1. The Union Cabinet chaired by the Prime Minister, Shri Narendra Modi has approved the Terms of Reference for
the Sixteenth Finance Commission. The 16th Finance Commission’s recommendations, upon the acceptance by
the government, would cover the period of five (5) years commencing April 1, 2026.
 The Commission shall make its report available by 31st day of October, 2025 covering a period of five years
commencing on the 1st day of April, 2026 to March 31, 2031.
 Article 280(1) of the Constitutions lays down that the modalities for setting up of a Finance Commission to make
recommendation on the distribution of net proceeds of taxes between the Union and the States, allocation
between the States of respective shares of such proceeds; grants- in-aid and the revenues of the States and
measures needed to supplement the resources of the Panchayats during the award period.
 In 2017, the 15th Finance Commission was set up with a mandate to make recommendations for the five-year
periods from 2020-21 to 2024-25, latter the mandate was extended by a year till 2025-26. Its Chairman was
Nand Kishore Singh.

 The last time the commission was granted a 6-year time frame was for the 9th Finance Commission, formed in
1987.
 The First FC was constituted under the chairmanship of Kshitish Chandra (KC) Neogy on 6th April, 1952.

 The recommendations made by the Commission are only of advisory nature and are not binding on the
government.
 It is up to the Union government to implement its recommendations on granting money to the states.
 The commission submits its report to the president of India. The President lays it before both Houses of
Parliament along with an explanatory memorandum as to the action taken on its recommendations.
2. Cabinet approves Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan:
 The Union Cabinet has approved the Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM JANMAN) with a
budget of Rs 24,104 crore (Central Share: Rs. 15,336 crore, State Share: Rs. 8,768 crore).
 The scheme was announced by PM Narendra Modi on Janjatiya Gaurav Diwas in Jharkhand’s Khunti.
 Primary Beneficiaries: Particularly Vulnerable Tribal Groups (PVTGs), comprising 75 communities located in 18
states and the Union Territory (UT) of Andaman and Nicobar Islands, are the primary beneficiaries of PM-
JANMAN.
 The scheme will adequately address the critical infrastructure needs of the villages and habitations of these
communities located in remote areas.
3. Cabinet approves continuation of CSS FTSCs for further 3 years i.e. till March 31, 2026
 The Union Cabinet has approved the continuation of the Fast Track Special Court (FTSCs) for a further three years
i.e. from April 1, 2023 to March 31, 2026.
 The financial implication for the same will be Rs 1952.23 crore (Rs. 1207.24 crore as Central Share and Rs. 744.99
crore as State share).
 The Central share is to be funded from Nirbhaya Fund.

About FTSCs: FTSCs established in August 2019 as CSC(Centrally Sponsored Scheme) for rape and Protection of Children
from Sexual Offences Act (POCSO Act) cases.

 Initially launched for one year, it was extended to 31.03.2023, and now further extended to March 31, 2026.
 It is implemented by the Department of Justice, Ministry of Law & Justice, augmenting State resources.
 The scheme involves 30 States/Union Territories, operating 761 FTSCs, including 414 exclusive POCSO Courts.
