I was a member of the neighborhood committee that recently went through the well-established
process to amend our 20-year old Conservation District. During that nearly two-year effort,
which finally ended in the fall of 2021, I worked with a majority of the 400+ owners in the area to
gather input on potential amendments. I can confidently state that any changes to East/West
setbacks would have caused the amendment process to fail miserably. There was absolutely
no appetite for neighbors to encroach on one another’s lots. Therefore, modifications to these
setbacks were not even considered.
Granting variances to a single owner undermines the Conservation District, established by the
neighborhood taxpayers and the City of Dallas. There is a definitive method to update the CD,
whether that be for the establishment of affordable housing or any other desired outcome. I
invite the owner to participate in that process just like the rest of the voters in the district.
Finally, enabling owners to side-step the Conservation District ordinance, instituted by the City
of Dallas, sets a precedent that will forever alter the history and heritage of our neighborhood, a
heritage that a Conservation District, at its core, is designed to protect.
In closing, as an owner who is actively engaged in the neighborhood and who served on the
committee to successfully amend our Conservation District guidelines, I oppose this effort to
blatantly ignore the ordinance provisions.
