In September 2023, the Philippines witnessed a significant surge in inflation, with rates soaring to
6.1%, up from August's 5.3%, resulting in a year-to-date inflation of 6.6% (Balik-Mendoza, 2023). This
inflationary spike was predominantly attributed to the rising prices of essential food items, notably rice,
meat, fruits, and corn.
To counteract the impact of this inflation on vulnerable populations, the government launched several
crucial initiatives. The Department of Social Welfare and Development (DSWD) introduced a digital Food
Stamp Program aimed at alleviating food poverty and malnutrition among low-income households.
Simultaneously, the Land Transportation Franchising and Regulatory Board provided fuel subsidies to
over 74,000 public utility vehicles, assisting in reducing transportation costs for the public.
Furthermore, the DSWD planned to extend cash subsidies to farmers and rice farmers, providing
essential support to maintain their productivity. To aid local farmers, the National Food Authority
Council raised the buying prices for unhusked rice.
The government, through the Inter-Agency Committee on Inflation and Market Outlook (IAC-IMO),
actively monitored supply and demand dynamics. The IAC-IMO proposed extending lower tariff rates on
rice, emphasizing the importance of ensuring an adequate supply and stable prices. Additionally,
President Ferdinand R. Marcos, Jr. issued a directive, EO No. 41, to curb transportation costs by
prohibiting pass-through fees on national roads.
The NEDA Secretary underscored the significance of addressing both short-term inflation challenges and
long-term food supply issues. This comprehensive approach involved investments in irrigation, high-
yielding crops, pest control, and logistics, all aimed at enhancing long-term food security and the
productivity and resilience of local farmers (Balik-Mendoza, 2023).

The CPI figure of 120.0 percent for August 2023 is indicative of the substantial impact of inflation on the
cost of living in the NCR. This percentage suggests that, on average, consumer prices had increased by
20.0 percent from the base year 2018 (Philippine Statistics Authority,).
Interpreting this data further, it becomes evident that a basket of commodities that could be purchased
for PhP100.00 by an average Filipino household in the NCR in 2018 would now require PhP120.0 to
acquire in August 2023 (Philippine Statistics Authority).
These findings underscore the presence of significant inflationary pressures in the Philippines in 2023.
The consistent rise in the CPI reveals a heightened cost of living and a potential reduction in the
purchasing power of households in the NCR. As such, a closer examination of the factors contributing to
