i. General description and justifications BACKGROUND:-

Murree is a most frequently visited resort of


Pakistan. Tourists activities reach at its peak from
15 April to 15 August. The population of Murree
fluctuates and changes with changing climate and
seasons. In Summer Murree attracts people from
all over the country to spend summer in cool and
pleasant weather which is hot and humid in the
plane areas. During the months of April to August
Murree starts getting influxes of visitors because of
long summer vacations in plains provide
opportunity to families to spent their holidays in
cool and refreshing environment. This influx gets
transitorily increased on weekends when people
from Rawalpindi/Islamabad and other nearby areas
make one day trip by Middle of August. Particularly
after 14th of August visitors population starts
reducing and ultimately Murree remains with its
native population to suffer rigorous winter. But now
the trend is rapidly changing and more people now
visiting in winters for the sake of enjoying of snow
fall. Due to this typical seasonal variation following
three categories of population have been
considered.

Nawaz Sharif during a meeting on 01.09.2015
regarding beautification of Murree directed that
“Existing Water/Sewerage Channels should be
repaired to stop seepage. An innovative system to
be devised on modern lines for sewerage and
drainage. Therefore it has been decided to procure
Engineering Services of well reputed and
competent consulting firm/JV for preparation of
Master Plan , detailed engineering design, working
drawings, tender documents, detailed estimates,
BOQ’s, tender documents and preparing EIA, for
sewerage and Drainage system of Murree city and
vetting of design by foreign consultant.
CLIMATOLOGICAL DATA:-

The project area receives heavy snow fall in winter


within a mean annual rain fall averaging about
1750 mm(70 inches) most of which occurs in two
different times of the year, 1st July to September
and the 2nd from February to April for a total of
about 90 days. Winter is cold with minimum
January temperature falling below freezing. The
higher altitude are covered with snow varying from
(2) to (5) months during a year.
TOPOGRAPHICAL DATA:
The topography of Murree Region comprises of
ridges, deep intersecting valleys and undulating
plateau running north-eastern to south- western
direction.
This forest comprising conifers are observed at the
ridges top whereas middle and lower slopes have
Chir, Kail and mixed vegetation covered with
deciduous trees, bushes and grass along with
terraced cultivation.
The overall look is that of a green valley presenting
strikingly beautiful views.
The peaks are 2285 meters high (around 7500
feet) with general altitude ranging between 1828
meter (6000 feet) to 2133 meter (7000 feet)

JUSTIFICATION:-
At present no system exists for the drainage of
domestic/commercial sewage and storm water in
the Murree City area. Sewage is disposed off
through lined / unlined drains constructed by local

bodies and these drains either disposed of on the
hills directly or terminated in the natural hill torrents
around the inter periphery of the city. The sewage
either seeps down in the crest of hills or
contaminating the water bodies in the hill torrents.
Especially at the western side of Murree sewage
flows up to the Haro River and contaminating its
water. Seeping down of sewage and storm water in
the hill causes frequent landslides and
contaminating hill torrents. The implementation of
project is justified because of following benefits
and outcomes.
a. Better living condition and improved sanitation
in the city.
b. Reduction on water borne diseases.
c. Environment will be greatly improved.
d. To safe guard city buildings and roads from
flooding and frequent landslides.
e. To protect natural springs and water bodies
around Murree City from Contamination which
will improve water swage at downstream.
f. Safe disposal of storm water.
g. Waste water treatment reuse and safe
disposal.
h. Explore possibility of power generation from
the treated waste water collected at
appropriation location.
GENERAL ISSUES ETC:-
The implementation of project will provide better
living conditions and improve sanitation and control
water born diseases, as a result the environment
will greatly improved. The second most important
aspect of the project to safeguard city and city
roads from landslides.
The main objective of the project is to provide an
improved sewerage and drainage system and to
control land sliding due to infiltrated sewerage and
drainage water, further eliminate the breeding
places for mosquitoes and other bacteria carrying
diseases. Thus a clean environment will improve
public health standards of the city, which will be
followed by improved economic activity.
The completion of the project will control pollution
of the city. The Treatment Plants will improve the
municipal sewerage water quality which is being
thrown into Haro and Korang rivers on one side
and to Simly lake on other side causing
environmental hazard to the river area on the
downstream drinking water supply schemes. The
implementation of project will reduce the menace
of water born diseases in the local city population,

as well as in downstream localities.
The aim of hiring consultant is to ensure high
quality construction of all the components of works
in accordance with the engineering designs,
drawings, technical specifications, terms &
conditions of the Contract Agreement: -
OBJECTIVES
The objective of the TOR is to define the scope of
services to be provided by the selected consulting
firm/JV hereinafter called the “Consultant”
necessary for the satisfactory and complete
implementation of the Project “SEWERAGE AND
DRAINAGE SYSTEM FOR MURREE CITY
hereinafter called the “Project”.
TERMS OF REFERENCE
This TOR defines the scope of the agreement to
be drawn between the consultant and “ PHED”
hereinafter called “Client”.
THE PROJECT
The “PROJECT” is design & construction of
“SEWERAGE AND DRAINAGE SYSTEM FOR
MURREE CITY “The salient features of the project
is as under: -

SCOPE OF SERVICES
Consultancy services are required to undertake
Master Planning up to 2035, Hydrological and
hydraulic study, detail engineering design,
feasibility study and preparation of PC-1 also
bidding documents and bid evaluation reports for
sewerage, drainage and wastewater treatment
plants for Murree city including any other Study
required for the assignment for entire satisfaction
of the Client Department.
The government of Punjab through PHE
Department has undertaken two studies for the
Murree City. The consultant will specifically review
the feasibility study for water supply conducted by
Associated Consulting Engineers in the year 1988.
Further Pakistan Engineering Services (pvt) Ltd
has completed “Feasibility Studies & Master Plan
for Murree City” in the year 1999. Further, the
consultant should obtain literature on Shimla City
(India) related with sanitation projects and include
best practices in the proposed Murree Sanitation
System.
Further, the consultant will consider / undertake the
issues / suggestions / recommendations received
from Universities and public sector.

SURVEYS & INVESTIGATIONS
 The consultant will acquire remote sensing data
like digital elevation model and satellite imagery
for hydrological study and sewer system master
planning.
 The consultant will acquire, investigate or
collect all data seem important and required for
study, planning and design like;
 Meteorological Data
 Soil and Geo-tech investigation
 Land-use.
 House Hold survey for water-use etc.
 The Consultant will carry out preliminary
topographic survey of various sites/ location of
the project sufficient for comparative study of
different options of the project components.
 Detailed Topographic Survey will be carried out
for all the components of the project pipelines,
drains and sewer lines etc.) for which detailed
design is to be carried out.
 The scale of topographic survey should be 1 to
1000 and contour interval 1.5m.
 For sewerage main, routes, strip width should
not be less than 6 meters.
Hydrological Study and Drainage network:
 The consultant will carry out detail hydrological
study as a basis for design of drainage scheme
using advance remote sensing techniques and
mathematical modeling.
 The consultant will design drainage scheme for
safe outlet of storm water based on 2, 5, 10, 25,
50 and 100yr return periods for different
components of the project.
 The consultant will assess the peak runoff
values for drains and streams.
 The consultant will design the drainage network
based on state-of-the art computer modeling
techniques / software’s capable of dynamic-
wavy analysis for accuracy and reliability.
 The consultant must evaluate all real world
scenarios like combined and separate flow,
peak flow diversions, outfall limitations and
followings or whichever seems necessary for an
affective drainage scheme
 Time-varying rainfall,
 Evaporation of standing surface water,
 Snow accumulation and melting,

 Rain fall interception from depression storage,
 In-filtration of rainfall into unsaturated soil layers,
 Percolation of infiltrated water into groundwater
layers,
 Interflow between groundwater and the drainage
system,
 Nonlinear reservoir routing of overland flow, and
 Runoff reduction via LID controls
SEWERAGE NETWORK
 The consultant will carry out detail hydraulic
design of sewerage scheme using advance
mathematical models.
 The consultant will carry out computer
simulation for pollutants and their removal like;
 Entry of dry weather sanitary flows and user-
specified external inflows at any point in the
drainage system
 Routing of water quality constituents through
the sewerage and drainage system.
 Reduction in constituent concentration through
treatment in storage units or by natural
processes in pipes and channels.
 Carrying out necessary surveys, studies and
investigation to prepare detailed design
documents.
 Engineering surveys, environmental surveys,
topographical surveys, contour survey, ground
level data, land acquisition and resettlement
plans (if any ) and all other surveys
required for preparation of Master Plans.
SEWAGE TREATMENT PLANT
 The consultant will carry out detail feasibility for
preparing master plan of sewage treatment in
the city.
 The consultant will evaluate different treatment
technologies most feasible in cold area and
utilizing gravity as energy source.
 The consultant will simulate biological or
chemical process of the proposed sewage
treatment plant using advance computer
simulation models like GPS-X etc. as basis of
detail design.
 The Consultant will prepare a detail hydraulic
design based on computer simulation
software’s.
 The consultant will undertake Economic &
Financial analysis of the scheme. Further the
consultant will also undertake cost benefit

analysis, keeping in view the cost incurred in
terms of staff salary. The consultant will review
the staff cost of other similar projects and
incorporate their findings.
