State of Israel Position Paper

As delegates of the State of Israel, we have the esteemed privilege to represent our nation-state in
discussing the ethics of emerging technology. The State of Israel has long been at the forefront of
technological innovation. In 2011, our nation hosted the highest amount of money invested in research
and development in relation to gross domestic in the world. Our nation is also home to the highest number
of scientists, engineers, and other educated technicians per capita in the world. The State of Israel with the
world will recognize in this session that with innovation comes the responsibility to utilize new
technology in an ethical and sustainable way.

Despite the State of Israel’s location and relatively small amount of arable land, Israel depends
heavily on internal agriculture and agricultural exports. Only 17.72% of land is arable, and 8.02% of the
population lives in rural areas. Currently only 2% of the population participates in agriculture and many
still use the traditional practices such as Kibbutz and Moshav which provides communal benefits from
yields. The main agricultural products produced by Israel are citrus, vegetables, cotton, beef, poultry, and
dairy products. The State of Israel has taken efforts expand rural development however the growing
Israeli population and urban migration has impeded progress. Recent efforts have been taken to support
farmers through agro-tourism to increase recognition of their agricultural developments. The State of
Israel is known for their innovation in agricultural technology and is advancing to share the benefit of this
technology with the developing world.

Nuclear technology presents a threat to global peace and stability when held in the wrong hands.
In coordination with the International Atomic Energy Agency, the State of Israel hopes that the general
assembly will address the problems associated with the continued and potential proliferation of nuclear
weapons in the world. The State of Israel will ensure that the international community will not accept the
introduction of nuclear weapons into the Middle-East by the Islamic Republic of Iran. The State of Israel
and its allies expects that the United Nations in this session will take a firm stance on preventing
belligerent nations that have expressed the desire for the destruction of the Israeli state from developing
nuclear weapons. The State of Israel is confident that this issue can be resolved through cooperation of the
international community. If not, the State of Israel reserves the right to protect its people from
annihilation by taking any means necessary prevent the Islamic Republic of Iran from fulfilling its nuclear
ambition.

The famous and honorable country Israel in 2014 will be utilizing, inventing, and implementing
new ethical codes of conduct, legalities that may arise from science and testing, which are specifically
related to humans which includes: militaristic warfare, food altering, gene manipulation, etc. There is an
undeniable fact that the world (not exempting Israel) is faced with the overwhelming influence from new
emerging technologies – we as humans cannot forget that there needs to be standardized ethics and a line
drawn for what is too far. Israel’s Bio-Ethics Committee will show the world a form of passion and
exemplary work that will never be forgotten in this era, or any to come.
Israel as one of the top patent producers and the leader in Research and Development, wishes to
share our knowledge in order to bring peace to the region. Israel is tired of the long struggle and greatly
desires peace, in that Israel is willing to offer technological advancements to further the peace process.
Those who oppose peace should receive strict condemnation from the United Nations and those who wish
for the peace process should obtain the help they desire.

The State of Israel hopes that in this session, the General Assembly together will realize both the
responsibility for restraint that accompanies technological advancement and the even greater potential for
growth and progress. We the delegates of Israel look forward to a productive session that will address the
threat of nuclear proliferation, further agricultural advancement, maintain international standards for
patent protection, and the create of new guidelines in bioethics. Only together can we resolve the correct
ethical response that will answer the moral dilemmas and uncertainty created emerging technologies.
