MEMORANDUM

SUBJECT: CLASSROOM OBSERVATION BY OFFICERS
DATE: 14th February 2023

Education Officers, Cadet Officers, and Seconded Officers are currently required to supervise schools in
the areas of administration and organization, pupil personnel matters, curriculum and instruction,
physical facilities of the school, finance and business management and school community alliance.

The Ministry of Education (MoE) is of the view that the instructional prowess of a teacher and
consequently students’ outcome can be fundamentally improved with effective classroom observation.
With immediate effect and for the remainder of this academic year (2022-2023), officers are required
to ONLY supervise curriculum and instruction. That is, officers must confine their supervisory
activities to observing lessons while perusing records of work and student workbooks to develop an
understanding of the effectiveness of the teaching and learning process. Officers are advised to use the
classroom observation instrument found in MoE’s Visit to School: Supervisory Instrument and Report.
A post-conference must be held after each lesson observation or at the end of the day to provide
constructive feedback to the teacher, the teacher’s immediate supervisor and the Head teacher. This
singular approach, which is intended to be a support mechanism will provide officers with the
opportunity to coach teachers towards improving their performance and student output.

Officers are required to be in schools for three (3) days per week. As such, officers at all levels must
observe a minimum of nine (9) lessons per week. An entry must be made in the school’s logbook of the
name of the teacher supervised, lesson observed (grade, subject, topic/sub-topic), summary of findings,
and planned follow-up action for each teacher. A monthly summary report for each level must be
submitted to the REdO, Chairman of the REC, ACEOs (N, P, S, T), DCEOs (Administration & AHED),
Director of NCERD and Principal of CPCE. A suggested report format is attached.

Priority must be given to Grades 5, 6, 10 and 11 and to the implementation of the renewed curriculum
in nursery and primary schools.
