1.0.1 Personnel
DESIGNATION NAME
1.1.1 General
The Technical Handling and Certification of AirAsia X fleet is contracted to the Technical
Handling Agents (THA) at stations where AirAsia X does not have its personnel.
Appointments of the Technical Handling agents are done through a process of evaluations,
audit and commercial acceptance as and when required by the company.
a) The selected Technical Handling Agent will have the Standard Ground Handling Agreement
(SGHA) with AirAsia X. This agreement is administered by AAX CAMO Contracts
Department. The technical audit may be conducted by the Quality Assurance Department to
ensure the organization and its personnel meet the requirements prior to signing of the
agreement. This may involve AirAsia X conducting company procedures training and other
relevant technical training.
b) Once the contract is signed, the THA are required to ensure that their engineering staff are
aware of the content of the agreement and a copy should be kept at the THA office. A copy
of such agreement is also kept at the AAX CAMO Contract Department, KUL. All matters
related to the SGHA shall be addressed to the Continuing Airworthiness Manager (CAM).
a) Once CAA of Malaysia (CAAM) is satisfied that the THA has complied with the requirements
of MCAR 2016 and CAAM Airworthiness Notices ( AN ), a Certificate of Approval will be
issued by the Airworthiness Sector of CAAM. The certificate will specify the aircraft category
which the THA is approved at the station for Aircraft Technical Release and detailing the
scope of limitations for the technical release. A copy of this certificate must be kept at the
THA office.
b) From AirAsia X perspective the THA shall be accountable for the Engineering operations on
behalf AirAsia X CAMO. They will be subjected to regular audit by AirAsia X CAMO Quality
Assurance Department and/or CAAM.
c) All daily operational matter shall be addressed to the relevant AirAsia X CAMO as described
in this manual. The Maintenance Operation Control in KUL is responsible to monitor and
coordinate with the THA.
1.2.1 Purpose
To give a brief description on some of the responsibility that the Technical Handling Agent is
required to perform in order to ensure that certain requirements in the AAX CAME with
regards to quality are complied with. Most of these requirements are of administrative
nature.
An inventory list of documentation, aircraft spares, tooling and equipment, which belong to
AirAsia X are properly recorded and kept for easy access when required. From time to time
the station may be required to produce them either for verification or audit purposes. The list
can be generated by the THA, or can be the same list provided by AirAsia X.
AirAsia X Quality System requires that the training records of certifying personnel be kept in
proper order and must be accessible for verification during audit. It is important to keep
record of training provided by AirAsia X.
It is important that AirAsia X aircraft spares are stored and maintained in accordance to the
recommended OEMs standard practices. An inventory spare list of AirAsia X held at station
must be updated by THA. Spares located at station have a storage life of 24 months
imposed in order to ensure that spares are returned to main base if not used.
AirAsia X shall be responsible to supply all relevant Technical Publications to the station. A
Master List of latest revision status will be provided by Technical Publications. Relevant

1.3.1 General
It is mandatory requirement that all Certifying Personnel who will be assigned to certify AirAsia X
aircraft must undergo AirAsia X company procedure and documentation training.
Upon appointment as THA, AirAsia X will provide the Company Procedure and Documentation
training.
a) The continuation training of all the Certifying Personnel who are authorized to
release AirAsia X aircraft to be conducted at least once every two (2) years. The
training can either be conducted:
b) The training has to be conducted using the training material provided by AirAsia X
Technical Publication section and training attendance records will have to be
retained by the THA.
AirAsia X may choose to appoint the appropriate THA personnel to become an AirAsia X
associated trainer and the associate trainer can only be appointed by AirAsia X Quality
Assurance Department. The associate trainer will be trained appropriately on the subject
matter and the training process.
