Dear Sir,

This refers to our meeting on 28 June 2021 wherein we discussed your reply letter to us dated
31 May 2021 maintaining your position to keep the original design that orients the flyover
parallel to the NLEX ramp/Plaridel Bypass road instead of our proposal for an overpass across
the ramp.

We note your clarification that the Plaridel bypass road will no longer be converted into a
limited access highway (R.A. 2000) due to opposition from stakeholders preferring a freely-
accessible road.

In light of the above, please note of the following requirements prior to proceeding with actual
construction on site:

1. revised Detailed Engineering Design (DED) showing 3.5-meter wide at-grade lanes
consistent with NLEX standards with inner and outer shoulders at both sides (see
Annex “A”);

2. Right-of-Way (ROW) acquisition to meet requirement no. 1 if needed;

3. complete DED of the flyover and the at-grade portion for NLEX’s review and
subsequently, approval by the Toll Regulatory Board (TRB);

4. upon approval of the TRB, a Memorandum of Agreement (MOA) between DPWH and
NLEX Corporation for the construction, operation, and maintenance of the structure;
and

5. project schedule indicating that the widening of the at-grade portion will be
accomplished prior to constructing the flyover.
We look forward to receiving the complete DED reflecting the comments above. Should you
