INTRODUCTION
Background of the study
Student behavior management is one of the contemporary issues frequently being faced
by the school community. Behavior problems such as bullying, violence in school and other
major and minor misconduct issues lead to a poor environment for the school community and a
sense of fear and frustration in the school culture. According to Odoyo (2016). Education is a
lifelong process that begins at home and continues as a formal and informal training. How a
person learns and his or her success in learning the lessons of life are contingent upon earlier
lessons. Attitude affects perceptions and development through the learning process and is
School leaders play a crucial role in effectively managing student behavior by developing
and implementing policies, procedures, rules, and regulations. They are responsible for creating a
safe, collegial, and caring environment within the school. This study aims to examine the
perspectives and views of both teachers and students regarding the role of head teachers in
student behavior management. By exploring these perspectives, valuable insights can be gained
on how school leaders can effectively fulfill their responsibilities and contribute to a positive
school climate that promotes good behavior and academic success. By considering the
perspectives of both teachers and students, the study aims to provide a comprehensive
understanding of the factors that influence student behavior management and the role of school
leaders in facilitating a conducive learning environment. School leaders play the important role
of formulating and implementing policies, procedures and strategies for managing the students
Kinsler (2003).
The goal of the K - 12 Basic Education Program is to create a functional basic education
system that will produce productive and responsible citizens equipped with the essential

learning and employment. This program will enhance the basic education system to full

the community regarding the implementation of rules and regulations in promoting good
behavior among Grade 11 students at the Department of Illana Bay Integrated Computer College,
Inc. (IBICCI) Basic Education Department. The research investigates the diverse perspectives of
informants, encompassing both positive and negative reactions to the program. By examining the
impact of rules and regulations on student behavior, this study seeks to contribute to the
progressive development of IBICCI-BED and advocate the primary objectives of the program
not only within the institution but also throughout the country. It is crucial to assess the
effectiveness of the rules and regulations in fostering positive behavior among Grade 11
students, as the K-12 curriculum is a new educational framework implemented by the former
