Theory of Change for Process Evaluation of Construction Project

I. Goal
The goal of the process evaluation is to ensure the effective and efficient implementation of the
construction project, meeting quality, safety, and schedule requirements.

II. Assumptions
The process evaluation is based on the following assumptions:
1. Access to required project documents: The evaluation team will have access to all relevant
project documents, including project plans, progress reports, and contracts.
2. Cooperation and availability of stakeholders: Key stakeholders, including project managers
and contractors, will be willing and available to participate in interviews and provide
necessary information.
3. Unrestricted access to project work areas: The evaluation team will have unrestricted
access to project sites and work areas to conduct site visits and observe the implementation
process.
4. Reliable data availability: Sufficient and reliable data will be available for analysis,
including cost and schedule performance metrics.

III. Inputs
The inputs for the process evaluation include:
1. Documents: Relevant project documents, including project plans, progress reports, and
contracts.
2. Stakeholders: Key stakeholders, including project managers and contractors, who will
provide insights and information.
3. Project sites and work areas: Access to project sites and work areas for site visits and
observation.
4. Data analysis tools: Tools and techniques for analyzing project data and performance
metrics.

IV. Activities
