Protected Students and Abused Teachers: A Multiple Case Study

Abstract
After the implementation of Child Protection Policy, in today’s school, corporal punishments no
longer occur. Students felt necessity to push teachers to the edge. Students found fulfillment in
challenging the teacher physically, mentally and socially. The purpose of this study was to explore
the experiences of the teachers as informants in relation to the implementation of Child Protection
Policy in their schools; to probe the effects of this policy to teachers in protecting the students and to
cite some suggestions of the informants for effective implementation of this policy. This study
utilized a qualitative multiple case study design in order to develop a rich description of the
participant’s experiences. Based on the findings, students bullied their teachers through displaying
terrible behavior in the class to get attention from other students in class that eventually distracted
them from focusing on the lesson and on the teacher. Students harmed teachers physically through
hitting, kicking and pushing them. Some teachers were verbally abused, intimidated and threatened
by their students leaving the teachers in severe stress and anxiety. One of the reasons of bullying
attitude of students was the upbringing at home. The parents and relatives should look out for
situations that might cause the children to act out. The parents and relatives should communicate their
concerns to teachers and school officials so that families and schools could work together to meet the
children’s needs and to encourage positive behavior. The school children need also civic leaders and
youth organization that may provide healthy activities to keep children involved and still be source of
pride in the society.

Introduction In Pasian, according to Department of Social Welfare

The Department of Education (DepEd) Child
Protection Policy protects the school children from
abuse that may be inflected by adults, teachers and
other persons in authority. The policy was the product
of school personnel◻ negligence and inaction on
various reports on abuses in school which resulted in
child◻s withdrawal from school and poor academic
performance. But what is alarming today is that, the
child protection policy becomes indispensable and
teachers are the victims.
The seriousness of the problem is highlighted by the
following research results that the majority, at 91% of
educators from a co-educational London inner city
school indicated that at some time in their teaching
careers they had suffered from educator- targeted
bullying (Pervin & Turner, 1998).
In a public school in the Philippines Manuel Luis
Quezon High School, one of the teachers Teodora
Soner died of stab wounds after she was attacked with
a knife in Caloocan City by his 14-year old high
school student on Friday along Ascorville road in front
of the public school. However, Secretary Luistro was
hopeful that the said student will be assisted by DSWD
since the student was still a minor below 18 years of
age (Meruenas, 2012).
and Development (DSWD) in Monkayo, there are
number of cases of students who were complained by
the teachers to the police station because of robbery of
seven thousand pesos, five hundred pesos and very
expensive cellphone like samsung galaxy and gadgets
of the teachers. The said students are supposed to be
imprisoned; however, they were forwarded to the
DSWD because they are still under age. There are also
cases of children◻s engagement in vices and they
went to school drunk and caused scandals and when
the teacher reprimanded their behavior, the students
did not listened instead they cursed the teacher.
The DepEd strengthens the implementation of the
Child Protection Policy however; the policy is being
abused and the teachers now are being bullied by the
students. Some students were mocking and ridiculing
their teachers. A Pasian elementary teacher is a
cyberbullying-victim via Facebook; and a worse scene,
a high school student in Secondary school still in
Pasian punched her teacher. The teacher wanted to
complain about the student◻s action only to be told
to understand the student.
Furthermore, the DepEd strengthens the values
formation among students but we cannot deny the fact
that there has been already a great change in
student◻s behaviors regarding respect for adults in
the past years. The child Protection Policy program

of DepEd protects the school children from
abuse; on the contrary, students use it as a shield to
abuse their teachers. It is in this context that the
researcher is motivated to undergo this research to
determine the protected students and abused teachers
through Child Protection Policy.
Research Questions
The main concern of this study was to explore Child
Protection Policy from the experiences of teachers
being bullied. Specifically, the study sought to answer
the following questions:
1. What are the experiences of the research informants
in relation to the implementation of Child Protection
Policy in their schools?
2. What are the effects of the implementation of the
Child Protection Policy in protecting the students?
3. What are the suggestions of the informants for the
effective implementation of the Child Protection
Policy in their schools?
Methodology
This section presents the methods to be used in the
conduct of the study which include the explanations of
research design, research locale, role of the researcher,
research participants, data collection procedure,
analysis of the data, trustworthiness, credibility and
ethical consideration.
Research Design
A qualitative multiple case study design was used for
this study in order to develop rich descriptions that
intensely converse the participant◻s experiences. It
allows for rich possibilities of inquiry that provide a
distinct and more complex comprehension of people
reported experiences and observations that can
contribute to the topic of study (Suter, 2006). The
researcher had preferred to use this method primarily
because the researcher was able to collect data directly
from each of the five teachers. Hence, this method
gives more all-encompassing descriptions of the
problems are developed.
Furthermore, the information is presented using
narrative methodology, a format which allows the
emotins and experience of the victims to be recorded

as authentically as possible; the data includes clear
descriptions of the life experiences of the teachers who
were targeted as abused teachers. Accordingly, (Yin,
2003) stressed that the need for case studies is based
from the desire to understand complex social
phenomenon. It permits the researcher to maintain real
life events.
Research Participants
The participants of the study were the five teachers:
four female and one male teacher from the public
schools in the Municipality of Monkayo, Compostela
Valley. These participants were identified by co
teachers of the researcher who had known their
experiences.
In the conduct of the study, the five teachers were
given their false names ensuring a high degree of
confidentiality. The first participant was the
Confiscator. This teacher was able to confiscate the
cellphone of his student that started the chaotic event
and led to teacher abuse.
The second participant was named the Witness. This
teacher had witnessed the nastiness of the grade two
students one girl and one boy rubbing their genitalia at
the stock room. In the event, the situation reciprocated
and the teacher was obliged to pay.
Third participant was given the name the Widower.
She had seen her girl student naked surrounded by her
male students. This girl student was addicted to
pornographic videos.
Fourth participant was the Inexpert. I named her as the
inexpert because I know that she had a very low self-
esteem; she had low confident in terms of pedagogy
and the teaching learning process.
The fifth participant was the Lady boarder. During the
incident, she was only residing to a boarding house
due to her assigned school, a far flung area from her
permanent address.
Data Collection Procedure
I asked permission to conduct the study from the
Schools Division Superintendent (SDS) of Compostela
Valley with request letter from the Office of the Dean
of the Graduate School of the Assumption College of
Nabunturan. Upon the approval of the SDS, I was
permitted by the principal of Pasian Elementary and
Pasian National High School to conduct the study.
Creswell (2008) stated that obtaining permission to

conduct the study, selecting participants and cites
purposefully to best understand the phenomenon,
identifying data from various sources, administering
and recording data using protocols, such as
observational and interview protocols, and
administering the data collection in a manner sensitive
to individuals and sites are the five steps in collecting
data.
Data Analysis
Data analysis was done in a step by step manner to be
sure that the details and information were accurate
since it was the basis for data interpretation. Mayring
(2000) calls content analysis as an approach of
empirical, methodological controlled analysis of texts
within their context of communication, following
content analytic rules and step by step models, without
rash quantification.
The approach which was used to analyze was
interpretative. This was done in keeping with a
multiple case study. The study wanted to present in a
holistic view of data wherein the data and information
gathered will be transcribed in verbatim fashion and
from there themes will be created.
Ethical Consideration
I ensured that my study was guided by ethical
principles as described by (Mack, 2005), namely:
respect for persons, benevolence, fairness, consent and
confidentiality.
To keep the identity of the informants, their real names
were stated during the actual dialogue but not in the
thesis presentation. Despite the sensitivity of the topic,
mutual trust and rapport were established. Informants
spoke freely and in detail anout their abusive
experiences, despite the disturbing nature of some of
these. This may according to Strikeland (2013) that
interviewers sincere respect, empathy and interest in
the people being interviewed. Meaningful questions
were asked and I listened attentively to the informants
answers. To add their sense of security, trust and
comfort, the informants preferred to be interviewed in
private room.
To minimize the risks or harm that may come to the
participants, anonymity of the interviewee in relation
to the information shared was maintained (Bloom and
Crabtree, 2006).
Informants were informed, as recommended by Maree
and Van der Westhuizen (2007), that the entire
database (i.e. digital voice recorders, typed transcripts,

field notes, and other related materials) would be
shattered upon accomplishment of the analysis.
Respect to right of confidentiality was given due
importance in this study. The Informants were
informed that they had the right to reject to answer any
of the interview questions if they do not feel
comfortable.
In conducting the study, I guaranteed that the
participants did not spend any amount for the
interview and their comfortability was my priority.
They were also given tokens as a sign of gratitude for
their efforts.
Aside from the face-to-face interview to the
informants, I also asked them to fill out information
regarding their teaching background and data
concerning the subject. It was found out that only the
widower has the highest ranked among them as master
II in a public school and has the highest teaching
experience. On the other hand, the least experience in
teaching profession is the inexpert. Among the five
informants, the ladyborder has the highest grade level
taught.

Results
This section presents a comparison of similarities and
differences that emerged among the five teachers who
are abused by the students in the in-depth interviews
conducted. The comparison is accomplished with the
three research questions: the lived experiences of the
abused teachers in relation to the implementation of
Child Protection Policy (CPP) in their schools, the
effects of the implementation of CPP in protecting the
students, the suggestions of the abused teachers for the
effective implementation of CPP in their schools.
What are the experiences of the research
informants in relation to the implementation of
Child Protection Policy in their schools?

research question “What are the experiences of the
research informants in relation to the implementation
of Child Protection Policy in their schools?”
Responses are presented verbatim; that is, transcribing
them based on the language the participants used
during the interview. As part of the research ethics, the
identities of teachers had been concealed in order to
protect them from any malignment.
Opinion on the Child Protect io n Policy
Implementation
Presented in this section were the results to specific
question 1 What can you say about the implementation
of the Child Protection Policy in your school? which
falls under major research question number 1 What are
the experiences of the research informants in relation
to the implementation of Child Protection Policy in
their schools?
The responses of the participants elicited six themes
that corresponded to describe their opinion on the
implementation of child protection policy. These
themes were strictly for child protection, prohibition of
corporal punishment, beneficial to the child, teachers
taught to be more patient, more pro-student policy and
unclear implementation.
Strictly for Child Protection. As responses of the
participants, it revealed that two out of five
respondents answered that there is a strict
implementation of child protection policy in their
respective schools. Informant 1 shared:
In our school, the implementation of the Chid
protection policy is okay, actually this policy started
last 2012, right? 2012? I am correct it◻s 2012,
because when I was hired in private school, in
Monkayo, can I mention the school? Its ok not to
mention. It◻s very long time ago.In DepEd here in
high school, we are aware that there is a strict
implementation of Child Protection, then the child is
always been protected, the deped will not defend us.
We should be aware because this might be the ground
of removing us from the service. The parents now are
very fierce, overprotective. They asked money. Then
what will the teacher pay? Releasing of loan will take
time especially when you are assigned in the
mountain. You will be threatened. It seemed they are
right.
On the same tone, informant 2 shared that child
protection policy existed in their school, he narrated: Personal Experiences Related to the Policy
(The implementation is very strict. Sides of the
parents, student and teachers are heard. It should not The responses elicited were taken from the specific

only the teachers who will put to blame.)
Prohibition of Corporal Punishment. Corporal
punishment shall not be imposed on any child in
school for the purpose of disciplining the school
children. When the child protection policy was
implemented, corporal punishment no longer happens
in school. As experienced by informant 2, he said:
Since there is a child protection policy in school, there
is a lesser incidence of corporal punishment; if there
is, it would be minimal cases. Mostly, you could only
hear whistle, it is true only whistle. In school, there is
Child Protection Policy, there is a guideline.
Beneficial to the Child. The implementation of the
child protection policy is beneficial to the school
children as this will lessen corporal punishment and
other forms of violence. As narrated by informant 3:
That is good, it is beneficial but hmmm. Only the child
has given the chance to speak up and be protected.
Teachers Taught to be more patient. School children
no matter how unruly they are, teachers need to be
more patient to them, as informant 3 said:
"We teachers are told to widen our patience to
understand them because they still kids and we will be
the pitiful one if we are not cautious from our words
and actions."
More Pro-Student Policy. Child protection policy is a
policy for protecting children from all forms of abuses,
thus, children should know their rights and obligations
when in school. Informant 4 told:
"In school, it is very visible. You can see that there is
really an implementation; the students know of what
are the things they should do and what are their
limitations. Then the school also has the initiative in
orienting the children with regard to the rights of the
teachers. We are also well- oriented."
Unclear Implementation. There are also school in
which the implementation of child protection policy is
unclear as stated by informant 5:
"The policy is vague, we tend to glimpse if they are
cases about child protection. If there something that
will happen, there is, but if none, then none."

question 1.2 “What are some of your personal
experiences in relation to the Child protection Policy?”
which is under question number 1 “What are the
experiences of the research informants in relation to
the implementation of Child Protection Policy in their
schools?”
From the responses of the research informants, the
following themes were generated: extra cautious in
handling students, difficulty in imposing discipline,
experience of harassment, learn to control temper, and
ignore misbehavior of students.
Extra Cautious in Handling Students. Some
teachers are very careful in dealing the school
children. Informant 1 shared:
"I have so many experiences about this, I even wanted
to stop if only I have other ways of living. Some says,
it is very easy to teach but it is too risky. Every day
you need to be careful. You need to check. You have
to check yourself if you have not provoked any
children because maybe tomorrow, the parents will
come to school."
Difficulty in imposing discipline. Some teachers are
reluctant to impose discipline among students because
students might misinterpret their teachers◻ actions.
Informant 1 also shared:
"I doubted disciplining the children because maybe
they might misunderstood me, I will be put into blame.
If they committed mistakes, I will just neglect them, I
just endure my anger .I am thinking that you have your
parents, why should I suffer? Kids today are too hard-
headed."
On one hand, even if the child committed mistakes,
they are still protected by the policy as shared by
informant 2:
:Although it is the mistake of the child, though it is
they who have sinned especially when they bully us,
they are still protected by this policy. In my experience
to them, though they have committed mistakes, the
teachers are frightened because they are the direct
target of this especially if the students have granny and
parents who will immediately interfere. I had
experienced being abused by the students and its too
much personal and private. It was a shocking scenario.
It was hideous because they are only grade 2--- two
students: the boy and the girl. The granny of the girl or
parents that would interfere."
She added that;

"I could not believe of what happen, the students are
so normal. If we have class, both of the students are
doing the requirements of the activity such as drawing
and writing, it was very unnoticeable for that to
happen because they were the students who were the
most normal. Certainly, those students have met at the
back of kinders room. There is an abandoned room at
the back, right? That room is our stock room. A place
where you cannot see any person in it but it is an open
room. After recess, around 9:50 am or 10 am we were
preparing for math subject, the two students have gone.
I was not thinking that both of these students will not
enter the class because their bags were still there."
Informant 2 waited for her pupils to come but they did
not. So she decided to find the pupils.
"After recess, around 9:50 am or 10 am we were
preparing for math subject, the two students have
gone. I was not thinking that both of these students
will not enter the class because their bags were still
there. Its almost 10:30 am, still these students have not
shown themselves so I decided to trace them if they
can be seen in the canteen. What I did, I gave some
seat works to the whole class because I was confused
why these two students have not came back. I was
afraid that maybe they went across the highway with
no traffic police “Nang Delia” at that time because it
was too early. I searched them. I have asked the grade
six students to escort me to search those two students.
I roamed all corners of the school exhaustedly.
My colleague had called me from far away to drop by
because there is a need of my signature at grade 2
room. Before the room, I need to pass by at the back of
the kinder room instead because it was muddy. When I
came across there, I have with me a stick to remove
some grassy leaves which snakes might be hiding. I
have seen in the stock room the green color t-shirt of
Justine which has a printed ninja turtle. I was really
familiar with that t shirt because it was worn always by
the boy."
She was so shocked at what she saw. She could not
believe that those pupils were capable of doing those
acts.
"As I entered in the stock room, I was shocked when I
had witnessed that the girl student was laid down with
the boy student also lying down in front of the girl
making some nasty actions like genital-genital rubbing
to the girls private part.I was very shocked when I
witnessed them doing it, the girl hurriedly ran at the
back. I grabbed the girl but she ran leaving her
slippers. When she ran, she fell off when I forced her

but she wants to let go. The girl said that I will call my
granny to dagger you. That is why I called my co
teacher to catch the girl student but the girl ran so fast.
By then on, I brought the boy to my room around 11
am and I dismissed the class excluding him and
interrogate the boy who cried a lot. I investigated for
him to explain what was I witnessed. The boy was
crying. Since you are too silent I will call the police,
you are too young of doing those things. You have
already the knowledge of doing that. Later on as I
continually forcing him, the boy revealed that
ma◻am it was Chariza told me to remove her clothes
then laid her down then I will rubbed her genitals. She
told me to play with her. She told me to do it. So I told
my co teacher to drop by to the grannys house of the
girl student where she resided."
Informant 2 narrated that the grand mother of the
female pupil went to the school to confront her
because her granddaughter was wounded. She said:
Withou t much ado, the granny came with
uncontrollable angriness with the girl student crying.
Then the girls head was wounded. There was horse
radish in her head. Then her uniform at the right side
was full of blood then the granny reported it to the
principal. The granny told our principal that I allegedly
grab her forcefully thats why her head was wounded;
that I forced them to clean the yard. So I told her, Mrs.
Maybe you really didn◻t know what your
granddaughter have done. I told her the whole story of
what really happened but the granny didn◻t believed
on me, that I was only making stories on my own. She
wanted me to pay of the damage caused to
granddaughter then I brought the boy student with me
in the office. It was too much. The girl student was
very angry then she never speak any words. What was
the age? She was 10 years old yet only grade 2, the
boy was only 8. Then the boy was saying he was asked
by the girl so we have investigated them. The girl was
saying that she was not the girl whom I saw, she said
she had a similar face here in school. I was surprised
that she was too young to lie, you cannot believe of
what she did. Then the boy was saying that she was
only telling me to do it. You told me to mimic the
video in the cellphone. From that, I thought it was
done because our school principal had explained to
monitor her granddaughter.)
In addition, informant 4 said:
"The bad thing is that, children can violently respond
because they are being protected. They are protected
by the law so it seemed that were too easy for them.
If you reprimand them, they will not listen to you.
You cannot discipline them well because they are too

free. Although youre already angry, youll just have be
like a clown, just still smile. Just be an actor."
Experience of Harassment. There are also teachers
who experience harassment from the students.
Informant 3 shared:
"I experienced verbal harassment upon imposing
disciplinary measures and turns out, I will become
emotionally upset. It is not easy because I handled
55-65 students in one classroom before. It was hard for
learning to take place because its too crowded, as a
result, you were always reprimanding those 65
students. Imagine, is a teacher capable of such
control?"
Learn to Control Temper. Despite of those
mischievousness of the students, the teachers need to
control their emotions and temper towards the
students. Informant 3 said:
"Your emotions must be controlled because teachers
are very vulnerable. You can be complained by a
child. Even the child is so naughty; we have to
understand even if you kept on reprimanding them and
giving them moral lessons. It is tiring. I just don◻t
mind it. Anyway, discipline starts at home right? This
will be the cause for the removal of my license."
Informant 4 also shared her experience with regard to
controlling her emotions towards the students, she
said:
"Personally, my experience was both good and
bad.Hmmm… From good side, I learned to control my
temper since there were lots of do’s and donts. We
should not be careless of easily get angry and do
whatever we want to the children."
Ignore Misbehavior of Students. Teaches have
different responses towards students’ behaviors, there
are teachers who will just ignore the students’
misbehavior like informant 5:
"For me, I personally ignore them, if there is
something that I wanted to impose on them or I will
reprimand them, they still don’t listen.So let it be, as
long as they were not being hurt or being wounded ,
being punched. I have to be aware that I cannot inflict
pain on them. If they were naughty, I will only endure
it. I suffered from high blood pressure, so I dont want
to do much on them because I will be the one who will
suffer. Then if I will be admitted to the hospital, Ill be
the one who will pay for it. And a

little amount from the philhealth that will give me
assistance. At the end of the day, they will not
recognize you. Few of them can remember you. That
was my experience because of CPP. I dont want to
invest any emotions to my students."
Types of Bullying Encountered
The responses elicited were taken from the specific
question 1.3 “what types or forms of abuses or
bullying you have encountered with your students?”
which is under question number 1 “What are the
experiences of the research informants in relation to
the implementation of Child Protection Policy in their
schools?”
From the responses of the research informants, the
following themes were generated: being cursed, being
harassed, being threatened, being hunted, being asked
to pay damages, being yelled at, being embarrassed
and being made as object of sexual advances.
Being Cursed. In a day by day interaction of teachers
in school, there are some teachers who experienced
being cursed by their students. Informant 1 narrated:
"This was the child mam and his classmate that I
reprimand. During that time, they made jokes and
produced unpleasing sound like “budots” despite the
class. This will cause the other classmates to complain.
That is why I was annoyed. In spite of reprimanding
them, they never stop doing it. They are very attention-
seeker, so I had confiscated their cellphones because
this can disrupt the class. One of the students sounded
cursing me “yawa”. I called his attention to come to
me immediately but continually saying “yawa”…he
never stop saying you are devil, you are always …I
told the student that he has no manners, is it right to
say “yawa”. Why are you so mad at me, I just wanted
to confiscate your cellphone because we have our
class. I will give it back to you after we have done our
class. The bag has thrown in front of me, then the
student said you are evil teacher, you have no
manners. I warned you after this class outside. Eat my
cellphone. I don’t know what other things he uttered I
do not understand it, it seems he was using mandaya
dialect."
Being Harassed. Aside from being cursed, Informant
1 also added:
"At that time ma’am, I have not transfer to the city
proper. I worked in school at the mountain. Most
people there are members of the anti-government, the
No-People’s Army or NPA. So we teachers should

guard against them because it is their territory. The
student said he was the son of the leader of NPA. He
was grade 7 ma’am but his age is 16, then he was
raised by his father and his Lola because he has no
mother. He came to us and thrown stones to our roof.
The roof of our room. He screamed and cried because
I scolded him. I just ignore him because I was also
mad at him due to his action. I did not want to run to
him because I have my class at that time. Then in the
afternoon, I have had waited him to assault or to come
back. We have no principal at that time, if so, I will
forced him to the principal’s office. He might be very
wild if that was happen in the principal’s office.'
Being Threatened. One of the experiences being
encountered by teachers is being threatened by a
student or group of students. Informant 1 said:
"In the afternoon, we prepared to go home but
suddenly the father of the child came. He appeared
very angry with his motor accelerating entering my
classroom though I was inside of the classroom. He
has with him a big knife-bolo. The father screamed
asking me if I was the teacher who confiscated the
cellphone of his son. We were shocked at that time
ma’am, but I was fortunate that there were cleaners left
in my classroom. I felt the nervousness then the father
told and threatened me that I have to be good because I
have no idea who are they; he said that I might be
disciplined by their group. I told him to relax brother,
we have to discuss this properly. This was really what
happen. I just told him the reason ma’am. I was lucky
that I have my coworker living at that place telling
him to calm down a bit. However, when the father
have gone outside, he told me were not done yet and
insulted my profession. He had asked me where the
cellphone of his son was. I gave the cellphone
without any reluctance. At that time, my nervousness
was extreme."
Informant 3, also experienced being threatened by his
grade 4 student, when she confronted her about her sex
addiction. She said:
"I experienced unscrupulous words like I warned you!
I will back hoe your house! Four years ago when I was
assigned in grade 4, the students have 75-78 general
average bracket. I encountered plenty of behavioral
childrens problems. It was a difficult journey for me as
a teacher. I need to cope with their deficits like
academic, emotional and economic stability. They
have rare and complicated behaviors that I have to
understand. The worst was to settle the girls problem
that addicted to pornographic movies in an internet
café near at their house. And the effect is so

alarming because she allured plenty of her classmates
who are boys in order to play such hot games with her.
She copied of whatever things she have seen from the
internet. All of her classmates had confessed to me that
they saw her naked. She was demonstrating nastiness
in the classroom during their lunch time in the
classroom while I was away for lunch. And if I was
there, they will go at the back of the school. She was
Monica, a girl student, I saw them at the back of the
school near the Agusan River. In the event, she wear
off her short already. Monica is only wearing panty
with her classmates surrounding her because Monica
wanted to be touched by her male classmates. Yes! I
cannot imagine the girl can do that despite she is only
grade 4 pupil. That is why I called her attention and
made an arrangement to meet her parents. She was
angry with me, she shouted, over concerned! I warned
you! I will backhoe your house! She was so wild in the
classroom and she threw all things she has seen. She’s
too hysterical. She told me, what do you want teacher?
Will I view it to you? I know some porn websites. I
was disgusted that time when I approached her aunt
because she was raised by her aunt."
Being Hunted. There are some frightening
experiences a teacher can encounter like being hunted
by students. As experienced by informant 1, being
hunted by his student and his gang was something that
he truly can’t forget. He shared:
"Many days passed the student had not shown to
school. I thought that the child was drunk when I
scolded him. People could attest that the student had
drunk before he went to school. The worst happen
ma’am on Friday, the student’s gang had blocked my
way thats why I could not passed the road with my
motor. I was shocked ma’am when I saw Bongie came
approach with his gang to me. My student who lived at
the place had shouted me that the gang will haunted
me. Bongie had come closer and did some action of
paddling with his wood or anything that I never mind
of what was that but as long as I ran ma’am; I slipped
off and I left my motor and bag. One good thing
happen when my co teachers arrived and the gang had
backed off. My body was full of mud and I remember I
had my other things left I don◻t know where those
things now That was happen ma’am, I filed a leave at
that time because my mother had told me. Due to that
tragic happened. We have talked to the principal and
the barangay captain to do some action about the
incident. But the students were minors and could
not be prisoned. What was happened, it limits only
to record. I was afraid ma◻am to cause some trouble
that◻s why that incident should be silent. The
parent of the child had not shown

despite the call from the principals office. From that
on, I have to be escorted by my parents whenever I
will go to school for a duty. I had my phobia at that
time ma’am. Until I was transferred."
Being Asked to Pay Damages. There are some
incidences that teachers are asked to pay for some
damages to the students especially when they are
wounded or in pained during classes time or when they
are in school premise. Informant 2 shared her
experienced:
"I was surprised many days passed I received summon
from the barangay because of her granny.The granny
required me to pay the damaged because her grand
daughter was wounded. She never believed that her
grand daughter was capable of doing it because her
granddaughter is well- behaved in their house. The
granny told me that if I will not pay then they will file
for medical, then she warned me that I will be
dismissed from work.How much was it? It was 20,000
at start because the barangay captain said that the time
the child being wounded happened at school so I really
have to pay. They made some draft letter to send to the
PAO. In order to avoid chaos, I just paid it but I asked
if it was ok to pay 18,000 only. They earned money
because of me. Of course, barangay captain will
believed to the voters and we know the law of child
protection policy that a teacher has nothing to do
inspite of what happen to these children. You could
not impose discipline to them. There was no chance to
correct the mistake of the student instead I was the one
who paid for it."
Being Yelled At. Yell from the students are very
common form of bullying now adays to the teachers.
Informant 3 said:
"Monica, the pupil, was sreaming with a loud voice so
it was heared by my co-teachers from the other side of
the room. It happened during Saturday to mean of
confidentiality. She was too angry so she grabbed my
cellphone and threw it outside. She came near to me
and punches my diaphragm. She’s wild and cried a lot
why I was too much concerned to her. Monica was too
much destructive.Even her auntie was not able to
reprimand her. So I hardly control Monica.I think
she’s in drugs why she was like that. I was
controlling myself which might caused her to fall. The
cellphone that I was using was a remembrance of my
late husband. She just threw it away and continually
punched me. If that is the case, do I have the right to
complain to the child? I dont think so. I have nothing be
approached with. So I made to set some other time to
talk her auntie without the presence of Monica.

Then through PTA meeting, I discovered that Monica
is really a brat girl even at home. She was too addicted
to pornography because she was a rape victim. She
was being raped by her cousin who was only grade 6
while they were watching porno together. In Jesus
name! I have realized that teachers are victim because
the child is also a victim. There were no parents who
can guide Monica."
Being Embarassed. There were times that teachers
could face some embarrassment from students in their
class. Informant 4 shared:
"For me, there is physical abused and threat. I have
this experience that it was really a threat. I have a
student 5 years ago, a gay student. He came from other
school. He is a transferee. He was expelled from other
school because he was too unruly. He came from
private school in Davao then; his father got married
from that barrio. That child was very attention-seeker;
she’s 16 years old but a 4th year student when k to 12
was not implemented."
There were also students who loved to make
disturbances while they were in class. They would find
a way just be noticed. Informant 4 added:
"Whenever his in school, he made a point to become
attention seeker to me or to his classmates. Although I
will bring him to the guidance office, he can’t be
controlled. He spoke English; he’s a brilliant student
ma’am. He was Jek- Jek. He has this character that
surpasses teachers like to study the lesson first, and
then do surfing from the internet ma’am. He do some
research then if the teacher cannot answer to his
question, he eventually insult the teacher. He will tell
you that you are a teacher yet you cannot answer me?
Then he’ll be the one to explain the lesson to the whole
class. He laughed so hard if we mispronounced the
words and his classmates will turn their eyes on me.)
Informant 4 had a hard time adjusting to the students
behavior because she was being assigned to teach a
subject not aligned with her specialization and it
resulted into teachers bullying. She said:
"Anyway, it is ok for him to do research but I hope he
will not put us to shame. Well also be ashamed
because his classmates heard it too. What might be
their commentaries? My course is not vertically
aligned to what I teach, I put into Science and English
then I my speacialization was MAPEH. So many
months passed, though I sent him to the principal
office, it made no sense to him because he only

cracked jokes to our principal. We had call the parents
and guardians but they’re too busy with their
business. They sell ukay-ukay to the night market in
Tagum then could hardly go home. Sometimes the
student wears a uniform for a female student. Then
I reprimanded him because he attracted other students
and other teachers because it was the first time that a
male student wore a female uniform."
There were also students who didn’t like to be
disciplined. They disregarded school policies.
Whenever a teacher reprimanded students, they never
listened. Informant 4 added:
"He was always bullied because of wearing skirt and
he’s mad because of that. As a result, they quarreled
with his classmates. When I had my class, he and his
classmates were slapping one another because he was
being teased. I told him that Jek-Jek next time you
need not to wear that skirt because you will be bullied
and you are also the reason of it. . He was mad and rise
up, then pointing me. He said, don’t be too much
concerned with what I’m wearing; are you the one who
bought the cloth and sew my uniform? Then I sent
him to the office again, I really a hard time with him
but he never shown. One week he was still absent. I
really had headache ma’am because I have lots of
students, then I have to mind him."
Having a proper hair cut was part of the school policy
at that moment, still the student didn’t follow it.
Informant 4 narrated:
"Then one day maam, there was a policy in school to
have proper haircut to the male students. Jek-Jek has
very long hair, it was rebounded. As we do our
meeting with the parents, we had agreed that we do
some haircut to the students who are hard-headed. It
seems there children have gothic looks and it seems
that the hair is like a mairmaid. The thrending style of
hair cut that time was skin head with ponytail at the
top the head. So then on Monday, it was agreed that I
will start doing the haircut to them only a small
amount to encourage them to do really a proper
haircut."
Because of the prior incident, chaos happened among
the students which resulted to the interference of the
teacher to mend the conflict among them. Informant 4
said:
"Jek-Jek came, and then told by his classmates that he
will be the number one to be his hair cut. Jek-Jek
should be in haircut ma◻am because it is too unfair
for us. Are we only? We should not agree as they
said

ma◻am. I was then only silent. Now m’am, I leave
them because it is the second period then I get some
sciscor and glue because we have activity at noon; I
enter the room and I found out that Jek-Jek had caught
into trouble with his classmates of teasing him for
haircut. I reprimand him, you Jek-Jek, all of you! You
are too spoiled, you’re like kinder students. He
answered it violently; he said and you? You are a
teacher yet you’re a moron. You do some haircut to us,
are you the one feeds us?"
The conflict didn’t stopped. It became a student-
teacher conflict instead.
Informant 4 narrated:
"I really had shriveled ma’am, it seemed that I didn’t see
any students that time. I wanted to punch him and it
came to a point of losing my patience. I said, it is
better for you to stop schooling! You are having no
moral kid! So what he did, he throw the chair from the
USaid. The chair had Brocken because it was only a
plastic. I too throw the glue ma’am, and then we
converse severely. He was too much. I went out from
the room to go to the principal and seek for help. It
was lunch time happened, so well be settled after. As I
went to the classroom I was too silent but suddenly, he
grabbed me forcefully ma’am. He said, you are a
teacher who are too obsequious. You are bullshit! She
provoked me of having a wristling with him. As he
said, you are idiot. Why are you a teacher?!"
The teacher got very furious towards the student who
love to challenge her patience. As a result they got a
physical fight. Informant 4 said:
"Actually my age at that time ma’am was 21. We
pushed each other selves ma’am then it came to a point
that we brutally and physically hurt each
other.Fortunately; we had saparated by Sir Jimmy
whom passed away already; So I blottered him to the
barangay. I was advised by the guidance counselor and
our principal to blotter him to the barangay because it
could not be settled by the school. The school could
only records. Then the student was too hard-headed.
But the barangay captain advised me to only record the
case. The student was too young then he has no
guardian.He has no escort if we call up their attention.
I lose my eagerness ma’am. I was ashamed of my
students that I was too vulnerable for them to make
such things to me."
The student stopped from schooling but whenever they
saw eachother, the teacher bullying still continued and
even got worse. She said:

"Jek-Jek had stopped. But if we saw each other, he see
to it that he could send messages about me that there
was a teacher that couldn’t able to pronounce the
words correctly. So that’s what happened ma◻am, I
was not an item teacher at that time so I stopped
teaching because of it. Then after two years, though I
am a BSEd teacher, I applied to elementary because I
have phobia of teaching high school students that
maybe I could still encounter the same fate."
Being Made as Object of Sexual Advances. Sexual
Advances to the teachers are very rare cases.
Informant 5 admitted that she experienced case like
that. She narrated:
"It happens in 2012, I was peep by my students in our
boarding house when I took a bath in a wash room. I
saw his eyes peeping in a hollow block. I noticed him
and saw by my co borders that he ran at the backThe
story ma’am, I was not residing in Monkayo that time
and being LSB teachers were badly needed. It was too
hard to apply when you’re fresh of being passed from
the LET and no experience from teaching. Those
teachers who have experienced are the ones they are
looking for. Apply then request for an experience.
Education student’s graduates were superfluous that
time. I have no experience so I will be inferior from
those who have experience in private school. Then of
course I was a fresh graduate that time, so I was eager
to work. I have a friend who said that they need a
teacher from an Annex School yet a barangay paid or
LSB paid; then continue to be hired as regular teacher
from that school or there was slot for vacant position.
So I easily grabbed the opportunity."
Because of her eagerness to help her family despite the
distance of the work place from her home, she grabbed
the opportunity. Informant 5 added:
"As I applied, the next week the teacher-In-Charge had
called me to start working but then I was living in
Marasigan, a very far place from the school. But the
honorarium was only 3 thousand pesos only that is
why I decided to just go home after. The honorarium
was only intended for the transportation. I really
wanted to help my mother and father because I am a
fresh graduate. I dont want to just stay in our house. So
that◻s what happens, I decided to have boarding
house near to the school…a walking distance so it is
only nearby. My only problem is food."
When she was finally hired to teach, she encountered a
student with a special needs. Informant 5 added:
"As I teach, I encountered a child whom I used to my

errand boy to buy something from a store. The name
of the child was Ewi. We were neighbor from our
boardinghouse. Then they also owned the
boardinghouse. I entrusted my classroom’s key. Ewi
was not mentally retarded but physically handicapped.
His mouth is distorted and having bulging eyes. His
teeth is forwarded;he is harelit person that is why he is
called Ewi. He’s always bullied in school then I was
the one defender from his classmates."
She further narrated her experience towards this
student, she said:
"I was confused that in the morning, Ewi was beside
my room outside, then I asked him, he said he◻l get
mango because there was mango tree near to my room.
So then, I take it for granted. At night, he◻s roaming
around. My co teacher had observed him, we take him
for granted because he’s living at that place also and
our boardinghouse has no gate. If he is in the
classroom, he’s staying in our faculty. He does always
sitting, constant asking of what I am doing. Asking,
where you are ma’am then loves of touching my
things.I was annoyed sometimes so I scolded him. He
always follows me, so my co teachers said that Ewi
seemed enchanted by me because of always following
me. I just ignored him because he’s so annoying, he
can’t understand."
She caught her student peeping her and this made her
hysterical. She added:
"I caught him in the early in the morning around 6am,
he peeped on me. I shouted aloud because I wonder-
struck of the eye in the hollowblock; the hollowblock
having a design which he used to peep into. I was too
wonder-struck and I shouted aloud. I was fortunate
that my co teacher had also noticed it then he came out
and saw Ewi who ran at the back. From that
experience, I hurriedly gone to school and wanted to
be defended by our TIC."
Some teachers are unaware that some of their students
committed those acts repeatedly because some
teachers are sympathetic towards students with special
needs but this could lead also to teachers abuse.
Informant 5 shared:
"As I opened, our utility heared him and saying he was
the one. The utility said that sometimes ma’am he saw
Ewi roaming around at the back of the bathroom of
the school if I was taking a bath with ma’am Thea. So
then, I realized that he would always looked whenever
we took a bath.So I went to his mother but she was not
there. Ewi was not also there because he was absent, I
was thinking he maybe was afraid. I

would send him to the guidance office. We were also
advised by the purok leader that he should be blottered
into the barangay because that child had many bad
records."
Some students were also capable of commiting
immoral acts not just to an individual but also
throughout the community. She said:
"When we went to the barangay, we found out that
Ewi was the reason of the lost of different panties from
our place. They said that he would pull out all the
panties then gathered all of those things and put it to a
sack then he would hugged it. In short, he was really a
maniac. I blottered him, so no class had happened.
Then we went home in the afternoon."
Parents often went to school to confront other students
even without teachers consent. They suppress teacher’s
authority. Informant 5 said:
"On Monday, I directly went to school. Who would
liked to stop there? The mother of Ewi came and Ewi
also. Before I arrive, they were already there, Ewi’s
mother made a sermon to my students of why Ewi did
not want to go to school anymore because he was
afraid of his classmates. As I arrived, she then greeted
me but Ewi was hiding at the door. I said it was good
that she was here. We had something to discuss with
her son. I was looking for her last Friday. I brought her
to the office, there we had our conference. The mother
told me that we needed to understand Ewi because he
was too young as she said. I said if you cannot
discipline your son, he could commit rape in the long
run. We had blottered him."
Many parents are still undermining schools' attempts
to instil discipline in the classroom. Informant 5 said:
"As we have mentioned blotter, Mrs. Lydia got mad to
us and said, you are the first persons who put us to
shame in here; you who are not residing here. I
endured you for not paying me in the bording house
because your salary was always delayed, then you’re
too arrogant to blotter Ewi. You put us to shame! She
shouted harshly."
Further, she added:
"That was it ma’am, it was not settled because she get
mad instead of me. The school still decided to accept
Ewi into the school though we didn’t like him to be
there because he commited something that was not
good but we just blottered him. It seemed that he was
not minding it. It seemed that nothing had happened. It
was not allowed for the school not to accept him. So

that is it ma◻am, it takes how many weeks. I avoided
Ewi because seing him was disgusting.My father told
me that he will hit him with the bolo if he could come;
were not also living in the boardinghouse because we
have bad relationship with Ewi’s mother. Instead were
living in a cottage in our school. Then in the afternoon,
we have prepared to depart and go home."
Her experience got worst when she encountered the
student in the street which resulted into an injury of the
student. She said:
"As were ready to go home then we’d bring lot of
things like rootcrops, we have met Ewi who suddenly
appear and ran after me then hugging me. It was a
sudden event. That’s what happen I shook but he never
gets away. My co teacher hitted him with her bag but
still he hold on me tightly. As I trembled ma’am, I
eventually pushed him because I was full of him
ma’am. He rolled ma’am to beside the cliff. He was
really rolled into and had fallen ma’am to a
grassland.There, he’s body was wounded, and then his
back was sliced and hit by an iron. Ma’am, we had
shouted loudly. I and my co teacher ma’am ran too fast
due to our extreme fear. We shouted to someone who
could help Ewi. Ewi had fallen."
Because of what happened, she was asked to pay for
damages. She narrated:
"In the event, He was rescued. Then immediately, his
mother filed a case to the barangay.I had a summoned
because Ewi had said I pushed him and hit him. The
expense was too big for the medical ma’am like the x-
ray in his head and at his back. I don’t know but
certainly we had lent money. However, there was an
existing blotter of Ewi but then, he was the one
wounded, we really paid.We have no choice rather
they call a pulis officer. They really in tend to call the
pulis to handcuff us. But it was settled between the
barangay and the school. Were against minor, they had
protection and we have nothing. Another thing is that,
he’s not yet 18, so we have no choice. We have paid
ma’am around 20,000 for the medical only,
transportation, the food that they have eaten. All in all
I think it was 40k. "
Reasons for Abuses or Acts of Bullying Against
Teachers
Presented in this section were the results to specific
question 1.4 “What do you think are the reasons for
these abuses or acts of bullying towards the teacher?”
which falls under major research question number 1
“What are the experiences of the research informants
Ailyn L. Luzano
in relation to the implementation of Child Protection
Policy in their schools?” From the responses of the
research informants, five themes were generated:
baffled about the reason, motivated by lies, family
circumstances, family orientation, and too much
closeness with the students.
Baffled about the Reason. Some teachers are
confused why some students bully teachers. The
reasons are unclear to them. Informant 1 said:
"I wondered ma’am of what was the reason because I
had only confiscated their cellphones. And I
reprimanded them because they were disturbing my
class. I could not believe it would happen. Maybe they
have different interpretations of my action or maybe
they have problems at home especially Bongie. He did
not want to be reprimanded because that child was
spoiled."
Motivated by Lies. There are also students who are
good in making up their own stories, as if their
teachers abused them so much. In return, the teacher
will face sanctions like paying for some damages.
Informant 2 shared:
"It is caused by social media and family upbringing. If
none, maybe of her age but she was old enough and
has already the ability to lie. She said that she was not
the real girl that I was pointing at but rather the other
girl whose face was similar to her face. What a unique
she was.The children now are also aware of the child
protection policy then the granny was spoiling her.
Also, it was already the character of the child because
of all the children not all will fight back, they’re still in
grade 2."
Family Circumstances. Sometimes, students
misbehaviours are also the effect of different family
situations, for example, lack of guidance of the
parents. Informant 3 said:
"I think family problem has the greater impact to this
issue, most children who are problematic are products
of broken families. If they have scolded by the teacher,
they get easily triggered; lack of proper guidance of
parents also is one of the reasons. I do hope that these
personnel in charge of the internet café should also
reprimand these minors seeing pornographic films.
They should not tolerate those children. I do hope for
the future parents to be responsible parents, no to
unplanned pregnancy. Then leave this child alone to
live. What kind of person is that.They tend to give
birth to the child then leave them! That is why I agree
that if the child have committed crimes, the parents

must be imprisoned."
Family Orientation. Parents’ parenting styles and
upbringing of the child has a big impact on how the
child will behave socially, informant 4 believed that
family orientation is also a reason why students
misbehave. She told:
"Obviously, the reason ma’am: the teacher is a victim
because the parents have raised them irresponsibly or
because of their situation. Maybe there is
discrimination to me as a teacher because I was not an
item teacher. Then, I was not teaching them efficiently
because it was not aligned to my specialization. As a
teacher, we should upgrade our teaching methods or
our profession. Let us continue our studies. We should
not be stagnant or be contented that had just graduated
or have passed the LET. It is not enough because our
learners today are more advanced than us."
She added:
"If they felt that they are superior to the teacher, the
tendency is that, teachers could be bullied. We should
master our lesson so we are able to answer the
question. Maybe if we can learn from them, it is much
better for the students to learn from their teachers.
They will become amused on us because we are their
teachers. Respect will come back to us. The lesson that
I have taught ma’am why I was bullied…maybe the
lack of mastery on my subject. It should erase the
belief that public schools teachers don◻t know how
to teach."
Too much Closeness with Students. Some teachers
put some gap between them and the students. Students
tend to abuse the teacher if their relationship are very
close. Some teachers would remind the students that
teachers are person in authority. Informant 5 learned
so much on this experiences. She said:
"Maybe attachment of kids, lets put boundaries.
Maybe, psychologically too, the child has a defect. I
am confused for example, in my experience, where
would I go? You will get nothing if you have
encountered a child like that."
What are the effects of the implementation of Child
Protection Policy in protecting the students?
This section presents the results for the number
two major research question “What are the effects of
the implementation of Child Protection Policy in
protecting the students?” As part of the research ethics
adopted in this study, the identities of the research

informants were concealed. In other words, the names
mentioned are not their real names including other
details or information, either location or otherwise,
that may divulge the identity of the research informant.
Effects of CPP in Protecting the Students
Presented in this section were the results to specific
question 2.1 “What do you think are the effects of the
child protection policy in protecting the students?”
which falls under major research question number 2
“What are the effects of the implementation of Child
Protection Policy in protecting the students?” From the
responses of the research informants, these three
themes were generated: becoming overpowered, policy
being abused, cautious in dealing with children.
Becoming Overpowered. Teachers are persons of
authority. But there are instances that they are being
overpowered by their sutdents, as experienced by
informant 1. He told:
"This is good ma’am because there are also teachers
who are rude but this should not be abused. Maybe this
will be the reason that students now are overpowered
due to this protection."
Policy Being Abused. Some of the informants
disclosed that there are times that the policy is being
abused especially when some children used to lie but
since they are still children, teachers can’t do anything
about it. Informant 2 said:
"Child Protection Policy is good for the children
because they need the protection as a child. They are
vulnerable so they need the protection but then it
shouldn’t be abused like it becomes a cause of bribery
to the teachers or this will used as a menace to us. It is
difficult to defend ourselves especially there are
children who are deceiptful then people would not
believe us but instead to them."
In addition, informant 5 said:
"It is ok for cases that a child is oppressed, what about
us? Right? Where are we heading? Is it because they
are child? Is it okay for them to commit crimes?"
Cautious in Dealing with Children. Instead of
instilling discipline towards the students, some
informants shared that because of the policy, they are
very careful in dealing the children because some of
them might misinterpret their actions. Informant 3
shared:

"Children felt so important today because they knew
that they are protected. The corporal punishment are
eliminated or lessened. Teachers must also be careful
on the way they treat a child. Whatever methods to
discipline a child that works before, it won◻t work
now because before abusive teachers really existed."
Informant 4 narrated that CPP is good for the children
because there are still teachers who are using corporal
punishnment. He said:
"For me, it is not always bad, there is also good side
because there are many times that some of the teachers
are abusive. The teachers who used to do primitive
practices like pinching, spanking, hammering heads –
they still exists because they still don’t retire. The
retirement age is 65. The teacher will be given
sanction if sinned. It will be reminders to us, that
corporal punishment is not always an effective way for
punishment."
Effects to the Behavior of Students
The responses elicited were taken from the specific
question 2.2 “What are the effects or consequences of
the child protection policy to the behavior of the
students? Which is under research question number 2
“What are the effects of the implementation of the
Child Protection Policy in protecting the students?”
From the responses of the research informants, these
three themes were generated: becoming ill-mannered,
getting carefree, declining behavior of students.
Becoming Ill-mannered. Informants revealed that one
of the effects of CPP on children is that they become
ill-mannered. Some students don’t want to be
disciplined. Informant 1 shared his experience, he said:
"During our time, we were afraid of teachers. We did
greetings like good morning ma’am or good morning
sir. Now, they just ignore you by passing by. Maybe
they were spoiled because of this law. They are very
spoiled. You have no right to be mad at them which
might be used against you as child abuse."
In addition, informant 2 said:
"The child who is hard headed will become more
hardheaded. Their behavior are disoriented and have
no respect, they are too much bully. This is really the
effect. It is not the same as before, children before are
afraid of teachers. Now, students will hit us, it’s not of
their concern especially those students who are
escorted by their mothers. Then as mothers arrived
here they have no concern at all of what happen to

their child. The teachers are nothing, they have no
protection. We have no power because they are
children. Whether we like it or not since it is a child.
They can’t recognize elders."
Getting Carefree. There are also children who are
just happy-go –lucky.. As long as they do what they
want, they are seemed to be untroubled. Informant 3
shared:
"Their studies are taken for granted. They are so
carefree. They thought the school as their spare time
only. For example, you cannot tell them to really finish
what they do because it is already lunch time. So if
you force the child to finish his or work, the mother of
this child will come to you, is’nt right? You will be
scolded by the mother because her child is now
hungry, etc..Today; it is a slow spreading disease.
Maybe the teachers-abused will be like other countries
that the maltreatment of teachers is severe."
Meanwhile, informant 5 admitted that the CPP is
sometimes used by parents to spoil their child. He
narrated:
"They think that they are protected, that is why their
mothers used this as their shield and become over
protective to their children. If the child is a threat or in
conflict with the law, they should’nt be admitted to
school. Anyway, for me they are not being
discriminated why they are not in school. It is a
protection against us teachers. Do we still need to be
raped or being killed before somebody took an
action?"
Declining Behavior of Students. The behavior of the
students changes over the past. Informant 4 shared that
because of the protection the behavior of students is
deteriorating. She said:
"So that was I am saying that when it comes to
behavior, it is very poor.The behavior is declining. The
teacher should go with flow or maybe we’ll put a gap
so that we’ll not be abused or you’ll not be teased."
What are the suggestions of the informants for the
effective implementation of the Child Protection
Policy in their schools?
This section presents the result for the 3 rd major
research question “What are the suggestions of the
informants for the effective implementation of the
Child Protection Policy in their schools?” Responses
were presented verbatim, that is, transcribing them
based on the language tha perticipants used during the

interview. As part of the reseach ethics, the identitiesn
of the informants had been concealed in order to
protect them from any malignment by anyone else.
Ways to prevent Abuses towards the Teachers
Presented in this section were the results to specific
question 3.1 “1 What can be done to prevent the
students from abusing the teachers?” The responses of
the participants elicited five themes. These themes
were proper mentoring by parents, orientation of
parents, law protecting teachers, raise level of
professionalism of teachers and separate students with
„special behaviors’.
Proper Mentoring by Parents. Discipline starts at
home. How a child behaves determines the way he or
she is raised. Failure children indicates failure
parenting. Informant 1 narrated:
"Maybe proper mentoring of parents then they must be
an example to their children. The discipline started at
home. Maybe that child was spoiled because the father
had invaded me in my classroom. The student will not
be in prisoned instead to DSWD only. Maybe our
lawmakers should evaluate our children today, they are
worst. There was one case that the teacher was killed
by a student. Have you seen it on the TV? It is good to
lessen the age of the child being imprisoned because
children now are different than before. Maybe for the
teachers, it is difficult not to reprimand the student for
disturbing the class but… I don’t know I am
confused. Maybe as teachers we have to heighten our
patience because this is our bread and butter."
Orientation to Parents. Parents must be be aware on
how their children behave in school. Coordination with
parents is very important on molding the child to
become better citizens. Informant 2 strongly believed
that parents must be oriented, she said:
"First, the parents need to be oriented. The parents
should also orient their children of what behavior that
must be shown to the school. There should have a
teachers’ protection, for them to be aware, vice versa
specially to higher grade.. Some of these children are
aged 16 but still they are in elementary. Then they
already understand it. Two years they are capable to
marry because they’l be 18 years of age already. Then
you said that if they cannot finish the activity they
cannot go out, do you think they will believe? I’ll be
surprised."
Law Protecting Teachers. Aside from CPP that
protects the child, teachers’ protection is a must too.

Informant 3 said:
"In that question, there should also be a law for teacher
protection in order to raise teachers’ confidence in
their work. I heard there is, but I think it is still a bill."
Raise Level of Professionalism of Teachers.
Learning changes over the course of time and so with
teaching. Informant 4 believed that teacher’s
professional enhancement is necessary to cope with
how the students of today learn. She said:
"For me, if I were to ask, based on my experienced,
the teacher should do something that will uplift their
profession or their dignity. Don’t let the student be the
superior. Let the feel that thet they need you. You need
to upgrade. You need to master your lesson in order
not to be bulllied. You need to pursue further studies.
And if you have no patience and passion of teaching,
you don’t need to be hypocrite to stay teaching.
Because if you don’t want to, then stop. It will only
create depression to you. That will affect your work
due to your attitude. You’ll be losing patience with this
children."
Separate Students with ‘Special Behavior’. All
learners are unique and had different needs, there are
also students who are considered a threat but the CPP
forbids to stop them from going to school. Informant 5
said:
"For me, those children who are dangerous, they
should be separated. They shouldn’t be in school or if
they’l be in guidance, they should be entering a place
which does proper counselling. Then the parents must
also be counselled. If they know that they have
childrens who have problems.They need to find ways
to correct it. You don’t know if you will be killed by
that student."
Suggestion for a Safe Work Environment
Presented in this section were the results to specific
question 3.2 “ What suggestions you would offer in
order to create a safe work environment for teachers?”
which falls under major research question number 3
“What are the suggestions of the informants for the
effective implementation of the Child Protection
Policy in their schools?” The responses of the
participants elicited six themes that corresponded to
describe their suggestion for safe work environment.
These themes were: orientation of general policies,
provision for security personnel, MOA protecting the
teachers, teacher protection policy, monitor behavior
of students and lower age of criminal liabilility.

Orientation on General Policies. Coordination with
parents is very important. Parents , teachers and the
child should be given an orientation about the policy.
As told by informant 1:
"Those time, we have no security guard in public
school especially in the mountain. Maybe my
suggestion is to call for a meeting for teachers, parents
and students. They will make an agreement of what to
do for the betterment of the child. For them to be
aware of their role as teachers and as parents in order
to avoid assault. Then teachers should have their
protection in this case. There should have an
immediate action whenever conflict arises. Unlike of
what I had experienced when I just neglected the
issue."
Provision for Security Personnel. Providing security
personnel in school is also necessary especially to
avoid chaotic incidents. Informant 2 said:
"In that case, criminal age should be decreased. They
will stab the teachers. The teachers have lots of loans
only to be stabbed by students. Who will pay the
hospital bill or if killed, who will pay to the funeral
parlor? It will be pitty to those teachers. Maybe I have
experienced that way because I am not residing here
but if I am residing here I’ll know those parents or the
granny. It is really difficult when not residing here.
There should have watchman or security guard. There
should have protection so that children or the parents
will be aware."
MOA Protecting the Teachers. To have a
memorandum of agreement with regard to teacher
protection is being suggested by informant 3, she said:
"You asked me of my suggestion? A MOA which is
duly notarized stating a protection policy for the
teachers during classes or outside the classes in order
to hmm…preserve the teacher’s dignity."
Teacher Protection Policy. Teaching is a decent
profession, aside from other benefits being received by
teachers in their work, providing them protection is
also very important. Informant 4 said:
"My suggestion ma’am is protection for us. They have
their protection but we also need the protection. For
example is stabbing with a knife. It really exists.
Cyberbully is another example. There’s no one dares
to protect us, no one listen to your complain. What
they have advised is to be patient only. You were
beaten yet you should still be patient? So those are
factors… at least there could be counteract from that."

Monitor Behavior of Students. Different students
have different behavior rigid monitoring about their
behavior is important. Informant 5 said:
"The child must be checked of what is he in the class.
It should report immediately whenever the teacher had
discovered any misbehaviors which is unusual or
dangerous."
Lower Age of Criminal Liability. There are students
protected by CPP who committed serious crimes like
killing and stealing but because of their age, they
cannot be imprisoned. Informant 5 said:
"There is protection of teachers and also the criminal
age of them will be lowered so those children will be
imprisoned if they committed crimes."
Suggestions for effective CPP Implementation
Presented in this section were the results to specific
question 3.3 “What would be your suggestions for an
effective implementation of the Child Protection
Policy in your school?” which falls under major
research question number 3 “What are the suggestions
of the informants for the effective implementation of
the Child Protection Policy in their schools?” The
responses of the participants elicited five themes to
describe the suggestions of the informants for effective
CPP implementation. The six themes were full
awareness of CPP by teachers, rigid monitoring of
CPP implementation, massive dissemination of CPP,
full awareness of rights, and consistency in CPP
implementation.
Full Awareness of CPP by Teachers. Teachers must
be have a full awareness of Child Protection Policy.
Informant 1 narrated:
"First, the teacher must be aware of what Child
Protection Policy really is. Of What to do and not to do
about it because there are existing laws in school that
we do not understand. In order to avoid conflict, we
have to be cautious of our actions. Then we will not be
abused easily. There should have forum for teachers
and for the parents. It should strengthen the
relationship between teachers and parents to guide the
children properly."
Rigid Monitoring of CPP Implementation. Firm
checking on how CPP is being implemented is
essential to ensure its effective implementation.
Informant 2 said:
"There should have conference to the teachers. It

should be a close monitoring. There must be records.
There must be record to monitor that child protection
policy. For us, we are aware about it but then we are
taking it for granted maybe because we have lots of
reports. We don’t have much concern about it
because of paper works. We never mind it. So the
tendency is that, we teachers tend to give the students
doing writing or any seatworks. Then since it is
deadline of those reports, all reports need to be
submitted ASAP, we could scold a child. Then the
parents will complain to the teachers so it will now be
the mistake of the teacher. It is not our mistake, it is
the mistake of the DepEd, there are lots of paper works
it seems that we are clerk.'
Massive Disseminations of CPP. Giving information
during the GPTA assembly and other school meetings
about the Chid Protection Policy is important so that
this will create awareness to the people involved.
Informant 3 said:
"It should be the hard and the top priority topic during
GPTA assembly, HPTA meeting and faculty meeting.
It shold be included in the classroom rules with
corresponding sanctions if violated both teachers and
pupils then it should be consistent."
Full Awareness of Rights. Teachers to avoid being
bullied or abused, they should have full awareness on
their rights ad also with students. Informant 4 said:
"Maybe my idea is that, the students should know their
rights and also know the rights of their teachers so they
will not abuse the teachers. You may call the attention
of the parents or the guardians for them to know their
obligations and responsibilities."
Consistency on CPP implementation. For policy to
be effective, consistency is a must. Stability of a policy
is necessary for an effective implementation.
Informant 5 said:
"For me, the school should be consistent of its
implementation. That’s it, it should be consistent. They
should be aware of their rights and what are the dos
and the don’t’s in school."
Discussion
This case study also point out the reasons why they are
targets of being bullied by their students, based on the
foregoing results of analysis.
Case 1 - The Confiscator
Ailyn L. Luzano
Sir Mac (not his real name) was a high school teacher
in a mountainous area before where his school
assignment was located. He admitted that he had
encountered lots of cases in relation to Child
Protection Policy; he even planned to quit his job if
only he had other means of living. In his present
as sig n m en t, te ach er s are aware that the
implementation of CPP is strict and for him, because
of this policy, children are always protected. He even
mentioned that in carrying out his duty as teacher, he
is very cautious in dealing the children because they
might misunderstood his actions and the parents might
go to the school and complain and the worst, they will
ask for money.
He encountered different types of bullying, when he
had this 16-year old student who cursed him when he
reprimanded that student using cellphones during class
time and for disturbing the whole class. In addition to
that, he was also harassed and threatened by the father
of that student when the father knew that sir Mac
confiscated the cellphone of his son. He was even told
by the father to behave because he was still new at that
place. Aside from those bullying incidences, he also
experienced being hunted by that student and its gang
as an aftermath of their conflict. He talked to the
proper authorities about the incident only to be told
that his student is still a minor and there is nothing he
can do about it. He also didn◻t do any further actions
about it because he was afraid that what he might do
could create trouble again and he chose to keep silent
about it.
The reason for that bullying against him was still
unclear to him, since he just only confiscated the
cellphone of the student for disturbing the class. It was
so unexpected to him that those things will happened
after. He suspected that they might misinterpreted
what he had done because his student was a spoiled
one.
For him, the implementation of CPP is beneficial to
the students since there are still abusive teachers that
existed but because of CPP, the students become so
overpowered due to this protection. CPP has also
affected the behavior of students, they are so spoiled,
teachers cannot be mad at them. He suggested ways to
prevent abuses toward the teachers like proper
mentoring of parents, they should be reminded that
discipline always starts at home and for the teachers,
patience is a must. In order to create safe work
environment for the teachers, there should be a
conference with the teachers, parents and students for
them to be aware of their respective roles in student’s
development. Immediate action should be done

whenever conflict arises instead of neglecting it.
Teaches must be aware about the policy, relationship
between teachers and parents should be strengthen for
the proper implementation of the child protection
policy.
Case 2 - The Witness
Teacher Nelly (not her real name) is a grade 2
elementary teacher in one of the public elementary
schools in Monkayo. She said that when the child
protection policy was implemented in their school,
using corporal punishment was reduced. The
implementation was strict and the parents, children and
the teachers’ sides are heard. But to her personal
experiences related the policy, the parents could use it
to abuse teachers, even if it is the mistake of the child.
She encountered disgusting experience with her two
students. As she witnessed them doing sexual activity
that they imitated in a cellphone video despite their
very young ages. She was very shocked on what she
had witnessed. The girl student immediately ran even
if teacher Nelly tried to hold her as a result the student
felt to the ground and got wounded in her head. The
grandmother of the girl student immediately went to
the school principal and complained about the teacher
forcing her granddaughter to weed the yard which
resulted to the child injury. She defended herself by
telling the grandmother of what she saw about her
granddaughter. The girl student said she had a
doppelganger in the school and it was not her whom
the teacher saw earlier. The grandmother didn◻t
believed the teacher for her granddaughter was very
behave at home. The teacher then concluded that a
child could lie even at a very young age. She thought it
was done after that conference but the grandmother
went to the barangay hall to complain and ask for
some money to cover up her granddaughter’s medical
expenses. The teacher was asked to pay for some
damages and because it happened during school time,
the teacher had no choice but to pay for it. For her, the
mistake committed by those students wasn’t corrected
instead she was asked to pay for some damages.
She believed that Social media and family upbringing
are reasons why children could commit bullying. Child
protection is good because children need protection
too but the disadvantage of it is that some abused the
policy, like asking teachers for money or else they will
not stop complaining. It is difficult to defend the side
of teachers especially when there are students who
give untruthful statement against them and guardians
who are very overprotective.

Parents’ orientation to educate their children on proper
behavior in school is necessary. There should also be a
teacher’s protection also. To ensure safe work
environment to the teachers, she believed that lowering
the criminal age is needed. Every school should also
have a watchman or security guards. In general,
teacher Nelly assumed that for the effective CPP
implementation, the department of education should
lessen the paper works of the teachers so that they can
focus more on teaching the students, to keep them
oriented rather than giving them something to write or
some seat works while teachers are busy doing paper
works in the classroom.
Case 3 - Widower
Teacher Ade (Not her real name) is a teacher who has
been in the service for 27 years already. She was one
of those teachers who hold higher position in their
department and was sent anywhere in Philippines as an
education delegate. In spite all of her achievements,
these didn’t prevent her to experience bullying from
her students.
In their school, the implementation of CPP is both
good and beneficial but only the child is given the
chance to speak up and be protected. As teachers, they
are told to be more patient and understanding to the
students as they are still young.
She experienced verbal harassment upon imposing
disciplinary measures to the students. It was not easy
for her to handle 55-65 very ill-disciplined school
children and because of that learning was very difficult
to take place in her class. She just didn’t mind how
tiring it was because she believed that discipline
always starts at home.
She encountered bullying when she had this student
named Anica who was an addict of pornography. She
allured plenty of her male classmates to play hot
games. All of her classmates confessed that they saw
her naked and she demonstrated nasty actions in front
of them. Teacher Ade saw Anika only wearing panty
and the rest of her male classmates at the back of the
school where they were about to do those hot games.
Anika got mad and hysterical when teacher Ade
decided to call her aunt. Anika punched her teacher
and even destroyed her teacher’s possessions.
Teacher Ade controlled her emotions and decided to
set another meeting with her aunt, only to know that
Anika was a raped victim.
She thinks that family problem has a great impact on
that issue, some children who became problems in the
society are often products of broken families. Owners

of internet café must banned pornographic films to the
minors. Parents must be responsible in having a child.
The policy protects the children from any forms of
corporal punishment but for her the effect of this
policy in the behavior of the children is that they are so
carefree, they took their studies for granted. It is
alarming that we will be like other countries where
maltreatment of teachers is severe. There should be
law that protects teachers so that they will have
security in their work. For effective implementation of
the policy, it should be discussed during GPTA
assemblies, school and faculty meetings and the
implementation should be consistent.
Case 4 - The Inexpert
Miss Jaja (not her real name) is a secondary education
graduate who is teaching in elementary school now.
She said that in their school, the implementation of
Child Protection Policy is very visible and all of them
are well- oriented about the policy. She has both good
and bad experiences with the policy. The good side is
she learned to control her temper and she is not
careless of easily getting angry and do whatever she
wants to the children. On the contrary, children can
become violent because they knew that they are being
protected. Teachers amidst of all the chaos those
students had caused, teachers should always smile to
them as if teachers are robots.
She encountered different types of abuse like physical
abuse and being embarrassed she had a transferee
student who was expelled from other school because
of incontrollable unruly behavior. The child was an
attention seeker, whenever the teacher asked for the
parents to come to school for a conference, the parents
were too busy with their business. He was also fond of
putting teachers in awkward situations like when
teachers mispronounced words and whenever teachers
cannot answer his questions. Aside from that, he even
violated the school policy like wearing female uniform
and having a long hair. Whenever teachers castigated
him, he got violent and yelled teachers. As
experienced by Miss Jaja, she got a physical fight with
this student. She want to blotter the student only to be
told that the student was still a minor. That experience
made her lose her passion in teaching, it was a very
disheartening experience. She was ashamed to face her
students again after that incident and she decided to
stop teaching in high school.
For her, one of the reasons for the abuses she faced
was family orientation. Parents should make time to
visit the school to ask about their children and

whenever teachers asked them to come to school, they
should come. Students become attention seekers
because parents don’t give time on them. She thought
that she was bullied because she was not a regular
teacher and she taught subjects that were not aligned
with her specialization. She believed that teachers
should pursue further studies to enrich their
professions. Teachers must continue learning so they
can deal with their students today. Students feel
superior when they think the teacher is weak and
incapable of giving them new ideas and understanding.
She mentioned that this policy is a reminder for those
teachers who used too much physical punishment to
the students as these traditional form of discipline are
not effective all the time. The students’ behaviors are
greatly influenced by this policy, as she observed that
their behaviors are very poor and declining, teachers as
a result teachers should go with the flow with the
students to avoid conflict or they’ll distance their
selves to the students. Teaching for her is not hard, it is
the disciplining of unruly students.
She suggested to raise the level of professionalism of
teachers to avoid teachers’ bullying and creation of
teachers’ protection policy to have a safe work
en v iro n m en t for them. For the effective
implementation of CPP, there should be a full
awareness about the policy, students should be
responsible also in school and parents should know
their obligations on their children.
Case 5 - The Lady Border
Miss Jean is presently a preschool teacher in one of the
public elementary schools in the municipality of
Monkayo. She was a graduate of secondary education
but decided to give up teaching high school because of
her experience when she was still an LSB teacher.
In their school, the implementation of CPP is
indefinite. It is unclear to them. Her personal
experience with CPP let her ignore the students on
what they want to do. As long as the students are not
in danger, she just let them do what they want in
school. The students didn’t listen to her so she decided
to just pay no attention to them. If they misbehave, she
will just endure it. She don’t want to be hospitalized
because of the students for she will be the one who will
pay for the medical expenses. She believed that after
the students passed her subject, they will just ignore
and forget the teacher, some may still remember her,
but most of them, they will forget her.
The type of abuse she experienced was she was made
an object of sexual advance, despite being a fresh

graduate and neophyte in the field of teaching, she
decide to apply as an LSB teacher in a locality for her
desire to help her parents. In there she encountered a
special student who became so obsessed with her. She
just ignored that student because she sympathized in
him because of condition. She was terrified when her
student made a peephole in her washroom and peeped
at her while she was taking a bath. She complained to
the barangay but it was just recorded and no action
was made because the student was still a minor until it
reached to th point that the student made a sexual
gesture towards her by hugging her in public that made
her hysterical and as a result she pushed the student in
the cliff. The student was badly wounded that was why
they were asked to pay the damages. In her thoughts,
whenever a student made mistake, the society might
consider it normal but when a teacher committed
mistakes the whole society is against them.
The reason why she was abused was because of her
too much closeness with the student. She trusted the
student that she even sent him for some errands so the
incident was unexpected to her.
The effect of CPP in protecting the students is the
policy is being abused. Students used it as a shield
against teacher who reprimanded their improper
behaviors because there are students who don’t want to
be disciplined. In terms of the effects of CPP to the
behavior of students, the students are getting so
carefree. In addition to that, students who are special
should be separated.
Separation of students with special behaviors is
necessary to prevent abuse to the teachers especially
those students who are dangerous to deal with or with
mental sickness because their actions are
unpredictable. Parent must also guide their children.
To ensure safe work environment to the teachers,
behavior of the students must be monitored so that the
teachers will become aware on the whole being of the
child and how to deal him. Lowering the age of
criminal liability is also needed because today a minor
is capable of committing serious crimes like killing. It
is very unreasonable to tell that when they killed
someone, they are innocent because of their age.
Minors today are not as innocent as minors’ years ago.
Many are influenced by heavy viewing of violence
in the internet and other visual media. These create
awareness on them about how crimes are made and
executed and they might imitate what they saw.
Miss Jean was suggesting to have a consistency on the
implementation of the policy is needed to make the
policy effective in the school. There should be

guidance counselors in the school to monitor student
who are misbehaving.
Opinion on the Child Protectio n Policy
Implementation
The emerging themes in this structured themes were
strictly for child protection, prohibition of Corporal
Punishment, beneficial to the child, teachers taught to
be more patient, more Pro-Student Policy and unclear
implementation. Two of the five informants said that
implementation are strictly for child protection. The
policy is made to protect the students from any forms
of abuse. Those students who are helpless and needing
safety in the school. Thus, those school personnel who
abused the school children will be given sanctions.
Another emerging theme was prohibition of Corporal
punishment. When the policy existed in every school,
the practice of using corporal punishments to the
school children declined. Punching, beating and
slapping of children no longer happened in the
classroom because teacher became careful on the way
they discipline the children as they are protected by the
policy. Moreover, one of the research informants said
that the policy is beneficial to the child as this will
help them feel secure inside the classroom. Another
theme was teachers taught to be more patient, the
policy prohibits the teachers and other school
personnel from disciplining the students in a very
demeaning way.
Furthermore, according to Roxas (2018) that Republic
Act of 7610 specifically tasks the DepEd to issue
policies and principles on student discipline and
classroom management which would govern all
Division-level student manuals. And further instructs
DepEd to formulate a student manual to be
implemented in all schools under its jurisdiction which
should conform to the guidelines established.
The last emerging theme was unclear implementation.
Under the DepEd Child Protection Policy guidelines,
scolding students in front of their classmates is
considered a bullying behavior; thus, teachers could be
charged with child abuse for merely scolding a student
in class. The policy could lead to ill-desciplined
Filipino Youth (Draman, 2014).
Personal Experiences Related to the Policy
The emerging themes were extra cautious in handling
students, difficulty in imposing discipline, experience
of harassment, learn to control temper, ignore
misbehavior of students. One of the informants

experienced to be extra cautious in handling students.
Another emerging theme was difficulty of imposing
discipline. Imposing discipline is important. In school
life, students have a tender mind that does not know
what is right or wrong. Students need constant
guidance and supervision from his teachers otherwise,
he can go towards the wrong path. Discipline is a self-
improvement practice. It is what helped us all to
achieve in our goals in life. See a successful business
owners, a popular leader and you will find that they
are well-disciplined (Kumar, 2016).
Another emerging theme was experience of
harassment. According to Basas (2013) that cases of
students, bullying their teachers have been increasing.
The worst so far was the case of a teacher in Caloocan
who was stabbed and killed by a student.
Another emerging theme was the teacher must control
their temper. According to Draman (2012) that
teachers must be very creative and diplomatic to
maintain control. The system is at best, characterized
by unfairness. Despite this, teachers must carry on.
Another emerging theme was the teacher will only
ignore misbehavior student. Very recently on the
lecture of a child protection policy of the Department
of Education, Dean Ulan P. Sarmiento III, cautioned
teachers on the dos and don’ts in the exercise of the
special parental authority over minor pupils. The
bottom line is, the law requires so much from teachers
in caring and disciplining their pupils while under their
custody, but restricts them with too little tools in the
performance of this obligations (Guzman, 2018).
Furthermore, according to Gordon (2003) ignoring the
behavior maybe wise because there is little danger of
the behavior disrupting other students or of becoming
more frequent. Interrupting your activities or students
might cause more disruptions than simply ignoring the
problem.
Types of Bullying Encountered
The emerging themes were being cursed, being
harassed, being threatened, being hunted, being asked
to pay damages, being yelled at, being embarrassed
and being made as object of sexual advances.
One of the emerging themes was a teacher who was
being cursed. What used to be unquestioned authority
in the classroom is now being challenged. They don’t
want a teacher telling them what to do or telling them
to be quite. They get upset when they are told to do
something. Cursing school officials and teachers is a
sign that many young people do not respect adults and

have no fear of authority or punishment. Some
students nowadays are less willing to take the kind of
discipline from someone outside their home that is
why they end up cursing teachers (Brown, 1993).
Another emerging themes were being harassed, being
hunted, being yelled at and being embarrassed. Some
parents or students see teachers as adversaries and not
allies. Parents will therefore become defensive when
their kids get in trouble and sometimes won’t admit the
mistakes. Parents starting their kids as trusts worthy
adults before it are merited. Maybe they have forgotten
how quickly kids tell a lie to avoid trouble, or how
hard it can be to get kids to treat with respect at any
rate, the parents tend to side automatically with their
kid (Smith, 2017). In addition to that according to
Tinio and Castro 2018) that teachers have also been
victims of extortion and other forms of harassment
where parents or guardians of their students can easily
file complaints against them for allegedly violating the
provision under RA 7610.
Furthermore, another theme was being asked to pay
damages. The Department of Education also has a
child protection policy that imposes strict rules on
protection of children in school setting, unfortunately,
this are being used to harass, threatened and intimidate
the helpless teachers or extort money from them
(Basas, 2018).
The last emerging theme was being an object of sexual
advances. According to (Corcoran, 2018) that quite
often it was the students who would say and do
inappropriate things, but they were unable by adults
who would not pulled them up on their behavior, and
in some cases just dismissed it. The focused on school
is on protecting the wellbeing of the children but
sometimes this can be at the expense of the teachers,
who are often underappreciated anyway. Parents,
pupils and other student’s make it very clear that you
are working for them and speaking out can feel very
scary.
You’re not sure you will be respected or taken
seriously. To actually deal with sexual harassment,
you have to let the parents of the pupil know. That is
often where the difficulty arises. Many parents are
unwilling to accept that their child has been involved
in something unpleasant.
Reasons for Abuses or Acts of Bullying Against
Teachers
The emerging themes were baffled about the reason,
motivated by lies, family circumstances, family

orientation, and too much closeness with students. One
of the informants was being baffled about the reason.
According to Nazzal (2015) that some children
actually have a disorder called oppositional defiance
disorder. This is characterized by children who are
consistently argumentative, uncooperative, defiant and
disobedient towards adult and authority figures. There
can also be indication of deeper lying problems like
learning problems or emotional problems that he or
she is covering up by being defiant in the face of
discipline.
According to Afrede (2015), family orientation ---
some children grow up in a home environment that is
devoid of discipline, structure or expectations. If the
school and home environment are so different, the
child will not likely comply and be seen as defiant. It
is imperative that parents worked on creating a home
environment that is consistent with the school
environment.
Effects of CPP in Protecting the Students
The emerging themes are being overpowered, policy
being abused, and cautious in dealing with children.
The first theme was being overpowered. Children feel
the need to push the line to find the teachers the
teachers limit. They find satisfaction in challenging the
teacher mentally, socially and physically. Students can
bully teachers in many ways. They can display terrible
behavior in the class to get attention from the other
student in the class which will eventually destruct
them from focusing on the lesson and on the teacher;
in turn, the bullying student will gain control of the
classroom. Outside the classroom, the teacehrs can be
bullied too. This can be done through cyberbullying by
the use of social media or by even sending insulting
text and instant messages to other students via
cellphone or computer. It can be done intentionally
disrespecting the teachers in the school hallways or by
spreading false and malicious rumors about the
teachers among the other student in the school (Llego,
2016)
Another emerging theme the policy was being abused.
According to Draman ( 2012) that the CPP known as
Policies and Guidelines on Protecting Children in
school from abuse, violence, exploitation,
discrimination, bullying and other forms of abuse
signed by the Department of Education Secretary
Armin Luistro safeguarded the school children while it
meant struggle to some, if not most teachers.
The last emerging theme was being cautious in dealing
with student. Recently, there was a study that proved

that the number of teachers undergoing medicinal
treatment and depression has increased. Well,
everyday teacher’s faced students who are
uncontrollable and is very common that the
administration seem not to care or out of control with
regard to the matter. Students are just called to
disciplinary office and are told to not do it again and
are simply released without further action. And when
teachers want the parent to take action about it and
discipline their children, their request are remained
unanswered or neglected (Lleigo, 2016).
Effects to Behavior of Students
The emerging themes are becoming ill-mannered,
getting carefree and declining behavior of students.
According to Draman (2012) that though the policy is
favorable to the students, what about the teachers?
What protection do they get against abusive and bully
students? With the policy, teacher’s authority is
compromised. Teachers have become the subject of
abused because unruly students can just misbehave
knowing the teachers limitations brought about the
CPP.
Moreover, students to have a license to shout at their
teachers, utter bad words and even physically hurts
their teachers, knowing well that when teachers will
fight back, the CPP would make them responsible. As
such teachers would just keep themselves mum and
think of it as part of the heroism they have to
undertake in their chosen profession.
Ways to Prevent Abuses towards the teachers
The emerging themes are proper mentoring by parents,
orientation to parents, law protecting teachers, raise
level of professionalism of teachers, and separate
students with „special’ behaviors.
Emerging themes were proper mentoring by parents
and orientation to parents. In case the misbehavior
persist, the teacher schedules a meeting with the
parents to know if there is anything at home that could
have triggered such behavior. Parents need to be sat
down and spoken to in an environment that evokes
trust and confidence in them. Schools need to identify
and addressed the root cause of the problem rather
than the manifestation of the problem. Parents must
take on board when dealing with a rebellious child
because if the strategy applied by the school is
contradicted at home then the child will be confused
(Kain, 2015).
Another emerging theme was a law protecting
teachers. While child protection is indispensable,

teacher protection is also a must. In the Republic Act
7610 states that any act committed by a teacher or staff
pursuant to disciplinary rules and procedure issued by
the DepEd would not be deemed as child abuse,
cruelty or exploitation. The law mandates the
government to implement in all public schools clearly
defined regulations in appropriate student behavior
towards other students, teachers and school staff
during classes and within and outside school premises
(Roxas, 2018).
Further, a lawmaker is pushing to institutionalize a
measure that will protect teachers and school
personnel and areas related to student discipline and
classroom management. House Bill 5735, to be known
as the student discipline and teacher protection Act
require the Department of Education to issue policies
and principles on student discipline and classroom
management (Liego, 2016).
Another emerging theme was to raise the level of
professionalism of teachers. According to Novik and
Isaacs (2010) that providing enhancement education
that build teacher’s skills and efficacy is important to
prevent school bullying Teachers who were
knowledgeable about school strategies were more
likely handle bullying than those who were not.
Furthermore, (Allen, 2010) explore the relationship
among teachers practice and school bullying. He
highlighted the effective classroom management to
avoid bullying. Teachers must acquire the skills to
become proactive in management and intervene
effectively to diffuse bullying situations.
In addition to that according to Kings and Newman
(2000) that since teachers has the most direct,
sustained contact with students and considerable
control over what is taught and the climate in learning,
improving teacher’s knowledge, skills and
dispositions through professional development is
necessary.
The last theme was separation of students with special
behaviors. A behavior issue is one thing but when a
child is violent and outright dangerous to the rest of
the children in the classroom, that child should be
removed from the classroom environment for the
safety and wellbeing of the other children and teacher
(Randy, 2016).
Suggestions for a Safe Work Environment
The emerging themes are orientation on General
policies, provision for security personnel, MOA
protecting the teachers, Teacher Protection Policy,

monitor behavior of students and lower age of criminal
liability.
The first emerging theme was the orientation on
General policies. ).Our children need the CPP for their
protection but our teachers do not need this system of
unfairness. DepEd officials must review the CPP and
look into how the teacher’s welfare would fit in, or
serviceably, to be fair and square; on one side, children
protection policy, on the other side teacher protection
policy (Draman, 2014)
Another emerging themes were MOA protecting the
teachers and the Teacher protection Policy. The swift
passage of the measure saying it would address the
clamor of all public school teachers for better working
conditions and would bring substantial reforms to the
country’s public education system. (Tinio and
Castro, 2018).
Another themes was to monitor behavior of students.
According to Tinio and Castro (2018) that the
guidance counselor is the most suitable professional to
be entrusted with the handling of behavioral issues of
the students for appropriate resolution. The living of
an adequate number of support personnel will
effectively address the need to monitor the wellbeing
of the students and will help the teachers in instilling
discipline.
The last emerging theme was lowering the age of
criminal liability, PNP Spokesperson Chief
Superintendent Benigno Durana Jr. they are inclined to
support the amendment since criminal syndicates use
children to serve as couriers and other roles. “That’s
one reason why Congress and some other advocates,
not only within but outside of the government, have
decided to lower the age of criminal liability,” Durana
said.
Based on PNP Reported Children in Conflict with the
Law (CICL) Incident data, 14,993 minors were
involved in crimes in 2014. Number one on the list of
crimes committed by minors was theft with 5,886.
This was followed by physical injury with 2,601,
robbery with 883, rape with 743, and RA 9165 or
illegal drugs with 314. In 2015, PNP data had total of
11,616 minors involved in the top 5 crimes which were
theft, physical injury, robbery, rape and malicious
mischief. In 2016, there were 11,643 minors involved
in the top five cases, namely theft, physical injury,
illegal drugs, driving without license, and robbery
involving minors.
Moreover, from 2015 to 2016, the most prevalent
crime committed by „children in conflict with the

law, number one is theft, followed by physical injuries,
robbery, rape, and then malicious mischief. Aid those
involved in crimes like illegal drugs, rape, among
others, are getting younger. In 2017, rape cases
involving minors was third on the top 5 list--theft,
physical injury, rape, robbery, illegal drugs--out of
10,388 recorded incidents. In January to December
2018, 11,229 cases involving minors were recorded.
Top violations on the list were physical injury, theft,
malicious mischief (Reckless Imprudence Resulting in
Damage to Property), illegal drugs, and rape. The
number of Children In Conflict with the Law (CICL)
cases rose in 2018 with 6,276 cases compared to 4,501
in 2017.
Most prevalent in 2018 was reckless imprudence
resulting to damage to property. Next is theft. Next is
oral defamation, related to values. Damage to property,
theft, physical injuries,” (Durana, 2019)
Suggestions for Effective CPP Implementation
The emerging themes are full awareness of CPP by
teachers, rigid monitoring of CPP implementation,
massive dissemination of CPP, full awareness of rights
and consistency in CPP Implementation.
The first emerging themes was full awareness of CPP
by teachers. It is important to understand the school
setting in which teachers worked so that they can
support for the success of school policies. According
to Haselkorn and Harris (1998) that the best way to lift
students achievement and improved school policies is
to ensure a qualified teachers in every classroom.
The last emerging was consistency in CPP
implementation. Consistency is key, and school
leaders will ensure teachers applied this steps at all
times. This will lead to students feeling they are fairly
treated and teachers feel supported and know how to
react in difficult situations (Nazzal, 2015).
Conclusion
The main focus of this study was the experiences of
the teachers who were target of bully from their
students as a result, teachers are abused. Based on the
results of this study, I enumerated some remarks:
First, this is a lived experience of the teachers who are
victims of abused against their students. They are
confused of the educational system and the processes
that took place in school seemed to be vague.

Second, primary common reason of these five teachers
who are abused by their students started in moulding
these students by their parents. Parents and relatives
should lookout for situations that might cause the
children to act out. The parents and relatives should
communicate their concerns to teachers and school
officails so that families and schools can work together
to meet children’s needs and encourage positive
behavior.
Third, the result of this study may let everyone
empathize to the teachers who are victims of bully by
their students from this vague- child protection policy.
Students need opportunities to make choices and they
need to know that with those choices comes
responsibility for their consequences.
To the school leaders, the teachers need your support
as well as students by creating safe environments
within your schools. This means stimulating a mutual
understanding of proper behavior and implementing
discipline reliably when it is necessary.
To the students, who do not understand their teachers,
this study will educate you that teachers are struggling
with students who are bully.
To the Civic leaders and youth organizations, the
children need healthy activities in safe places outside
of school to keep children involve and still be pride in
our society.
