Executiveship: Oplan Protect the Presidential Succession

Facts of the case:


You are appointed as PNP General. Anarchist state that the position of President is declared vacant.
BBM steps down or resigns. Power vacuum ensues. Some vested interests want an individual other
than VP Sarah Duterte to be placed as President.

Implication: There might be an operation to kill the Vice-President so that this theory becomes
viable. Only the PNP, BFP and BJMP are not frozen. The top officers are graduates of the National
Police College OSEC classes and taught by the best learning Manager Prof Dr. Sey Santos;

QUESTIONS:
1) Who are you going to consult for the constitutional process?
 I would consult with the Department of Justice (DOJ), the Supreme Court, and
constitutional law experts to understand the legal framework and constitutional
provisions regarding presidential succession. The Philippine Constitution clearly outlines
the process for succession, and it's crucial to adhere to these guidelines.

2) What specific steps are you going to take?


 Ensure the safety and security of the Vice-President, as per the Constitution, the next in
line for succession.
 Coordinate with other law enforcement agencies to maintain public order and prevent
any attempts to disrupt the constitutional process.
 Facilitate open communication channels between government branches to ensure a
smooth and transparent transition.

3) What foreign defense ally will you consult and Why? Defend your answer.
 The United States, due to the long-standing defense and security ties between the
Philippines and the U.S., as outlined in agreements like the Mutual Defense Treaty and
the Enhanced Defense Cooperation Agreement. Consulting with the U.S. can provide
strategic advice and possible assistance in maintaining stability.

4) Who will you tap to work with to ensure proper presidential succession?
 Collaborate with the Armed Forces of the Philippines (AFP), National Intelligence
Coordinating Agency (NICA), and other relevant government agencies. It's also
important to work closely with the Office of the Vice-President to ensure an orderly
transition.

5) How will you identify the possible internal and external (foreign) obstacle?
 Internally, monitor any factions within the government or military that might oppose the
constitutional succession. Externally, be vigilant about foreign interference or influence
that could destabilize the situation.

6) What safeguards are you going to undertake?


 Implement heightened security measures for key government officials and institutions.
 Monitor and counter misinformation campaigns that could incite unrest.
 Ensure that law enforcement actions are within legal bounds to maintain public trust.

7) What threat scenarios are you going to account for?


 Possible insurgency or coup attempts.
 Civil unrest or large-scale protests.
 Attempts on the lives of key government figures.
 Cybersecurity threats targeting government communications and infrastructure.

8) How many military and public safety officers are you going to tap to protect the presidential
succession?
 The exact number would depend on the assessed threat level and the recommendations
of security assessments. This would involve a coordinated effort between the PNP, AFP,
and other security agencies, ensuring sufficient personnel are deployed to key locations
and for the protection of critical figures.

The Senate and Congress are equally divided- 50% for VP Sarah, 50% for another candidate. The
Supreme Court is quietly waiting for political development. The entire government bureaucracy is
frozen. The VP is in Davao City but Malacanang Palace is taken over by people, private armed
group[s supportive of the other potential president. You have to take it by force. The military is
divided into factions: 50% Duterte, 50% other candidate. The military assets are divided.

operatives, powerful NGOs, business tycoons, terrorist organizations, CPP-NPA-NDF?
