WHEREAS Mr. Ravindra Kumar, Associate Professor, School of Basic & Applied Sciences, Shri
Guru Ram Rai University has been convicted by the Departmental Enquiry Committee and Enquiry
Officer appointed by the University on the serious charges of student misbehave which leads the
subversive of discipline and disorderly/undesirable behavior in the University.
AND WHEREAS it is considered that the conduct of the said Mr. Ravindra Kumar, Associate
Professor, School of Basic & Applied Sciences, which lead to his conviction in such a way as his
behavior and conduct becomes undesirable and thus, warrants the imposition of the major penalties.
AND WHEREAS the said Mr. Ravindra Kumar was given sufficient opportunity of personal
hearing and offers his written explanation.
AND WHEREAS the said Mr. Ravindra Kumar has given his written explanation which has been
duly considered by the Competent Authority.
NOW THEREFORE in exercise the powers conferred by the provision of the Statues under
Chapter–XI read with section 27 (g) 11.01 4 i (a i & ii) & (b i), the Competent Authority based on
the findings and recommendation of enquiry committee is hereby adjudged to Mr. Ravindra Kumar,
Associate Professor, School of Basic & Applied Sciences to be guilty of misconduct and based on
the misconduct he is liable to be punished under major penalties as follows:-
 Fine/penalty of Rs. 5000/- (Five thousand only) lump sum or in two installments payment.
 The increment/promotion of Mr. Ravindra Kumar, Associate Professor will be on hold for
the duration of 6 month till his review report is submitted by the review committee. The
review committee will gather feedback from students and faculty on a quarterly basis.

Reference your complaint dated 25-07-2023 addressed to Hon. Vice-Chancellor regarding the
unknown students from outside who have entered the office of the Dean, School of Computer
Application & IT. The said matter was referred to two-men Committee and based on their report; the
following is the recommendations of the Committee:

That the investigation committee found that students were from the School of Computer Sciences
and Information Technology and were curious to know and discuss the problem related to the high
number of failure in the II & IV semesters. Despite the fact, there were no acts of indiscipline
committed by the students.

That this is related to the routine queries asked by the students who have to re-appear in the exam.
In his capacity as a then Head of the Schools, the Dean was solely responsible for answering all
questions posed by the students about their results in an appropriate and satisfactory manner.

That the concern of students failing in large numbers also raises questions about the teaching and
learning environment in the School of Computer Application & IT, on which the Dean needs to put
due diligence as such results relate to efficient and effective teaching.

That the result of the findings of the committee, it is concluded that the Registrar was engaged in a
meeting and that the matter has been exaggerated in order to bring the undue attention of
management to the matter from Dr. Parul Goyal, Dean of the School of Computer Application & IT.
Such a type of attention seeking act from the person holding such a responsible position leads to the
wastage of valuable time and resources of the University and causes disruptions in University
operations.

Therefore, University Authority has viewed it seriously and accordingly, you are warned to be
cautious in the future and should not repeat such kind of act.

 That the incident of alleged fight with students of the SGRR University and outsiders occurred
in front of Dainik Jagran office near SGRR University, Patel Nagar Campus on 27/07/2023
and false information spread in all social media plate form with intent to deceive malign and
damage the image of the University in public.
 That it is the crucial time of admission for academic session 2023-24 which is at its peak.
Such false information affect the mindset of prospective students who wants to take
admission in SGRR University as social media plays a vital role in providing information to
every section of society.
 Those as Senior PRO and Media In-charge and Head, IT of the University, you and your team
failed in delivering your duties and were not able to counter the situation in adequate and
responsible manner and also no suitable & legal action were taken against the people
responsible for dissemination of such misleading information in social media.
 That in such situation, you and your team should have ensured that nowhere SGRR name
would have been appeared. The management of University has expressed their deep concern
about act of negligence very seriously which led in damaging the reputation of SGRR
University & expressed displeasure about non-performing of your duties in handling the
responsibilities of social media plat form.

Therefore, you and your social media and IT team is hereby warned that repentance of such
act of negligence and non-performance of assigned duties in future will attract the disciplinary
action against you and your team.
Also, in future if case of such type of incident occurs, you and your team will have to ensure
and counter that no misleading and damaging information about the University posted on the
social media in order to prevent the very image of the Institution.

 That as per timeline that the installation of computers in the admission cell would be completed
by close of the day on 31/05/2023. The installation has not been carried out within the designated
time, causing considerable delay and hindrances in the admission process.

 That the Management of University expressed their deep concern & displeasure about non-
performing of your duties in installing the computers in the admission cells (Patel Nagar &
Pathri Bagh Campus) within the stipulated time frame.

 That Asstt. I.T Manager and its team IT team is insisting the end users to make their own
arrangement for carrying the Computer System from IT department to their respective
department and install the computers system by themselves, which is not in line with our
established procedures and can lead to several issues. It is the responsibility of IT to make sure
that complete installation process including onsite transportation to ensure efficiency,
consistency and user satisfaction is carried out in smooth, efficient & time bound manner.
 That the management has viewed this act of negligence very seriously which disrupt the
University operations.

Therefore, you directed to submit your written explanation within 2 working days from date of
receipt of this Show Cause Notice as to why disciplinary action should not be initiates against

WHEREAS Mr. Ashish Vishnoi, Assistant Professor, School of Management and Commerce Studies, Shri
Guru Ram Rai University has been convicted by the Departmental Enquiry Committee and Enquiry Officer
appointed by the University on the serious charges of woman harassment and misconduct which leads the
subversive of discipline and disorderly/undesirable behavior in the University.
AND WHEREAS it is considered that the conduct of the said Mr. Ashish Vishnoi, Assistant Professor,
School of Management and Commerce Studies, which lead to his conviction in such a way as his behavior
and conduct becomes undesirable and thus, warrant the imposition of the major penalties.
AND WHEREAS the said Mr. Ashish Vishnoi was given sufficient opportunity of personal hearing and
offers his written explanation.
AND WHEREAS the said Mr. Ashish Vishnoi has given his written explanation which has been duly
considered by the Competent Authority.
NOW THEREFORE in exercise the powers conferred by the provision of the Statues under Chapter–XI
read with section 27 (g) 11.01 (4) (b), the Competent Authority based on the findings and recommendation of
enquiry committee is hereby adjudged to Mr. Ashish Vishnoi, Assistant Professor, School of Management
and Commerce Studies to be guilty of misconduct and based on the misconduct he is liable to be punished
under major penalties as follows:-

As per the appointment letter of Chief Proctor-cum- Spoke Person ref. no. SGRRU/RO/2021/003 dated 9 th
January, 2021 of the University it is mentioned in point 2 that you have to work under the supervision of
Hon’ble Vice-Chancellor/Chancellor. But the nature of work which is being presently carried out by you in
Shri Mahant Indiresh Hospital (SMIH) and Shri Guru Ram Rai School of Medical and Health Sciences
(SGRRSM&HS), is neither in the knowledge of Hon’ble Vice Chancellor Sir nor you informed it to Hon’ble
Vice Chancellor Sir towards the work performed by you.

I have been directed by the competent authority that Shri Manoj Chandra Tiwari, Chief Proctor-cum Spoke
Person of the University will now work under the supervision of Dean, School of Medical & Health
Sciences, so that your performance and attendance could be verified by the Hospital Authorities.

I am writing to bring to your attention a pressing matter that has recently come to our notice,
concerning the registration of our university name.

We have been in the process of registering our esteemed institution, Shri Guru Ram Rai University,
with the NAAC However, we encountered a significant obstacle in this endeavor when we
discovered that someone had already registered our university name under the title "SGRR Institute
of Medical and Health Sciences." The individual responsible for this unauthorized registration is
identified as Dr. Neeraj Kumar, as confirmed by the NAAC office when we contacted them for
clarification.

The consequences of this unauthorized registration extend beyond mere inconvenience. Not only has
Dr. Niraj Kumar, email id drnirajkumar25@gmail.com falsely registered our university name, but
he has also associated our official AISHE (All India Survey on Higher Education) number with
"SGRR Institute of Medical and Health Sciences." This erroneous registration has the potential to
create confusion, misrepresent our institution, and undermine our reputation. Attached herewith is

I kindly request your guidance and support in addressing this matter effectively. Our aim is to
safeguard the name and reputation of Shri Guru Ram Rai University, which we have worked
diligently to build over the years.
