Situation 1.

Nuclear power plant is considered to be a socio-technological artifact. It has somehow

influence the values and norms of us Filipinos as such politics. Technologically, it was great creation

and it would be sure source of energy if operated. In the recent years, reopening the Bataan Nuclear

Power Plant is a boiling topic and it may be in the years to come. And as the point of this assignment

paper, there are only two views to be talked on and that is to operate or not to operate of this

possible energy source for the country.

Safety and economy are main considerations whether to operate or not to operate the

BNPP. In terms of safety, as I had searched in the internet, opposing views are shown in various

publications and considering also the various comment or views social internet user. Looking on the

safe side, former Congressman and nuclear power advocate claims that the BNPP has been certified

to be safe and operational way back during the time of the late President Marcos and had gone

international standard test for similar nuclear plants and further stressed economic gains if BNNP

will be operated considering that the loans spent for the plant has been fully paid. On the other side,

many says the BNNP cannot be operated even in Marcos power, it is because of many discrepancies

or technical failure after the construction. It was considered to open during President Cory’s

administration. But they say about 4000 technical problems were found by foreign experts such as

Korean Nuclear scientist and engineers and expert from Westinghouse.

According BNPP website, the power plant has a Pressurized Water Reactor Nuclear Power

Power plant, the most popular design in the industry that was constructed by Westinghouse. It took

ten years and has been on preservation mode since 1986 at a cost of Php40 to Php50 million a year.

It was about 98% complete in Febuary 1984, and in June 1985 public hearing were set to be

conducted for the Operating License of BNPP as requirement prior to initial nuclear loading to the

nuclear reactor for the commercial preparation of the plant. The
