FOR THE 2023 BAR EXAMINATIONS

This Local Personnel Guide (“Guide”) sets forth the operations protocol
and policies for the 2023 Bar Examinations. These operations policies and
procedures shall apply to all Local Testing Centers (LTCs) and may be subject
to further changes, as determined by the Office of the 2023 Bar Chair (BCO).

Please note that this Guide is prepared with significant reference to the
2022 Local Personnel Guide. Some policies and protocols observed in the
previous Bar Examinations have been retained in this Guide in the interest of
passing on the knowledge learned, institutionalizing the Bar Examinations
within the Court, and applying the best practices in previous Bar Examinations.
All Bar personnel are strongly urged to read and understand the entirety of this
Guide for their own guidance and reference.

Please be reminded that all documents relating to the 2023 Bar


Examinations, including this Guide, are strictly confidential.

Unless the Office of the 2023 Bar Chair has granted you written
permission to share this document, please do not share this file and the
contents herein with unauthorized personnel. Violators shall be sanctioned

THE 2023 BAR EXAMINATIONS

Overview of the Organizational Structure

The Bar Chair of the 2023 Bar Examinations is Supreme Court Associate Justice
Ramon Paul L. Hernando. The BCO assists the Bar Chair in ensuring that the policies
and protocols set out for this year’s Bar are fully implemented in a timely manner.

The Local Core Team spearheads the Bar Examinations in the different LTCs. The
Local Core Team is composed of representatives from the BCO and other Justices of
the Supreme Court (SC), the Office of the Bar Confidant (OBC), the Management
Information Systems Office (MISO), the Fiscal Management and Budget Office
(FMBO), the Supreme Court Security Division, and different offices in the Supreme
Court (SC), Court of Appeals (CA), Sandiganbayan (SB), and Court of Tax Appeals
(CTA).

Area Team Leader (ATL). The ATL represents the Bar Chair in the locality, and
oversees the entire operations within the LTC.

Assistant Area Team Leader (AATL). The AATL shall directly supervise the Local
Core Team in the absence or unavailability of the ATL. In addition, the AATL is the
person primarily responsible for coordinating with and addressing the concerns of
the Local Government Unit (LGUs) and Law Enforcement Agencies (LEAs),
including but not limited to the Mayor’s Office, the Governor’s Office, Philippine
National Police (PNP), Philippine Coast Guard (PCG), Armed Forces of the
Philippines (AFP), Bureau of Traffic, Disaster Risk and Reduction Management
Offices (DRRMO), etc.

Venue Chief (VC). Refers to lawyers and officials from the SC who have previously
served in the Bar and have been assigned to the different LTCs. The VC is the
counterpart of the Bar Confidant in the LTC and the Chief Implementor of the
logistical plan for the LTC. They are also responsible regarding matters relative to the
local personnel.

Venue Examinee Supervisor (VES). Refers to lawyers and staff from the OBC and
other SC offices who are tasked to address the concerns of the examinees. The VES is
in charge of collating examinees’ documents that are essential to enable them to take
the Bar in their LTC. The VES should be well versed with the Frequently Asked
Questions for the 2023 Bar Examinations (FAQs), 2023 Bar Bulletins, and other
Resource Materials and Protocols in place for the 2023 Bar Examinations.

Venue Associate (VA). Refers to the staff from different SC offices who are assigned
to the different LTCs and with specific Bar-related roles.

VAs are further divided and designated accordingly based on the nature of their tasks:

(a) The VA for Finance and Local Personnel Attendance shall:


(1) Assist the VC in setting up and managing the LTC personnel registration
area (i.e., both sign in and sign out of LTC personnel);
(2) Collect from the Assistant Security Head (ASH) the attendance sheets of
external security;
(3) Give the collated attendance sheets to the Finance Head (FH);
(4) Assist the FH in distributing the cash allowances of the Local Personnel
(LP);
(5) Assist the FH and Area Team Leader (ATL) in keeping finance records; and
(6) Scan, reproduce, and keep a copy of the attendance sheets of all Core Team
members, LP, and external security before surrendering them to the FH, for
the copy of the Core Team for the succeeding weeks and for file copy of the
OBC after the Bar Examinations.

(b) The VA for Supplies and Examinee Attendance shall:


(1) Coordinate with the OBC regarding the Core Team’s supplies (e.g., Floor
Supervisor’s (FS) and Head Proctor’s (HP) Kits, Local Personnel IDs and
other bar paraphernalia) and cargo delivery arrangements;
(2) Distribute kits to the FS and HPs in the registration area and replenish the
kits for the next Bar Days;
(3) Assist the VES in collecting all examinee-related documents (e.g., summary
of examinees, examinee attendance sheets, Undertaking, seat plan, HP
reports, Notice of Admission, etc.);
(4) Purchase needed supplies; and
(5) Assist the VES on all examinee-related matters.

(c) The VA for Food and Photo Documentation shall:


(1) Order and collect food for the Core Team and Local Personnel, if applicable;
(2) Take photos and videos of the events within the LTC; and
(3) If requested, assist the FH and VA for Finance and Personnel Attendance
in scanning the attendance sheets and other finance documents.

(d) VA for Medical and Maintenance Matters shall:


(1) Contact the medical team or maintenance team of the LTC for any emergency;
(2) Ensure that proper health protocols are implemented in the LTC;

(3) Procure the required supplies for the first aid kit to be stored at the LTC
headquarters; and
(4) In coordination with the SH and ASH, secure the floor plan and/or
emergency/evacuation plan of the LTC.

In addition to the tasks listed above, VAs are also expected to assist and execute any
task assigned by the VC, VES, ATL, or AATL.

The ATL and VC may further assign tasks to the VAs that are not mentioned above.

Tech Head (TH). Refers to MISO personnel who are assigned to the different LTCs.

THs shall:
(1) Oversee all matters related to Tech in the LTCs, including, but not limited to,
assigning roles to Tech Assistants (TAs) and to the venue IT staff, who will be
later assigned as Tech Staff (TS) during the Bar exam;
(2) Escalate to the National Headquarters (NHQ) Tech Heads and MISO Support
Staff all tech matters that cannot be resolved in the LTC, and when necessary,
authorize the TA to contact the ExamSoft Support Hotline;
(3) Report to NHQ MISO Head Tech personnel-related concerns; and
(4) Accomplish tech incident reports to be collated at the end of the day by the NHQ
Tech Heads.

Tech Assistant (TA). Refers to MISO personnel from the Court and lower courts who
are assigned to the different LTCs.

TAs have the following tasks:


(1) Prior to the Bar Examinations, assist the OBC Helpdesk regarding tech concerns;
(2) When requested by the proctors and permitted by the TH, assist examinees in
their performance of the following tasks: examinee’s installation of Examplify,
examinee’s log-in on the testing software, download of the exam files, decryption
of exam files, and upload of answers to servers;
(3) As assigned by the TH, provide basic technical support of the testing software
for examinees, and troubleshoot technical errors encountered by the examinees;
(4) If unresolved, escalate advanced technical issues and support tickets to the TH
who may consult the NHQ THs or MISO Support Staff;
(5) Under certain circumstances, and when authorized by the TH, contact the
ExamSoft Support Hotline to assist the examinee; and
(6) Accomplish incident reports regarding all technical issues during the Bar and
make recommendations, if any, to be submitted to the TH for compilation.

Tech Staff (TS). Refers to Campus Staff in the different LTCs.

TS have the following tasks:


(1) During ingress, inspect the examinees’ laptops, hardware, and peripherals for
prohibited items in coordination with the internal security staff;
(2) Request assistance from the internal security staff for the confiscation and
safekeeping of prohibited items for the duration of the Bar;
(3) In case of power supply issues, coordinate with the LTC’s utility personnel for
troubleshooting;
(4) Monitoring the LTC’s CCTVs as assigned by the TH and back-up the CCTV
video at the end of the day;
(5) Provide hardware technical support for the LTC’s surveillance system, in
coordination with the venue’s utility personnel and designated central
command staff;
(6) Set up the networking requirements of Bar activities on Bar Exam days;
(7) On Bar Exam days, remain on standby for instructions from the TH regarding
connectivity concerns;
(8) Provide network technical support for examinees and staff; and
(9) Prepare incident reports regarding all issues during the Bar and make
recommendations, if any, to be submitted to the TH for compilation.

Local Security Team shall be in charge of security matters and concerns in their
locality. The Local Security Team shall ensure the safety of the personnel and the
examinees and safeguard the confidentiality and integrity of the Bar Examinations.

The Local Security Team is composed of the Security Head/s and Assistant Security
Head.

Internal Security Staff implements the security protocols upon entry of the examinees
and personnel to the LTC. They ensure that the examinations are conducted in their
LTCs in an orderly and peaceful manner. Internal Security Staff shall take custody of
all prohibited items surrendered by the examinees and personnel prior to the
examinations.

The Internal Security Staff is composed of the Campus Staff and Court Staff on-duty
at the nearest lower court from the LTC.

External Security Staff must report to the SH or ASH all matters relating to the
external security of the LTC prior to the examinations. They are tasked to conduct
routine security checks within the vicinity of the LTC prior to and during the
examinations. In cases where the External Security Staff finds suspicious activity

within the periphery of the LTC during the Bar Exam Day, they must immediately
report to the SH/ATL/VC for proper action.

The External Security Staff is composed of the PNP, PCG, Bureau of Fire Protection
(BFP), DRRMO, local traffic police, LGU representatives, etc.

Security Personnel (SP). Refers to the Internal Security Staff and External Security
Staff, generally.

Local Personnel (LP). Refers to staff who shall directly interact with and assist the
examinees and ensure that the policies of the BCO are implemented and observed
strictly.

The LP shall be composed of the FS, HP, P, Runners, and Campus Staff.

Floor Supervisor (FS). Refers to staff who shall supervise the smooth conduct of the
examinations in the floor(s) or building they are assigned to and resolve issues raised
by the HP or P in a timely fashion. If at their level, concerns cannot be resolved, FS are
enjoined to escalate the issue to the VC or ATL. The FSs shall be responsible for
ensuring that LPs in their floor(s) or building are performing their duties accordingly.

Among the particular duties of the FS are to:


(1) Monitor the submission of the summary of the reports on Examinee Attendance
to the VES; and
(2) Submit the compiled HP’s Incident Reports to the VES.

Head Proctor (HP). Refers to staff who shall manage all persons inside the testing
rooms, i.e., examinees and Ps, accomplish all required reports and forms, and ensure
that all general policies are implemented inside the testing rooms. HP shall execute all
policies regarding seat plan, reports, Bar permits/NOA, exam delivery, social
distancing, tech assistance, noise level, and cleanliness in the testing rooms.

HPs shall:
(1) Sign the examinees’ NOA during every examination;
(2) Sign the Seat Plan together with the Proctors and ask the examinees to sign
beneath their pictures using their own pen during every examination;
(3) Send Incident Reports to the FS and Runner;
(4) Accomplish the HP Report, Incident Report, and Report on Absent and Tardy
Examinees;
(5) Post, display, and announce the exam password at the start of the exam;

(6) Erase the exam password once all examinees have started answering their
examinations; and
(7) Submit the HP’s Report at the end of the Bar Day to the FS for consolidation.

Proctors (P) shall provide direct and immediate assistance to the examinees. They
shall ensure that examinees in their respective testing rooms are able to take their
examinations peacefully and in an orderly manner. Ps have the duty to safeguard the
integrity of the Bar Examinations by ensuring that no cheating incidents take place in
their testing rooms/buildings.

Runners shall work closely with the Local Core Team and the FSs. They are to assist
the Local Core Team, FSs, HPs, and Ps by ensuring that information and reports of
incidents are disseminated immediately. During Bar Preparation Days, Runners are
tasked to help the Core Team in all venue preparation matters such as, but not limited
to, posting of signages, preparation of testing rooms, ensuring that supplies are
complete and ready, and setting up the stations for inspection and registration.

General Policies

Local personnel must be prompt on all deployment days.

Core teams from the various local testing centers will set different personnel call times
depending on the number of personnel and examinees expected to come in. To allow
ample time for security inspection and for the HP and Ps to get the testing rooms in
order, LPs are advised to arrive at their LTC at least 15 minutes before their call time. The
15-minute grace period shall provide ample time for travel and security inspection.
Tardy personnel shall be denied entry; all LPs are enjoined to note the time when the
LTC will close the gates and deny entry to all tardy personnel.

Mandatory wearing of masks.

Notwithstanding the lifting of the state of public health emergency in the Philippines,
the BCO requires all LP to wear masks at all times as a precautionary measure for the
protection of the examinees and personnel. Personnel are not allowed to take off their
masks except during identity verification and when eating or drinking.

Observe proper court decorum.

Be calm, courteous, and encouraging to the examinees to alleviate their anxiety. Local
Personnel must also dress appropriately, keeping in mind that this is a Supreme Court
proceeding. Shorts and other kinds of beach apparel are not appropriate. Clothing that

advertises alcoholic beverages or illegal drugs, fraternities and sororities, and


language of profanity are also not appropriate. Hats and sunglasses are not to be worn
inside the testing rooms.

No Physical Contact Rule.

There shall be no physical contact between any person inside the testing centers.

1. When in Line. In all situations where HPs will require examinees to line up (e.g.
arranging the examinees to follow the seat plan, asking them to place the
documents to be submitted in the designated area, or submission of NOA in the
HP’s table) examinees must be one (1) meter away from each other.

2. Examinee Calls the Attention of the Proctor. When an examinee needs


immediate attention (e.g. medical emergency, requests to go to the lavatory,
assistance in troubleshooting a problem), the HP shall ask the examinees to raise
their hand and wait until a Proctor attends to them.

3. No Touching of Examinees’ Belongings. The Proctors shall not move or touch


any of the belongings of the examinees, especially the examinees’ laptops.
Laptops shall be handled the same way as that of exam booklets in a non-digital
Bar Examination. Thus, even when assisting examinees, Proctors shall not touch
the examinees’ laptops.

Allowed items for LP.

Other than this LP Guide and materials provided by the Supreme Court, local
personnel shall not be allowed to bring any electronic or digital device, watches of any
kind, paper-bound books and other reading materials, notebooks, and pens to the
testing center.

The security team will only allow:


(1) Food and dining utensils;
(2) Tumblers or similar water containers;
(3) Personal medicines;
(4) Car and house keys;
(5) Wallets and their usual contents;
(6) Umbrellas, jackets, raincoats, and water boots;
(7) Small hygiene-related items, and
(8) Your ID and printed LP Guide to be brought inside.

Please note that a simple lunch and light snacks shall be provided to LP. All other
items are considered prohibited and shall be confiscated and surrendered to the
security team for safekeeping.

Moreover, please note that bringing dangerous and regulated implements, e.g., deadly
weapons, firearms, alcoholic drinks, controlled drugs and substances, cigarettes or
electronic cigarettes, vape instruments, or any similar items and devices, into the LTC
is absolutely forbidden.

Testing rooms must be free from noise and distractions.

HPs under the supervision of the FSs shall ensure that the testing rooms are conducive
for taking the examinations. Thus:
(1) Personnel are prohibited from talking to each other during the examinations
unless absolutely necessary;
(2) Examinees are not to congregate and discuss with each other;
(3) Chairs shall be at all times in their proper stations and orientation;
(4) The cleanliness and order of announcement boards/blackboards shall be
maintained; and
(5) HP/P must ensure that the room is clean and free of anything that may distract
the examinees.

Safeguard the integrity of the Bar Examinations.

The HP and P under the supervision of the FS should be alert and ensure that no
incidents of cheating shall take place under their watch. For this purpose, please read
Bar Bulletin No. 7, Series of 2023, which may be accessed on the Court’s microsite. As
officers of the Court, the HP and P shall be on the lookout for any suspicious activity
by discreetly observing and reporting details to the FS, who shall then escalate the
matter to the local headquarters.

Ensure utmost confidentiality of the exam password.

The HP and P under the supervision of the FS should ensure that the exam password
will only be disseminated to the examinees after the second bell has rung.

Thereafter, once all examinees have started the examination, the password shall not
be communicated to any person outside the testing room and shall be erased from the
boards.

Schedule for the Bar

7 Days Before the Bar Examination

The Bar Chair requests all volunteers to limit non-essential travel and movements
starting September 10, 2023 (one week before the first Bar Day) until the last day of
the examinations to avoid catching any disease or illness that will disqualify the
personnel to serve in the Bar Examinations. Any personnel showing any type of
symptoms that may be contagious on the day of the examination, as may be
determined by the medical staff onsite, are not allowed to serve.

FSs, HPs, and Ps are requested to familiarize themselves with Examplify. The Examplify
Guide may be found in Annex B of this Guide.

Required Bar Paraphernalia

Your VC shall notify you if the distribution of your ID shall be on the first Bar Day or
on an earlier date.

If the distribution is on the first Bar day, before proceeding to the testing centers, all
LPs shall ensure that they have printed their temporary IDs. If distributed earlier by
their Local Core Team, all LP shall wear their IDs at all times.

Make sure to bring all personal effects such as medicines, water tumblers, light snacks,
face masks, reusable utensils, etc. since no personnel will be allowed to leave the LTC
until the end of the examination.

Day Before the Bar Examinations

ONLY RUNNERS are required to be in the LTC on September 16, 19, and 23, 2023 to
help in the preparations.

On September 16, VCs, in coordination with the VAs, shall conduct an in-person
walkthrough to assist Runners in familiarizing themselves with the LTC.

Unless otherwise advised by your respective VCs, the following call times shall be
observed:

Note: The Local Core Team shall ensure that prior to the arrival
of the examinees, the testing rooms are ready and all necessary
announcements have been posted on the proper boards to
apprise the examinees.

LPs who will arrive later than 5:00 a.m. will no longer be
allowed to serve for the entire Bar Examinations.
Upon Arrival of LP 1. [Only on September 17] ID Distribution. VCs have
emailed the LP their temporary IDs. These temporary IDs
shall serve as their gate passes to the LTC. Thereafter, prior
to undergoing the SC’s security process, the LP shall claim
their official ID from the Core Team.

However, please note that your VC may opt to distribute the IDs
on an earlier date, which they will announce to the LP in a timely
manner.

2. Security Process. The LP shall undergo the Security


Inspection Process by surrendering their personal
belongings, including outer layer of their clothing i.e.,
jackets, sweaters, scarves, if any, and submitting
themselves to standard body frisking. All prohibited items
found shall be confiscated by the Security Personnel and
to be returned after the examinations.

3. Registration. After frisking, the LP shall proceed to the


Registration Area where they will be asked to:

(1) Sign the personnel attendance sheet;


(2) Check the assigned testing room/area;
(3) Get their FS or HP kit; and
(4) Submit required documents, if any.

4. Proceed to Testing Rooms. LPs are not allowed to wander


around the LTC. They are to proceed directly to their
assigned rooms/areas. LPs must ensure that their testing
rooms are orderly and fully setup prior to the arrival of the
examinees.

5. Setting Up the Rooms. The HP shall write the following


reminders legibly on the board, such that the examinees
seated in the last row are able to read the reminders:

“1. To minimize noise, examinees shall raise one hand if they need
assistance.

2. When going to the restroom, examinees shall use the “Hide


Exam” feature and tilt down the monitor.

3. Set the Default Font Style to Times New Roman, Font Size, 14.
Click “Save Preferences” afterwards.

4. Disable all Antivirus Software installed in your laptop during


the three (3) Bar Examination Days. You may re-enable the
software at the end of the examinations.

5. Uninstall all unnecessary software to avoid program conflicts


or technical issues.

7. Turn off automatic system updates before and during the


examinations.

8. Do not use your laptops and the internet for any other purpose
except for taking the Bar Examinations.

5:00 – 7:00 a.m. Arrival of Examinees

Tasks of the FS
1. Assist the examinees to their assigned testing rooms; and
2. Coordinate with the Runners and VC in assisting the HPs
and Ps with respect to their assigned testing rooms/areas.

Tasks of the HP
1. Ensure that all announcements/reminders are written
legibly or posted on the black/white board in front of the
testing rooms;
2. Ensure that the Wi-Fi password is correctly written on the
board to allow examinees to download their exam files
before the First Bell (7:30 a.m. and 1:30 p.m.);
3. Take note of the designated area where examinees can put
their bags and other belongings. Depending on the
configuration of the room, belongings may be placed at the
back portion of the testing room or outside the room;
4. Prepare the areas where the documents of the examinees
shall be placed e.g. NOA, Honor Code, Health Liability
Waiver, and other Undertakings for the 2023 Bar
Examination;
5. Inform examinees, as they enter the testing room, to place
their NOA and other documents, in the designated area.
(Note: HPs will sign the NOA during every examination
and return it at the end of each exam, except on the last day
of the Bar Examinations.
6. Observe the following procedure:
a. [On the first Bar Day:] Inform the examinee to put the
document in its designated area (Honor Code, Health
Liability Waiver, and other Undertakings for the 2023
Bar Examinations);
b. Direct examinee to the designated seat according to
the seat plan;
c. Get examinee’s NOA;
d. Once settled, ask examinee to remove their mask to
ascertain their identity and compare the name and face
to that of the Seat Plan;
e. Once identity is verified, ask the examinee to sign the
Seat Plan using their own pen; and
f. Ask examinee to turn on their laptop and connect to
the Wi-Fi and check whether Examplify can be opened.
Once done, ask examinee to close the laptop (no need
to shut it down) as they are not allowed to use the
laptop for any other purpose.

Tasks of the Runners for the Core Team


1. Assist the Core Team members in all their tasks including
food distribution and documentation;
2. Assist the VA for Finance and Personnel Attendance in the
distribution of the FS and HP Kits;
3. Assist the Core Team in the rush dissemination from the
headquarters to the HPs; and
4. Standby outside the HQ to help the Core Team.

Tasks of the Runners for the FS, HP and P


1. Direct the FS, HP, P, and examinees to (a) their assigned
areas, posts, or testing rooms; (b) restrooms; (c) isolation
rooms; (d) prayer room; (e) lactation room; (f) other rooms
that may be designated by the Core Team;
2. Assist the Core Team in case of rush dissemination of
information from HQ to the HPs; and
3. Stand by outside the testing rooms or assigned
floor/building to assist the FSs, HPs, Ps, and examinees.
7:30 a.m. and FIRST BELL
1:30 p.m. 1. FS shall assist the Core Team in conducting the Bar
Examinations. FS shall assist the VAs and Runners during
the password deployment window.
2. HPs shall advise examinees that they are not allowed to go
outside of the testing rooms until the Second Bell. All
reviewers and other personal belongings must be kept and
placed in the designated areas.
3. HPs shall receive the exam password but shall not open
or post it until the second bell has rung. Instead, they
shall keep the envelope containing the password sealed.
4. P shall prepare the tape (if exam password is posted on the
board) and other necessary supplies for posting of exam
password.
5. Keep a close eye on examinees who already have the
Essay Editor window open even before the exam
password has been distributed and immediately report

8:00 a.m. and SECOND BELL


2:00 p.m. 1. HP shall immediately post and/or write the exam password

a “Do Not Start Until Instructed” screen. HP shall instruct
examinees to proceed with the examinations. All examinees
may proceed past the ”Do Not Start Until Instructed” screen
and “Start Exam” screen without having to wait for the Ps
to instruct them to proceed.
3. Ps shall be on standby to assist examinees on any issue.
4. After all examinees have started taking the examinations,
HP must put back the password inside the envelope, close
it, and wait for the Runner to retrieve the envelope.
5. Ps and Runners may now begin to accompany examinees
needing to go to the lavatory.
6. HP shall promptly accomplish the Report on Absent and
Tardy Bar Examinees, which will be collected by the
Runners/Reserve P immediately.
8:15 a.m. and HP shall remove the exam password posted/written on the
2:15 p.m. board.
11:30 a.m. and THIRD BELL signifies that there are only thirty (30) minutes
5:30 p.m. left before the end of the examinations.
11:55 a.m. and FOURTH BELL signifies that there are five (5) minutes left
5:55 p.m. before the end of the examinations.
12:00 noon and FIFTH BELL signifies the end of the examinations. Examinees
6:00 p.m. should begin submitting their answer files.

The following procedure shall be observed:

1. Ps shall stay alert at the back of the room to check examinees


who have submitted their answers and who may leave the
testing room.
2. Examinees, upon submission of their answer files, must call
the attention of P to show the green confirmation screen. If the
green confirmation screen is no longer available, P shall
check the dashboard to confirm that the answer files have
been uploaded.
3. P shall then give the examinee the go signal to get their
NOA from the HP and leave the testing room. Please advise
them that examinees are required to leave their laptops
inside the testing room during their lunch break.
12:00 noon – 1:00 LUNCH BREAK
p.m.
(Note: Examinees are allowed to return to their testing rooms by
12:45 p.m.)

Tasks of the HP
1. Return the signed NOA to the examinees as they leave the
room for lunch.
2. HP and P may take their lunch in the designated meal areas
within the building or campus or inside the testing rooms,
if allowed by the Local Core Team. However, please ensure
that at least one HP/P will stay in the testing room to watch
over the laptops at all times.

Tasks of the Ps and Runners


Direct the examinee to their designated meal areas and remind
them that laptops may not be taken outside their testing rooms
nor used for any purpose during the lunch break.

During the Examinations

1. Ps to roam around or stay at the back.

Ps are to stay at the back of the testing room, or if possible, roam around, to observe
the examinees’ demeanor. Ps must keep an eye for any suspicious hand gestures,
ear and eye movements, and check on examinee laptop monitors, devices or other
allowed peripherals for possible cheating attempts.

2. HP to update countdown timer religiously to reflect the time.

They must update the time every thirty (30) minutes and before the last five (5)
minutes of the examinations.

3. Vigilance against any cheating.

Please read Bar Bulletin No. 7, Series of 2023 on Academic Honesty, which
enumerates acts that constitute cheating, and stay vigilant against any cheating
incident that may take place.

Examinees talking to each other or handling another examinee’s laptop shall be


considered prima facie evidence of cheating. Communicating with another examinee
may be done only with the prior permission and in the presence of the HP.

4. Notes and calculator features of Examplify.

The use of the calculator in Examplify shall not be allowed. In fact, the calculator
feature will be disabled beforehand so as not to allow any access during the
examinations. While Examplify has a notes feature that functions as a digital scratch
paper, examinees may ask for a blank paper to be used to draft their answers. Ps
shall ensure that these papers will not be used to communicate with other
examinees while they are taking the exam. The examinees may bring home these
papers. Should the notes feature be enabled, please discourage examinees from
writing their draft answers in the notes as their draft answers may not be saved or
may be easily lost.

End of the Examinations

1. Unattended belongings.

Ps shall assist the examinees and check their immediate surroundings if there are
personal belongings left inside the testing room. Unattended belongings will be
surrendered by the P/HP to the HQ.

2. Sign out before leaving the LTC.

Incentives and Bar allowances rely heavily on the personnel’s attendance or service.

Thus, it is important that members of the Local Personnel see to it that they are
able to sign out on the Personnel Attendance Sheets at the end of each duty day.

3. Ask for FS’s clearance before heading home.

Ps shall ensure the cleanliness of the testing room, check the supply kits and
indicate the items that needs to be replenished for the next Bar Examination Day.
The HP and P shall signify to their FS that their testing room is already clean and
simultaneously submit their HP’s Report. Once given clearance, HP and P shall
proceed to the Registration Area to sign out on the attendance sheet.

4. Return signed NOAs.

At the end of each examination, except the last one, the HPs shall see to it that the
NOA of each examinee is signed in the proper portion corresponding to the
completed examination. Thereafter, the HPs shall return the NOA to the examinee.

5. Surrender the FS and HP kits.

6. Accomplish HP Report.

The HP will write observations, comments, and recommendations in the HP’s


Report. This will be submitted to the FS at the end of each Bar Examination Day.

The FSs will collate all the HP’s Reports within their area, read them, and submit
the HP reports to the VC, discussing the appropriate actions/improvements to be
implemented on the subsequent Bar Examination Day.

Bar Examination Day, wait for the instructions
from the ATL or VC. They will inform the
personnel and examinees if the exams will not push
through.

Absent such communication, assume that the


exams will proceed as scheduled.

Earthquake Keep calm and do not immediately evacuate.

The HPs and Ps will advise all the examinees to


“Duck, Cover, and Hold.”

The Core Teams will assess the intensity scale and


whether there is a need to evacuate. Wait for the
instruction.

If evacuation is necessary, Evacuation Protocol


shall be followed.

Fire Evacuate if the fire is in the same building as the
examinees. Ps shall guide the examinees in going to
the fire exits.

Once the ATL declares it safe to return to the testing


rooms, the HPs and Ps shall go back. When the
examinees turn on their laptops, Examplify should
immediately resume. If Examplify asks for a Resume
Code, the HP should coordinate with the ATL so

that the ATL can get the exam Resume Code from
the NHQ.

If the ATL determines that they can no longer


return to the testing rooms, the ATL may request
for the HPs and Ps to assist in gathering the
examinees in an open space. The ATL will give the
instructions to the examinees on the next steps.

Bomb Threat Security Team shall inform the HP regarding the
need to conduct an inspection in the testing room.

HP and Ps will remain calm while the EOD K9


Units panel/sweep the testing room. Examinees are
to remain inside the testing rooms and continue
taking the exam.

To avoid unnecessary panic and distraction for the


examinees, they must not inform the examinees
why paneling is being conducted.

If the Security Team has confirmed that the threat


is legitimate, the ATL/VC will advise the
examinees and personnel to evacuate immediately.
The Evacuation Protocol shall be observed.

Once the ATL declares it safe to return to the testing


rooms, the HPs and Ps shall go back. When the
examinees turn on their laptops, Examplify should
immediately resume. If Examplify asks for a
Resume Code, the HP should coordinate with the
ATL so that the ATL can get the Universal Resume
Code from the NHQ.

Active Shooter The Core Team will coordinate with the local
enforcement on this matter. HPs, Ps and examinees
should barricade themselves inside the testing
room for safety.

If evacuation is advised, examinees can carry their


laptops to safety. If not feasible, do not instruct
them to try to save the examination first. The
priority should be safety and evacuation.

ANNEX A - IMPORTANT FORMS

FORM SPECIFICATION
Notice of Admission
Examinee must surrender their NOA
when collected by the HP. HP shall then
return the NOA to the examinee after
each examination, except the last one.

Tip: HP may collect after examinee signs


the Seat Plan for each Examination.
Honor Code and Health Liability
Waiver, and other Undertakings for the
2023 Bar Examinations
HP shall collect from the examinees the
signed Honor Code and Health Liability
Waiver, and other Undertakings on the
first day of the Bar Examinations. This
shall be submitted to the VES at the end
of the first exam day.

Seat Plan
1. Signed by the Examinees, HP and P
for every examination;
2. HP shall indicate authorized
transfers to Isolation Rooms or any
other room.

Note: HP shall strictly follow the Seat


Plan, notwithstanding vacancies or
freeing up of seats due to examinees
who did not show up or withdrew their
Petitions.

Incident Report
Shall be accomplished by the Proctor or
Head Proctor to report a matter or raise
a concern in their testing room to the
Floor Supervisor or local headquarters.

Report on Absent and Tardy Examinees


Shall be accomplished by the HP by 8:00
a.m. and 2:00 p.m. of each Bar
Examination Day. These reports will be
collected by a Venue Associate or a
Runner thereafter.

Head Proctor’s Report


HP must accomplish and sign the
Report and Submit it to the FS at the
end of the day.
