2. About the Abu Dhabi Quality and Conformity Council
Abu Dhabi Quality and Conformity Council (QCC) is an Abu Dhabi
government entity established in accordance with Local Law No. (3) of
2009 to raise the quality of Abu Dhabi’s exports and products traded
locally. QCC consists of a council of regulators and industry with a
mandate to ensure provision of quality infrastructure in line with global
standards.

4. Foreword
The AD QCC “Standard Guidelines for Operating Procedures in Waste Management Aspect of
Planning Applications associated with Municipal Solid Waste Storage and Collection Infrastructure
Requirements in New Developments and Existing Infrastructure if applicable, within the Emirate of
Abu Dhabi including the Technical Guidelines for various Land-uses” are intended to upgrade and
replace accordingly the current implemented Technical Guidelines and Practices in this regards to
be able to build an integrated waste management sector in the Emirate of Abu Dhabi. Those
technical documents will guide the Municipal Waste Producers of different types such as General,
Organic & Recyclable Waste, Green Waste, and other Waste types to provide the adequate
Infrastructure requirements for proper handling of Waste. Also, the implementation of those
Guidelines will enhance the integration among Governmental Authorizes and Stakeholders in the
private sector to sustain the waste supply chain from its generation till the disposal facilities. A total
of 10 Technical Guidelines have been developed as per the Waste Producers’ types and land-use
along with Standard Operated Procedures for Waste Management Planning Applications.
5. Working Group
The Professional Working Group was organized by Abu Dhabi Quality and Conformity Council
and established in April 2021, which was requested by Abu Dhabi West Management Center -
Tadweer, to prepare Abu Dhabi Guideline Standard Operating Procedure for Waste Management
Aspect of Planning Applications in cooperation with the related stakeholders including
representatives from government and private sectors in order to establish operating procedures
and technical guidelines for the relevant Authorities, Project Developers, Planners, Engineers etc.,
a step-by-step guidance on how to prepare the waste management aspect of a planning
application for new development in the Emirate of Abu Dhabi at the Inception, Planning & Design
stages of the Project.
6. Purpose
6.1 Purpose of the Standard Operating Procedure (SOP)
This Standard Operating Procedure (SOP) has been developed in order to provide step-by-step
guidance on how to prepare the waste management aspect of a Planning Application for new
development in the Emirate of Abu Dhabi at the Inception, Planning & Design stages of the Project
only. The guidance provided within this SOP outlines the types of reports, drawings and calculations
which need to be prepared and submitted for planning, the level of detail they need to be
developed to, and the design stage at which they need to be submitted. Additionally, this SOP
outlines the procedures of which need to be followed to submit planning application
documentation correctly. Any NOCs during the Project Operation phase or other Construction
Permits procedures required from Authorities including from ADWMC are not included under this
SOP, and each Developer/ Project Proponent/ Consultant must approach the relevant Authorities
to identify the application & procedures applicable in this regards including ADWMC approval as
required.

7. Scope
The guidance and requirements set out within this SOP are applicable to all developers, and
any other relevant entity intending to design and submit a planning application for new
development that would include both Master Plan Developments and Individual Building/ Plot level
Developments, within the Emirate of Abu Dhabi. This SOP relates to Municipal Solid Waste (MSW)
only, and specifically excludes wastewater, demolition, and construction waste. For more
information on the waste types that are covered by this SOP refer to Table 7.1 below.

Failure to comply with the requirements set out in this SOP will result in the application being
rejected until the same is updated with the required information and resubmitted to the Abu Dhabi
Waste Management Center (ADWMC).
This SOP and its associated Technical Guidelines is currently not envisaged to be applicable to
existing buildings, but been included for future references, in the following ways:
• Waste segregation requirements set by the relevant Technical Guidelines will be retrofitted
into existing buildings. This can be done by providing different coloured bins/bags to tenants
and residents, or even retrofitting the existing single chute to facilitate sorting.
• Waste collection requirements set by the relevant Technical Guidelines will be implemented;
and
• Buildings undergoing renovations or refurbishment must adhere to this SOP and the
associated Technical Guidelines and supply relevant planning information for ADWMC
approval.

8. Terms and Definitions
For the purposes of this guideline, the following terms, and definitions (follow the alphabetical
order) shall be used unless the context indicates otherwise:

9. Procedures
9.1 Pre-Application Advice
Prior to preparing and submitting planning application documentation, there is an option for
applicants or their professional advisors to meet with ADWMC to obtain pre-application advice at
the Inception, Planning & Design stages of the Project. The aim of this service is to avoid any invalid
Planning applications being submitted, and to speed up the planning application and approval
process. The benefits of obtaining pre-application advice are as follows:
• Agreeing on the type of development and the planning information and documentation
that will be required, as per Table 10-1.
• Identifying the need to have specialist input.
• Likely to be fewer conditions raised on any permission, which can save time and money.
• Likely to receive a faster approval decision.

Pre-application advice and review is a chargeable service and carries an administrative fee. This
fee structure can be available from information provided in section 11 of this SOP.
Once all necessary waste management related planning submittals have been issued, ADWMC
will review them against the compulsory planning information requirements set out in this SOP,
along with the relevant design requirements set out in ADWMC’s Waste Management Technical
Guideline documents. These technical guidelines were developed in full adherence to relevant
legislation, policies and strategies in the Emirate of Abu Dhabi.
Planning Applications with missing submittals or non-compliant design will allow ADWMC to
reject and/ or raise planning conditions at the Concept Master Plan and/ or Concept Design Report
review stages. These conditions can be raised at Detailed Master Plan for Master Plan
developments, and Schematic design for individual / plot level buildings. To obtain Master Plan
approval and a NOC, any conditions raised at Concept Master Plan must be discharged at the
Detailed Master Plan design stage. To obtain individual / plot level building approval and a NOC,
any conditions raised at Schematic design must be discharged at Detailed Design Stage WM
Strategy Report.
ADWMC will ensure discharge and/ or comment on the Planning Applications within a
maximum of five (5) working days, for the End-user/ or their Consultant to comply.
Applications with the following aspects within the proposed development site, are encouraged:
• Centralized on-site storage as they reduce the carbon footprint of collection;
• On-site segregation at source/ treatment options as they will increase recycling rates.
• Consider adding on-site facility for composting green waste and utilising the compost on
landscape areas
The abovementioned aspects are not strictly required for approval but will be looked upon more
favorably during the review process.

10.2 Guidance on Submittals
Further information and guidance on the waste management planning submittals detailed in Table
10-1 is provided above. A template for submittals is also provided in 14. Appendix A: Planning Application
Template.
All submittals must introduce the project in a brief description on the front page, outlining the
project location, size, timeline, and any other key details to quickly educate the reader.
Each submittal noted above should be submitted to ADWMC in a timeline manner. It is not
envisaged that any submittal should be excessive in size but focus on the exact detail required to
outline waste management approach, design, and implementation for each design stage. ADWMC
welcomes a presentation strategy and an open discussion.
10.2.1 Master Plan Submittals
Description of Submittal
As part of this submission, applicants must prepare a narrative description of the proposed
development. This report should then assess and evaluate the options available for waste
segregation, storage, transfer, on-site treatment, and collection. This appraisal should be carried
out for all large Master Plan developments including Gated and non-Gated communities and will
allow ADWMC to understand the waste strategy options that have been considered prior to
defining the Concept Master Plan Waste Management Strategy.
When to Submit?
This report should be submitted at the end of the Concept Master Plan design stage, along with
the Concept Master Plan Waste Management Strategy Report.
Description of Submittal
This report should outline the proposed waste management strategy throughout the Master Plan,
based on the preferred strategy options assessed and evaluated in the Waste Management
Strategy Options Appraisal Report. As a minimum this report should include the following:
• A narrative description of the proposed master plan;
• Site wide waste arising and composition calculations per land use type;
• Proposed level of waste segregation per land use type;
• Proposed waste storage approach per land use type;
• Governing waste collection strategy approach;
• On-site waste treatment considerations;
• Public awareness plans.

This report should be submitted at the end of Concept Master Plan, along with the Waste
Management Strategy Options Appraisal Report.
10.2.1.3 Detailed Master Plan Waste Management Strategy Report and Drawings
Description of Submittal
This report should outline the proposed waste management strategy throughout the Master Plan.
As a minimum this report should include the following:
• A narrative description of each of the proposed districts / parcels;
• District / parcel level waste arising and composition calculations;
• Waste segregation, storage and governing collection strategy approach;
• Detailed Master Plan drawings illustrating;
o Waste storage infrastructure (locations, number, capacity, and basis of assumptions).
o Waste transfer methods and routes throughout the Master Plan.
o Vehicular access routes and feasibility.
When to Submit?
This report and drawings should be submitted at the end of the Detailed Master Plan design stage,
along with the Waste Management Implementation Plan.
Description of Submittal
The Waste Management Implementation Plan should provide details relating to the timeframes
and responsible entities for various aspects of the Master Plan Waste Management Strategy. The
Plan should detail the operational strategy, as well key initiation dates and timescales for waste
equipment procurement, contractor tendering, and on-site waste infrastructure development for
each Master Plan phase.
When to Submit?
This report should be submitted at the end of the Detailed Master Plan design stage, along with
the Detailed Master Plan Waste Management Strategy Report and drawings.

10.2.2 Individual Building Submittals
Description of Submittal
This report should outline the proposed waste management strategy throughout the individual
building / plot level buildings. Depending on the scale and complexity of the proposed
development, this report should also present conceptual waste management strategy options. As
a minimum this report should include the following:
• A narrative description of the proposed development;
• Outline waste arising and composition calculations;
• Waste segregation;
• Waste storage, including;
o waste storage area locations.
o waste storage capacity and basis of assumption.
• Waste collection methods.
When to Submit?
This report should be submitted at the end of the Concept design stage.
Description of Submittal
This report should detail the proposed waste management strategy throughout the individual
building / plot level buildings at a schematic level. Where applicable, the Schematic Waste
Management Strategy should be based on the preferred strategy options assessed and evaluated
in the Concept Waste Management Strategy Report. As a minimum this report should include the
following:
• A narrative description of the proposed development;
• Waste arising and composition calculations;
• Waste segregation;
• Waste storage, including;
o Storage receptacle types and quantities (capacity and basis of assumptions).
o Location and sizing of waste storage areas.
• Internal logistics of waste;
• Waste collection, including;
o Points and processes.
o Sizing of collection points.

This report should detail the proposed waste management strategy throughout the individual
building / plot level buildings at a detailed level. As a minimum this report should include the
following:
• A narrative description of the proposed master plan;
• Waste arising and composition calculations;
• Waste segregation;
• Waste storage, including (capacity and basis of assumptions);
o Storage receptacle types and quantities.
o Storage receptacle and equipment performance and specifications.
o Location and sizing of waste storage areas.
o Waste storage area / room specifications.
• Internal logistics of waste, including;
o Roles and responsibilities.
o Equipment used.
• Waste collection, including;
o points and processes.
o sizing and specification of collection points.
• Detailed drawings illustrating;
o Waste storage areas and receptacle configuration.
o Waste storage area infrastructure provision i.e. water and drainage provision.
o Waste transfer methods and routes throughout the proposed development.
o Vehicular access route tracking.
The illegal disposal of commercial waste into residential waste receptacles is a persistent problem
in Abu Dhabi. Waste strategy for all developments must include a mechanism and methods to
prevent this occurring during operation and all design must provide sufficient internal space for
the segregation of commercial waste.
When to Submit?
This report and drawings should be submitted at the end of the Detailed design stage.

For developments with multiple land use types please note the following:
• For each land-use type, the designer will refer to the TG that is most relevant. For
example, a planned multi-purpose building with residential and commercial land uses
will use WM-1217 for residential and WM-1218 for commercial.
• Multi-occupancy developments may be required to source private MSW management
services depending on the outcome of ADWMC review. This includes mixed residential
and commercial buildings in order to ensure that users are not abusing services provided
by ADWMC.
• Design of all developments must allow for different waste types to be stored separately.
• Users that are required to source their own waste collection services are strictly
forbidden from using communal waste bins provided for different land use types and will
be subject to applicable ADWMC penalties and fines. Also refer to relevant TGs to see
the applicable requirements that need to be considered.
The above points are in accordance with the EAD Waste Collection, Segregation, Transfer and
Tracking Policy (EAD-EQ-PR-04). The illegal disposal of commercial waste into residential waste
receptacles is a persistent problem in Abu Dhabi. Waste strategy for all developments must include
mechanism and methods to prevent this occurring during operation and all design must provide
sufficient internal space for the segregation of commercial waste.

ADCWM, and how these may affect new and existing developments, please refer to the Standard
Operating Procedures (SOP). The guidance and requirements set out within the SOP are
applicable to all developers, and any other relevant entity intending to design and submit a
planning application for new development within the Emirate.

2. Submission Type
Further information and guidance on the waste management planning submittals detailed in 2 is
provided below. All submittals must introduce the project in a brief description on the front page,
outlining the project location, size, timeline, and any other key details to quickly educate the
reader. Each submittal noted above should be submitted to ADWMC in a timeline manner. It is not
envisaged that any submittal should be excessive in size but focus on the exact detail required to
outline waste management approach, design and implementation for each design stage. ADWMC
welcomes a presentation of the strategy and an open discussion.
