HSE OFFICER

RESPONSIBILITY

 Perform the activities as per approved Contract Specific HSE Plan


 Maintain the HSE related records during the performance and until the
completion of the Project.
 Carry out HSE induction of the new employee
 Facilitate the Site Engineer to conduct HSE meetings as per schedule and to
address all HSE related matters.
 Exercise the authority to stop work when need arises.
 Advice Site Engineer of the requirements of the First aider, First aid facilities
and fire fighting facilities.
 Identify critical equipment and tools and ensure they have a valid statutory
certification before usage at site.

QA/QC ENGINEER

RESPONSIBILITY

 Responsible for Implementation of Contract Quality Plan (CQP).


 Implement and maintain approved method statement and checklist based on
specifications of the project.
 Ensure work/job will be executed as per Approved Drawing.
 Carryout testing for all electrical equipment and can witness testing at sites.
 Prior to testing, ensure the all the equipment’s calibration are valid.
 Ensure approved material is being used at site.
 Prepare Test Packs .
 Responsible for creating a SNAG list after work inspection and follow up for the
close out.
 Responsible for Testing and Commissioning and Proper Hand-Over.
 Responsible for Maintaining the Records for Construction, Mark-up and as built
Drawings.

1. Stringing Procedure:

The Conductor stringing is a major and important activities in overhead line construction work.

a. Drum Scheduling:

Suitable drum length should be selected for the appropriate section length of the line to
avoid joints and conductor wastage.

Hence the drum schedule shall clearly state the drums that they are to be used in each
section.

b. Tension Pulling:
Tensioner and Pulley machine will be used for lengthier section paving out. Whereas
smaller section will be done manually. The Tensioner must be placed on the line 30-40
Meter distance towards the adjacent section from the section pole of the section to be
strung.
This location shall be suitable for positioning the equipment and conductor drums.
Conductor drum shall be mounted on the jacks with the suitable height provided with
brakes. Minimum ten meters gap to be given between the drums and Tensioner. The
Conductor drum should be uncoiled from the top the puller tensioner have to be
anchored properly.

c. Conductor Paving:
Suitable Conductor roller to be fitted on the tangent and section pole cross-arms. Pilot
wire to be laid and pass through the conductor rollers. The conductor drum number
and length shall be verified with the drum schedule. Conductor socks to be inserted in
the starting and end of the conductor and it will be pulled through the drum of the
Tensioner manually the end socks to be connected to pilot wire by a swivel joint. The
swivel Joint can avoid the twist and links form pilot wire by swivel joint. The other
end, pilot wire shall be connected to the puller machine. During paving out proper
communication is to be maintained between tensioner and pillar point. Contact

between the puller and tensioner operator is by hand set radios. After getting the signal
from the tensioner point, the puller to be operated at an even speed and tensioner
torque to be adjusted for the required tension to maintain clearance from the ground
with running conductor.

As the Conductor passes through the pull blocks, it is escorted by the linemen, who are
in contact with operator at each end. When the conductor starting and reaches the
section pole of the other end, stop pulling machine and put the brake on the tensioner.

The Conductor is to be carried with dead end and fixed with Tension clamp on the
section pole cross arm and pulling end by a pull lift and come-along clamp
arrangement attached with Disc Insulator fitting. The Come-along clamp is to be
clamped at a reachable distance from the pole on the pull lift. Now the conductor has
to be clamped by tightening the bolt and ensure sufficient length of conductor must be
kept after the tension clamp for jumper and nut, Pins and tension clamp tightness to be
check before transferring load to Disc insulator. Release the pull lift load to insulator
and now the clamp will come sag position and it can be removed.

d. Manual Paving Out:

The Section having less than four sections on the wadi crossing, road crossing, and
hill slope will be done manually. The Conductor is pulled directly from drum by
personnel and passed through the tangent pole roller. The Cable rollers and wooden
Pieces have to be placed along the line in all the spans to avoid the scratches on
the conductor by touching the ground.

e. Sagging:

The Final Sagging will be carried out as per approved sag tension chart. All the three
conductor will be sagged in the same manner.
Conductor paralleling can also be checked in the middle span of the section as
soon as the required tension is achieved. Clamp the conductor in the Disc insulator
and secure properly. Release the pull lift load to tension insulator and remove the pull
lift and the come-along clamp form the attachment.
