 Engineer’s Review Report for INC S.p.A.
“Environmental & Social Plan”
Regarding your Letter INCS-ALB_08 0035 dated 27 May 2021 including the
attachment 0035-attachment 1 - Health and Safety Plan - Rev.01-1, the Engineer’s
comments are as follow:

GENERAL COMMENTS

1. In the Health and Safety Plan is not included any precautions regarding
the Contractor- Employer (HSH) interaction during the project. Since the
railway will be operational during the works precautions shall be planned
to prevent injury or property damaged from collisions with moving trains.
2. There are no precautions regarding the Control of Substances Hazardous
to Health in the Health and Safety Plan
3. There are no provisions for the management of change in the Health and
Safety Plan
4. In cases of work in night shift, or during night (occasionally), there are no
precautions planned for works during night in the Health and Safety Plan.
5. In cases of accommodation camp, or site offices, there are no precautions
regarding risks associated with the camp and site offices, in the Health
and Safety Plan.

Contractor shall develop specific Risk Assessments for every activity which shall
be submitted attached to relevant Method Statements.

SPECIFIC COMMENTS
1. Point 5.1.1 - Electrical - It shall be mentioned that personnel being
involved in electrical works shall be equipped with the Technical Safety
Certificate of a category relevant to the works that will be performed as per
requirements of Law Nr. 8734 Date 01.02.2001 and Law 13/2013 Date
14.02.2013.
2. Point 5.1.7 - Personal Protective Equipment - Contractor shall specify the
mandatory PPE for the project, which shall be worn by all regardless of the
function or position.
3. Point 5.1.8 - Working at Height - Contractor shall add that no work at
height shall be performed by untrained personnel.
4. Point 5.1.8 - Working at Height - Contractor shall add that ladder use shall
be limited only for access/egress or small works not lasting for long time
and priority shall be given to work platforms (i.e., always scaffolding etc.).
 5. Point 5.1.8 - Working at Height - Contractor shall add that workers shall
be trained on proper usage of ladders.
6. Point 5.1.8 - Working at Height - Scaffolds - Assembly/Dismantling -
Contractor shall add that area underneath scaffolds shall be barriered
during its assembly/dismantling and no personnel shall be allowed to enter
this area during such activities.
7. Point 5.1.9 - Reinforced Concrete - Hazardous Substances - Contractor
shall add that MSDS shall be available for chemicals that will be used during
this task and relevant information shall be provided to personnel involved
and others that might be affected.
8. Point 5.1.9 - Reinforced Concrete - Contractor shall add that all open
edges shall be protected by means of hard barriers during concrete works.
9. Point 6.1.3 - Contractor shall add RA Awareness training in their plans
and refresh it quarterly as per requirement in the Albanian Law.
10. Point 6.1.3 - Refresh training Program - Refreshing training shall be
made everyone month to workforce and quarterly to qualified personnel
(engineers etc) as per Albanian Law.
11. Point 6.3 - Permit to Work System - Contractor mentioned that PtW is
necessary for blasting operations. According to the contract requirements
no blasting is allowed to be made during the project.
12. Point 6.4 - Emergency Response System - Contractor shall add in this
sections provisions regarding the following emergencies:
- Explosion
- Serious transport accident (car, plane, train, ship)
- Violence from third parties
- Missing person
- Major spill of hazardous chemical
- Kidnapping, hijacking
- Serious criminal acts or threat against personnel or property

RECOMMENDATIONS:

In addition to the main Health and Safety Plan, the following separate documents
must be prepared:

1. HSE Requirements for Subcontractors

2. Management of Change Procedure
3. COSHH Procedure
4. Scaffolding Procedure
5. Work at Height Procedure
6. Lifting Operations Procedure
7. Confined Space Safety Procedure
