Case No.2: The New Employment Manager

THE NEW EMPLOYMENT MANAGER

The Record Corporation employed about 4,000 workers, 85 percent of whom were women. The
plant had an extremely high turnover rate, requiring the employment of around 1,500 people a
year just to replace those who left.

The employment department was headed by James Butler, who reported to Carl West, the
general manager. There were 20 people in the department. Of these, 15 were management-
level women who interviewed job applicants. The other 5 were clerical employees.

Mr. Butler was hired into his position after completing his military service. His test scores were
high, his interview showed that he was achievement-oriented, and his records in the personnel
curriculum of a small liberal arts college placed him high in his graduating class. Mr. Butler thus
seemed a “natural” for the position.

Soon, however, Mr. West found it necessary to talk to him about his poor follow-up and
indecisive approach to the job. Mr. Butler said that he did not know exactly what his job was or
how he was to handle it.

For a short period there was some improvement. Then Butler’s subordinates began to
complain, saying, “We just can’t get answer out of him, and he doesn’t seem to know what to
do.

Butler became more withdrawn from his subordinates and others in the plant. He showed little
interest in his subordinates or in working with managers in other departments. In general, he
lost control his job by being involved with routine aspects of shuffling papers and doing detailed
work rather than the functions of managing.
Case Analysis

I. The Problem
 The Hiring of ineligible Head Department Manager.

II. Objective
 To identify and address the problem that arose as a result of the department head’s
incompetence in managing subordinates.

III. Areas of Consideration


 The organization employed about 4,000 workers, 85% of whom were women. According
to study a gender gap between male leadership and female subordinates in a working
environment has an impact in an organization.
 Mr. James Butler, the head department manager, appeared to be a "natural" for the job
after being hired after serving in the military. His test results were excellent, his interview
revealed that he was goal-oriented, and his records in a tiny liberal arts college's
personnel curriculum placed him towards the top of his graduating class where in his
credentials did not match on his expertise in his given position work.

IV. Alternative Courses of Action


1. Mr. West must initiate to perform an overall assessment of Mr. Butler's performance to
improve his performance and urgently hire staff to assist in his leadership.

Advantage:
 Mr. Butler will know what to improve based on the evaluation and through
constructive criticism. As Mr. Butler improves, it will take the top management to
heights since he knew what to do as head of employment department

Disadvantage:
 This solution might not implement immediately because it will take time as it will
undergo process in evaluating and improving Mr. Butler’s performance.

2. Mr. Carl West, the general manager of Record Corporation, can transfer Mr. Butler to the
most suitable position for him to excel his expertise. Also hire new employees in
exchange of those who resigned.

Advantage:
 Mr. Butler can gain skills and experience by moving to a more appropriate position. If
he is transferred, he might be more passionate and enthusiastic to his work. In this
case, a person with the appropriate experience and skills can assume the position of
employment department head.
Disadvantage:
 Mr. West will assume this position temporarily. Mr. West could temporarily take over
Mr. Butler's position, which could double his work, leading to inefficiencies at work.
At the same time there will be in need of trainings for new employees hired.

V. Recommendation
Mr. Carl West, the general manager of Record Corporation, can transfer Mr. Butler to the
most suitable position for him to excel his expertise. Also hire new employees in
exchange of those who resigned.

VI. Plan of action


Mr. Carl West as a general Manager will discuss with Mr. James Butler to clarify the
issue and advise him to move to another available position that best suits his experience
and abilities. In this case, they can hire a new labor manager that is right for the job at
the same they will be able to hire new employees to fill employees who resigned and get
immediate training.

VII. Potential Problem


Mr. Butler may refuse to reassign and stay in the current position.

VIII. Contingent Plan of Action


Mr. Carl West as a general Manager will appoint temporarily someone who is capable to
handle the employment department head to sustain the needs of the company. Mr.
Butler could move to another position and hire a new manager who must undergo a
thorough evaluation to avoid the same situation -having the head department manager
experience should be considered as one of the qualification. Meanwhile, the resignations
of some employees should prioritize the company to hire and fill the remaining vacancies
to meet the needs of the company.
