Purpose
The purpose of this Method Statement is to describe the details used and controls to be carried out for
the installation of Sub-Main Distribution Boards & Distribution Boards to ensure that it complies to
Project requirements, specifications (Section 26 02413) and standards.

Scope of Work
This Method Statement applies to all Sub-Main Distribution Boards & Distribution Boards at Doha
Convention Centre & Tower Project Electrical Works.
Manpower and equipment shall be organized to meet the schedule as per the approved construction
program.

“Approved” or “Approval”
Approved means approved in writing by the applicable Engineers. Assistant acting within the scope of
their delegated authority.
“Shop Drawings”
“Shop Drawings-(SD)” means the production of drawings where the contract designs drawings need
expressing in the more initial form to simplify and ease construction.
“Final Inspection”
“Final Inspection-(FI)” means the inspection of the records of works at completion or after pre-
determined elements to ensure that all previous inspections and tests have been satisfactorily
conducted and appropriately documented.
“Method Statements”
“Method Statements-(MS)” means a technical document to be read in conjunction with the approved
drawings, specification, standards and codes of practice (Sop’s), technical datasheets, schedules, work
instructions and any other technical document related to a particular work.

Responsible Personnel on Site


1. The Project Manager shall be responsible for the overall construction activities.
2. The Construction Manager, Site Engineers, Supervisors and Foremen shall implement this
Method Statement.
3. 7The Material controller shall be responsible for receiving materials on-site warehouse.

4. Site Engineer / Supervisor shall check the materials as per manufacturer's recommendation
before installation and shall be responsible for the installation as per approved shop drawings.
5. Safety Officer shall ensure that appropriate/necessary measures are in place at the work
location to avoid any unexpected events.
6. QAQC Inspector shall be responsible for carrying out inspections for the materials delivered on-
site. He shall document such inspections.
7. QAQC Engineer / Inspector shall monitor the installation activities progressively and shall record
all deviation from the specification in a form of snags or further as non-conformance
notification.

Material Inspection / Storage


1. All materials and/or equipment received or purchased shall be inspected and approved by the
Supervision Consultant before using on-site.
2. Unload the panels in the designated unloading area. Use forklift or crane to unload self-standing
panels.
3. Proper care must be observed during off-loading to prevent unnecessary damage for sub-main
& distribution boards.
4. Ensure that sub-main & distribution boards are stored in a dry and clean area.
5. Before acceptance, an inspection regarding the physical condition of the panels shall be
conducted and to ensure that the country of origin, components are following the approved
material submittal.
6. Ensure that the sub-main & distribution boards are properly protected and covered by a
tarpaulin.
7. Submit Material Inspection Request to the consultant for their inspection and approval.

Construction Sequence and Methodology


Preparation before Installation
1. Ensure that Drawings for Installation are approved & coordinated with other services.
2. Check the material to be used is inspected and MIR approved.
3. Check if the work location/area is ready without any obstruction.
4. Perform breaker inspection and test the mechanical functions.
5. Ensure that all Cables / Wires are tested for Insulation and Continuity before Glanding and
Termination.
6. Before starting the work, check that all safety precautions are in place.

Installation
1. The floor of electrical rooms shall be painted and ready for permanent installation of SMDBs.

2. Move the panels from the storage area to the designated electrical room. Panels shipped on a
timber sub-base shall be lifted under the sub-base by forklift. Unpack and remove the panels
from its timber base. Care must be

3. Move-in the panels using rollers to its final location. Care must be taken to ensure that the panel
does not overbalance while being move to its final location.
4. Align the panel horizontally and vertically. And fix the panel to floor using anchor bolts.
5. Clearance between panels and walls shall be following Approved shop drawing / Approved
Installation details.
6. Ensure that the panels are installed properly in its designated location as shown in the shop
drawings.
7. Remove all unused bolts, nuts, washers and clean the panel. Panel side covers and doors shall
be put back ensuring that they are properly tightened.
8. Ensure the tightness of all terminals using calibrated torque wrench before closing the shrouds.
9. Ensure that the Load Schedule / Wiring Diagram is provided inside the panel.
10. Installation and commissioning shall be as per manufacturer recommendation.
11. Cover or protect all installed Panelboards to prevent the accumulation of dust and debris
during construction.
12. Ensure that workmanship is neat and clean and complying to good construction practices.

Installation Procedure – Wall-mounted Sub Main Distribution


Boards & Distribution Boards
1. The walls of electrical rooms shall be painted and ready for permanent installation of SMDBs &
DBs’
2. Mark the location of the panel on the wall. Wall-mounted panels shall be installed on the
maximum at 1829mm height from F.F.L to the top of the board or otherwise stated in the shop
drawing.
3. Install the uni-strut channel supports on the walls. Make sure that the supports rigidly and
securely fixed.
4. Fix the panels on the support. Ensure that the panels are rigidly fixed in its supports and aligned
vertically & horizontally, through the use of level and plumb.
5. Remove unnecessary foreign materials and unused bolts, nuts and washers inside the panel. Fix
the panel cover and protect with a plastic sheet.
6. Dress and terminate properly the wires and cables inside the panels. Panels shall be connected
to the designated earth bar as shown on the approved shop drawings.
7. Circuit label and panel description shall be provided with approved cable tag and markers.
8. All circuits shall enter to the distribution board through GI conduit & GI trunking directly to the
distribution boards on both sides.
9. G.I connections to DBs and SMDBS shall be provided utilizing G.I conduits and trunking with
manufacturer recommended accessories.
10. IP rating shall be maintained during the installation.
11. Ensure to plug all knockouts removed and not utilized.
12. Ensure the tightness of all terminals using calibrated torque wrench before closing the shrouds
(for SMDB only).
13. Ensure that the Load Schedule / Wiring Diagram is provided inside the panel.

14. Cover or protect all installed Panelboards to prevent the accumulation of dust and debris during
construction.
15. Ensure that workmanship is neat and clean and complying to good construction practices.

Inspection and Testing


1. After completion of the work, the Site Engineers who perform an activity are required to raise
an RFIA with complete information regarding the scope of the inspection, including Test Report
& necessary drawings highlighted to show the scope of the inspection. He shall systematically
check and inspect their work. The inspection shall be performed according to a typical checklist
and approved Inspection and Test Plans (ITP).
2. After Site Engineer’s completed their inspection, RFIA with duly filled Inspection Check List shall
be submitted to QAQC Department who after internal inspection shall process the documents to
have completed work inspected by Supervision Consultant for their approval.
3. After satisfactory inspection by Supervision Consultant, Completed work shall be subject for re-
testing for the next activity of works.

Note:
 RFIA must be processed and submitted to the Supervision Consultant 24 hours before the actual
inspection and/or witnesses.
 The preparatory meeting shall be carried out to the execution team as per method statement,
material submittal & shop drawings before the start of work on-site (by QA. QC Personal).

Health, Safety and Environment


Safety of all personnel and equipment is the highest priority of ETA-Debbas JV during the execution of
the Works.

11. Safety Tool Box Talk shall be given by the site supervisor every week and/or as deemed
necessary.
12. Safety tool Box Talk shall brief the task/subject and shall be given in languages understandable
by the multinational workforce.
13. Safety Tool Box Talk attendance shall be recorded on a sheet and signed by attendees.

Housekeeping
Housekeeping shall be maintained by all personnel working at the site. Housekeeping for fabrication and
installation shall be as per the project safety plan and ETA-Debbas Safety Manual.

Signage
1. All necessary safety warning and caution signs shall be displayed at work locations.
