

excellence in instruction, research, extension and production.

The students were asked to evaluate the individual faculty on a five-point-likert scale.

Also, there were lines provided at the end of the questionnaire to allow for free
responses/comments. The students' responses were anonymous and students were asked not to

include any identifiers (name, student number, comments) which might compromise anonymity.

The digital responses were not tracked and were stored in a separate database without any

identifiers. Students were informed and assured of the anonymity of their responses.

RESPONDENTS OF THE STUDY

The respondents were the students' department head, the campus dean, the director of

instructions, administrative personnel, faculty and the college President, Ramon Magsaysay State

University.

STATICTICAL TREATMENT OF THE DATA

The study of the data gathered was classified, tallied, analyzed and interpreted using

frequency, percentage and mean. The responses are interpreted as follows: 5-Outstanding, 4-

Very Satisfactory, 3-Satisfactory, 2-Fair, 1-Poor.

SOURCE OF DATA

The sources of data is came from internet to revolutionize the traditional by developing a

data based management system, wherein the relate literatures and existing studies found that

helped the researcher to provide and acquire an idea regarding on the development of this study.

The data gathering through observation and part of the primary source as well. The researcher
also utilize other unpublished or published materials through the internet to determine some

features and thing that are related to the researcher’s system.

STRUCTURE INTERVIEW

The researcher conducted an informative presentation and interview with the campus

head director or the administrator, prompted and developed for Web Based Faculty Evaluation

System PRMSU – MASINLOC CAMPUS.
