This is to inform you that the part 70 Operating Permit renewal/modification for the above referenced facility has been
approved under LAC 33:111.501. The submittal was approved on the basis of the application submitted and its approval
in no way relieves the applicant of the obligation . to comply with all applicable requirements.

It will be considered a violation of the permit if all proposed control measures and/or equipment are not installed. and
properly operated and maintained as specified in the application.

Operation of this facility is hereby auejiz u er the terms and conditions of this permit. This authorization shall
expire at midnight on the /1/ of , 016, unless a timely and complete renewal application has been
submitted six months prior to expiration. Terms and conditions of this permit shall remain in effect until such.time as
the permitting authority takes final action on the application for permit renewal. The permit number cited below and
agency interest number cited above should be referenced in future correspondence regarding this facility.

Please be advised that pursuant to provisions of the Environmental Quality Act and the Administrative Procedure
Act, the Department may initiate review of a permit during its term. However, before it takes any action to
modify, suspend or revoke a permit, the Department shall, in accordance with applicable statutes and regulations,
notify the perthittee by mail of the facts or operational conduct that warrant the intended action and provide the
permittee with the opportunity to demonstrate compliance with all lawful requirernents for the retention of the

I. BACKGROUND

The Dow Chemical Company, Louisiana Operations, owns and operates the Cellulose
Plant, located near Plaquemine, Louisiana in lberville/West Baton Rouge Parish. The
Cellulose Plant currently operates under Part 70 air permit number 2227-V6 issued on
. November 9, 2009.

II. ORIGIN

A permit application and Emission Inventory Questionnaire were submitted by Dow


Chemical Co on June 27, 2011 requesting a Part 70 operating permit
renewal/modification. Additional information dated July 21, 2011 and July 28, 2011 was
also received.

III. DESCRIPTION

The Cellulose Plant produces a range of hydroxypropyl methylcellulose (HPMC) products


by reacting raw cellulose pulp, methyl chloride, propylene oxide, and sodium hydroxide via
a batch reaction. This was previously accomplished with two trains. However, one train has
been permanently shutdown and. there is currently only one operating train for the plant.

Some equipment such as treated blenders and wastewater systems are capable of operating
continuously. The crude product is water washed, dried, sized, treated with additives to meet
customer specifications, and bagged for shipment. The previous annual plant capacity of 39
million pounds of HPMC products per year is being adjusted to 23.5 million pounds of
HPMC products per year.

Raw cellulose pulp is prepared for processing in the pulp preparation area. Raw materials
are fed to the batch reactors where the HPMC is produced. The HPMC is washed and
dried in the product purification and drying section. The size reduction, blending, and
additives section provides uniformity to the product, and treating agents are added to
meet customer specifications. The product is then packaged into bags for shipment.

The Cellulose Plant has the ability to pre-treat the plant wastewater prior to treatment at the
Biological Treatment Plant. Pre-treatment could be utilized when high production rates are
sustained and/or high total oxygen demand (TOD) products are manufactured in order to
affect a lower TOD loading to the Biological Treatment Plant, thus maintaining efficient
biological treatment (TOD refers the amount of oxygen needed by microorganisms to
consume the organics.). ln such situations, distillation column C-120 (JX) is employed to
remove organics from the wastewater. Concentrated organics are disposed of appropriately,

Some process and tank vents from (he Cellulose plant are routed to the Thermal Treatment
Unit at the Methanes Plant for destruction. The Thermal Treatment Unit located at the Vinyl
11 Plant or Thermal Treatment unit located at the Glycol I Plant serves as the backup
treatment device in the event the Thermal Treatment Unit at the Methanes Plant is not
operating.

With this renewal/modification, Dow requested the following:


1. Replace T-1451 which reduces particular matter upstream of Blower B-1451 (F.QT091,
E1Q C7) by using a water spray nozzle with a piece of equipment that is a hot dust
collector, DC-1448. This project will eliminate adding water Mier the drying step and
reduces plant outages due to plugging issues resulting from %%later addition;
2. Add insignificant activity: LA-21-Central Vacuum Blower B-1837 & 1A-22-Hopper
HO-8392 Vent;
3. Add EQT1331 (EIQ Z9) - BDC-5B Blower Loop Vent;
4. Update various emission sources based on the most current emission estimating
methodology;
5. Remove insignificant activity: IA-V1- Purification Emissions; and
6. Remove the following emission points from the permit:

IV. TYPE OF REVIEW

There is no proposed emissions increase of NOx, CO, S02 or PM/PM10 associated with ihe
hot dust collector project above PSD significant levels. Therefore, PSD review is not
required for these pollutants.

Since the emission increase 23.96 tpy VOC does not exceed the current Nonattainment New
Source Review (NNSR) threshold rate of 25 tpy VOC, a NNSR contemporaneous netting
analysis is not required for VOC emissions.

This application was reviewed for compliance with Louisiana Air Quality Regulations
and National Emission Standards for Hazardous Air Pollutants (NESHAP). New Source
. Performance Standards (NSPS), Nonattainment New Source Review (NNSR) and
Prevention of Significant Deterioration (PSD) do not apply.

This facility is a part major source of toxic air pollutants (TAPs) pursuant to LAC
33.111.Chapter 51.

V. CREDIBLE EVIDENCE

Notwithstanding any other provisions of any applicable rule or regulation or requirement


of this permit that state specific methods that May be used to assess compliance with
applicable requirements, pursuant to 40 CFR Part 70 .and EPA's Credible Evidence Rule,
62 Fed. Reg. 8314 (Feb. 24, 1997), any credible evidence or information relevant to
whether a source would have been in compliance with appliCable requirements if the
appropriate performance or compliance test or procedure had been performed shall be
considered for purposes of Title V compliance certifications. Furthermore, for purposes
of establishing whether or not a person has violated or is in violation of any emissions
limitation or standard or permit condition, nothing in this permit shall preclude the use,
including the exclusive use, by any person of any such credible evidence or information.

VI. PUBLIC NOTICE

A notice requesting public comment on the permit was published in the Advocate, Baton
Rouge, on September 1, 2011; in the Plaquemine Post-South On September 1, 2011; and
in the West Side Journal on September I, 2011. A copy of the public notice was mailed
to concerned citizens listed in the Office of Environmental Services Public Notice
Mailing List on August 30, 2011. The draft permit was also submitted to US EPA
Region VI on August 29, 2011. No comments were received.

VII. Effects on Ambient Air

Emissions associated with the proposed facility were reviewed by LDEQ to ensure
compliance with the NAAQS and AAS. LDEQ did not require the applicant to podel
emissions.

X. Consolidated Fugitives Program

The permittee shall comply with a streamlined equipment leaks monitoring program.
Compliance with the streamlined program in accordance with this specific condition shall
serve to comply with each of the applicable fugitive emission- monitoring programs being
streamlined, as indicated in the following table. Noncompliance with the streamlined
program in accordance with this specific condition may subject the permittee to
enforcement action for one or more of the applicable fugitive emissions programs.

a_ Permittee shall apply the streamlined program to the combined universe of


components subject to any of the programs being streamlined. Any component
type which does not require periodic monitoring under the overall most stringent
program (40 C1:11 Part 63 Subpart 11 (HON)) shall be monitored as required by the
most stringent requirements of any other program being streamlined and will not
be exempted. The streamlined program will include any exemptions based on size
of component available in any of the programs being streamlined.

b. Permittee shall use leak definition and monitoring frequency base on the overall
most stringent program. Percent leaker performance shall be calculated using the
provisions of the overall most stringent program. Annual monitoring shall be
defined as once every four quarters. Some allowance may be made in the first
year of the streamlined program in order to allow for transition from existing
monitoring schedules.
