1. PURPOSE

This document is intended for better understanding of the sequence of work and does not
replace the Contractual Specifications for the Cable Pulling on Tray, Duct Banks and Trenches
for Riau GFPP 275MW IPP Project.

2. SCOPE
The Method Statement explains the procedure for Cable Pulling on Tray, Duct Banks and
Trenches. Applicable to MV Power, LV Power, Control, Fiber Optic and Instrumentation
Cables.

4. ROLE AND RESPONSIBLE

4.1. QA / QC Engineer
The Contractor/Sub-contractor’s QA/QC Engineer shall be responsible for the

following.
a) Ensure that the approved methods and materials to be used are in conformance
with the project specifications.
b) Organize inspections and surveillance in accordance with ITP sand ensure that the
quality of work will be in accordance to the project specifications.

4.2. Site Engineer


The Contractor/sub-contractor’s Site Engineer shall be responsible for the overall safe
execution of the complete activities at site including,but not limited to :
a) Confirming the schedule and installation locations shall be as per approved
construction drawings.

b) Organize the tools and equipment required to be used at the work site.

c) Selecting and assigning of work crew.

d) Monitor and control the sequence of activities to be carried out at site as per this
Method Statement.

4.3. Supervisor
The Contractor/sub-contractor’s Supervisor shall be responsible for the safe execution
of the following activities:
a) Prepare and obtain working permits.
b) Organize and perform a pre-job safety toolbox meeting to be held prior to
commencing of the work each day.
c) Selecting and assigning competent work crew. The details of the activity shall be
communicated to the work crew.
d) Organizing tools and equipment required for the work site.

4.4. Safety Officer


The Contractor/sub-contractor’s Safety shall be responsible for safe condition of the
following activities:
a) Ensuring work activity have valid permits and monitor the condition of the work
area and workers to complete job safely.
b) Ensuring all worker has participated with the tool box meeting prior start of work.
c) Ensuring all equipment has passed inspection and safe to use prior to the start
work.

d) Ensuring all the worker are wearing proper PPE during the execution of work
activities.

4.5. Warehouse Keeper


The Contractor/sub-contractor’s Warehouse Keeper shall be responsible for arranging
the material :
a) Prepare the incoming and outgoing requests of materials record in the warehouse.
b) Checking materials and comparing with the packing list.
c) Ensuring the materials are not damaged and safely wrapped or covered prior to
storage.

5. INSTALLATION PROCEDURE

5.1 Cable Pulling Document.

5.1.1 T h e cable route drawings for power, control, instrumentation cables indicates the
run route of cable to be pulled from the origin to the destination.Use the cable
route drawings to identify, check and confirm the cable rollers has been placed at
proper spacing and location. Identify also the location and placement of the cable
drum jockey for easy unwinding of cable during cable pulling.
5.1.2 The Cable Schedule indicates the cable drum number and cable designation tags
to be pulled from the origin to the destination.
5.1.3 Check the cable drum schedule to make sure the length specified on engineering
document and actual measurement of the cable route matches. If the design
length is shorter than the actual measurements, the foreman shall notify the Main
Contractor of the discrepancy.

5.2 Cable Pulling Preparation

5.2.1 Ensure all measurement equipment and tools are used safely and shall come
along with the calibration certificate.
5.2.2 Transfer the required amount of cable from storage to the floor at the installation
point as per cable schedule using fork-lift with cradle both reel flange between fork
tines and for the larger cable drum using crane, the cable drum from storage to the

crane access point by pickup/truck lifted by crane and when lifting the drum using
crane, use a shaft through the center of the drum and a spreader beam to the
particular floor to the work place and down carefully. The cable drum should
always be in an upright position. The cable drum shall be placed on a jack and
spindle resting it vertically on cable flange edge and not in horizontal position.

5.2.3 Cable unwinding shall be performed as per manufacturer standard, the cable is
unwound from the drum with the axis in horizontal position. The drum must rotate
easily so that the pulling strain to the cable will remain as small as possible. The
drum must not be slowled down except when preventing an extra loop when the
cable pulling stop.
5.2.4 All sharp & cutting edges of the cable tray and supports shall be removed
B ,smoothen, cleaned and the paint to be touched must applied at each welding
point / cutting edge and at any rude side support must be smoothen before cable
laying.
5.2.5 Check and ensure the duct bank cable raceways are clean without dirt, pebbles or
small debris. Clean the raceways by blowing compressed air into them.
5.2.6 Clean and smoothen the sharp edges of the entry and end points of the cable
raceways.
5.2.7 Ensure All hard materials and flakes on the cable tray/raceway shall be removed
prior to the cable pulling

5.3 Cable Pulling Installattion along Trays and Trenches.

5.3.1 Erect scaffolding along the cable pulling route wherever it is required before
starting the cable pulling work. It must been sured that the scaffolds are inspected
properly, provided with safety tags and safe touse. Ensure there is a safety line or
tie in point for safety harnesses.
5.3.2 Inspect and conduct an insulation resistance test on the cable drum together with
the contractor prior to cable pulling.
5.3.3 Before cable pulling, open required cable tray cover. P a t h blockage shall be
checked by inserting a draw wire and check that it reaches to other end
without hindrances.
5.3.4 Check and ensure cable ladders and trays are free from any sharp edges and
have the sufficient space for laying the cables.
5.3.5 Before pulling the cable, ensure it is marked at both ends according to the cable
number on the cable schedule by using paint markers. The markings shall be
protected with clear tape to prevent from getting wet or worn off during cable
pulling.
5.3.6 Place the cable drum jack stand or cable jockey along the side parallel to the duct
bank or the cable tray. Mount the cable drum to the drum jack stand or cable
jockey. Adjust the height until the cable drum can rotate freely when pulling the

cable in place.
5.3.7 Place a suitable number of the cable rollers, spaced evenly onto the cable trays to
prevent friction making it easy to pulling the cable along its route especially for
large diameter cables.
5.3.8 After the cable drum is already setup and ready for use, the end of t h e cable is
tied using a guide rope. The cable is unwound from the drum and laid over the
cable rollers. I t i s then pulled a n d l a i d o v e r the tray or cable trenches until
the cable end has reached its destination. The Power cables shall be installed on
B separate cable trays or trenches with mechanical separators from other cables. In
case of long distance or hidden areas to pull the cable, Use two-way radio in both
ends as a means of communication to synchronized the pulling cable process.
5.3.9 When the required length has been pulled and cut, both ends shall be provided with
identification markings again or with name plate.
5.3.10 Ensure that the cables are properly arranged on the tray and the cable shall be

B arrage to minimize twist,crossover etc. The cable will then be tied securely in place
using nylon cable ties making sure the cable spacing is maintained.
5.3.11 When the high voltage cable is installed, the fixing tools allowed are the
pulling-head; pulling-eye, attached directly on the metal conductor, or the pulling-
stocking; pulling-grip, which shrinks due to the traction, and which is placed on top
of the cable oversheath. Short cable lengths can also be pulled by people in
special cases, by grabbing and holding the cable by hand from its oversheath. In
this case the maximum traction is calculated in the same way as when using the
pulling- stocking. When a pulling-head or a pulling-stocking is used for the

installation pulling, the required cable lengths must be determined in such a way
that the cable ends being pulled can be cut by at least 1 metre (the
section being strained by pulling tension) before installing the accessories.
The cable tension various type of cable will not be more than those specified

Ensure the bending radius various type of cable will not be less than those
specified below :

Minimum of 20 % spare capacity will be maintained in the cable raceway for future
use.
5.3.12 Measure the required length of cable from the bottom entry of panel for
termination to destination terminal block. The total length of cable allowance for
dressing and termination shall be determined and measured according to the
need and space available running to its terminal point.
5.3.13 Inspect and conduct an insulation resistance test and continuity on the cable
together with the contractor after cable pulling.
5.3.14 Cable ends shall be sealed properly with electrical tape until the glanding and
termination begins.

5.4 Cable Pulling Installation along Duct Bank.


5.4.1 Inspect the duct bank cable raceways and make sure they are clean without dirt,
pebbles or small debris. Clean the raceways by blowing compressed air into them.
5.4.2 Clean and smoothen the sharp edges of the entry and end points of the cable
raceways.
5.4.3 Inspect and conduct an insulation resistance test on the cable drum together with
the contractor prior to cable pulling.
5.4.4 A Guide/Pulling Rope is inserted and pulled into the raceways until it reached the
raceway egress the other end.
5.4.5 The Guide/Pulling Rope is tied to the end of the cable to be pulled . Ensure the
size of the Guide/Pulling Rope shall be in accordance with the size of cable for
ensuring the tie point will not break when pulling.
5.4.6 For large diameter cable shall be pulled and pushed into the duct bank raceway
simultaneously with the pulling crew at the pull pits at both ends of the raceway.
B The pulling foreman/master shall signal the crew during the pushing and the
pulling of the cable so that the movement is synchronized.
5.4.7 When more than one (1) cable is to be pulled into the raceway, in case of small
diameter cable, their ends shall be tied together with the pulling rope so that they
will be pulled at the same time. The cable shall be pulled and pushed into the duct
bank raceway simultaneously with the pulling crew at the pull pits at both ends of
the raceway. The pulling foreman/master shall signal the crew during the pushing
and the pulling of the cable so that the movement is synchronized.
5.4.8 The cable shall be coated with cable pulling wax or lubricant to reduce friction
during cable pulling into the raceway and prevent damage also to the cable
outersheath. In case of long distance or hidden areas to pull the cable, Use two-way
radio in both ends as a means of communication to synchronized pulling cable
process.
5.4.9 Ensure that the cables are properly arranged into duct bank and the cable shall be
B arrage to minimize twist,crossover etc. The cable will then be tied securely in place
using nylon cable ties.
5.4.10 Inspect and conduct an insulation resistance test and continuity on the cable
together with the contractor after cable pulling.
5.4.11 The laid cables shall be provided with markings in each and every pull pit the cable
has been run.

6. INSPECTION
6.1. Inspection
After completion each of cable pulling and laying work, ensure that cable tray installation,
proper spacing and cable arrangements were properly done. The installation shall be
inspected as follow.

- 100% visual inspection requirement has been met and completed.


- All cable materials were used and Insulation Test Reports has been recorded.
- Cable pulling work has been executed as per drawing and cable schedule.
- All cable permanent markers and labels has been completely installed.
- Tray covers,Duct Bank covers and Cable Trench covers has been installed properly.

6.2. Document
After completion each of work installation and inspection, the document should be
compiled in electrical completion document dossier.
Make sure that document compiling have been completed and completed sign of from
dedicated person.

suitability and integrity.
- Ensure that housekeeping being carried out after and before the job starts on daily
basis.
