I. EXECUTIVE SUMMARY

A public address system (PA system) is an electronic system comprising

microphones, amplifiers, loudspeakers, and related equipment. It increases the
apparent volume (loudness) of a human voice, musical instrument, or other acoustic
sound source or recorded sound or music. In military organization, a PA systems are
used in any events/activities such as Command and Unit Anniversary, Visit of high
profile personalities, Arrival, Retirement and Change of Command Ceremonies. This
is part of the mandate of NICTC in providing ICT support to PN units and other
branch of service if deemed necessary through the provision of Public Address
System.

The availability of this equipment will also contribute in the priorities and goals
of the BPF which aims to fully implement the revised AFP Modernization Program
(RA 10349)

II. GENERAL INFORMATION

The mission of Naval ICT Center is to provide communications, electronics

and information systems support to its stakeholders. One of which is the provision of
Public Address System for big events such as Command/Unit Anniversary, Change
of Command Ceremony, retirement ceremony and visit of high profile personalities in
the PN and for NICT Stations to cater the requirements of Naval Forces and other
PN Units in their respective AOR.

The Proposed Project/Activity which is the Enhancement of Public Address

System of Naval ICT Center will help ensure the provision of dependable and
reliable sound system for use of the Philippine Navy Units. This Public Address
System will be deployed to NICT Stations located in Naval Forces and Naval
Stations. This activity will contribute a lot in the improvement and upgrade of existing
and aging Public Address System of NICTC which caters above mentioned activities
of the Philippine Navy.

III. PROGRAM RATIONALE/JUSTIFICATION

The Enhancement of Public Address System of Naval ICT Center will not be
covered on the programmed MOOE of this Center because of its high cost. MOOE of
the Center only covers the repair and Maintenance of Equipment already procured.
Said enhancement will ensure reliable and dependable audio system that will
provide smooth flow of program during big activities and events in respective NICT
Station's Area of Responsibilities. It will also lessen unnecessary noise and feedback
during program proper so the need to enhance our existing public address system is
deemed necessary in order to provide better services to the stakeholders.

Additionally, the burden of travelling the existing Class A Public Address

System of NICTC will be minimized and it will prolong the life span of the equipment
because this project will provide NICT Stations a modern and digital Public Address
System without a need to send the existing PA system of HNICTC to each NICT
Stations.

 This project will provide the Philippine Navy a more reliable and dependable
public address system that will ensure excellent services to the stakeholders in terms
of sound system. This will also lessen the financial expenses in hiring sound system
from civilian entity to provide such services.

Moreover, it is more cost-efficient if the PN will procure new PA system rather

than undertake rental services. The cost – benefit analysis is as shown:

IV. PROJECT OBJECTIVES

The objective of this project/activity is to enhance our existing public address

system in order to have a more reliable and dependable sound system during big
activities and events conducted in the organization.

The objective of this project is to enhance the existing public address system
in order to have a more reliable and dependable sound system during the conduct of
administrative and operational activities of the Philippine Navy.

The project aims to replace the existing legacy equipment of the Naval
Information and Communication Technology Center with an estimated age of at least
18 years. This equipment is very critical in the conduct of all major Philippine Navy
command activities serving various high profile personalities such as the President,
SND, CSAFP, Ambassadors and other foreign navy chiefs.

This program will provide the Philippine Navy a more reliable and dependable
PA System in Luzon, Visayas and Mindanao that will ensure a satisfactory provision
of ICT support to the stakeholders and to minimize or lessen any unnecessary noise

or feedback that occurs on the aging and existing sound system. Further, this will
support the conduct of CMO activities of the naval operating forces.

V. PROGRAM DESCRIPTION

This project entails the enhancement of the Philippine Navy Public Address
System (PAS). A public address system is an electronic system comprising of
microphones, amplifiers, loudspeakers, and related equipment. It increases the
apparent volume (loudness) of a human voice, musical instrument or other acoustic
sound source or recorded sound or music. In military organization, PA systems are
used in any events/activities such as Command and Unit anniversary; visit of High
Profile Personalities; arrival, retirement and change of Command ceremonies and
most specially during the conduct of civil military operations (CMO) in the operational
area which includes but not limited to medical and dental civic action program
(MEDCAP/DENCAP) and during Humanitarian Assistance and Disaster Response
(HADR) operations.

VII. BUDGETARY REQUIREMENTS

In order to have a more reliable and dependable class "Alpha" Public Address
System for Philippine Navy, NICTC will undertake the procurement and
implementation on FY 2020.

This project has an estimated total capital outlay cost of Twelve Million Three
Hundred Thirteen Thousand Five Hundred Forty Five Pesos Only
(PhP12,313,545.00)
