1. ROLES AND RESPONSIBILITIES

HSE ADVISOR

RESPONSIBILITY

 Perform the activities as per approved Contract Specific HSE Plan


 Maintain the HSE related records during the performance and until the
completion of the Project.
 Carry out HSE induction of the new employee
 Facilitate the Site Manager to conduct HSE meetings as per schedule and to address
all HSE related matters.
 Exercise the authority to stop work when need arises.
 Advice Site Manager of the requirements of the First aider, First aid facilities and
firefighting facilities.
 Identify critical equipment and tools and ensure they have a valid statutory
certification before usage at site.

QA/QC ENGINEER

RESPONSIBILITY

 Responsible for Implementation of Contract Quality Plan (CQP).


 Implement and maintain approved method statement and Inspection test plan (ITP) and
checklist based on specifications of the project.
 Ensure work/job will be executed as per Approved for Construction (AFC)
Drawing.
 Carryout testing for all electrical equipment and can witness testing at sites.
 Prior to testing, ensure the all the equipment’s calibration are valid.
 Ensure approved material is being used at site.
 Prepare Test Packs as per ITP.
 Responsible for creating a Punch list after work inspection and follow up for the close
out.
 Responsible for Testing and Commissioning and Proper Hand-Over.
 Responsible for Maintaining the Records for Construction, Mark-up and as built
Drawings.
 Ensure to check the proper torque with torque wrench as per PDO/OME
recommendations as stated below.

2. Survey:

1) Detailed Precision for plotting ground and line profiles as per approved OHL drawing of
Contract.
2) The Survey Shall be carried out by using Theodlite instrument with valid calibration certificate.
3) The distance shall be accurately measured by using tape or by triangulation method.
4) Ground levels shall also be taken at the point of road, Wadi, pipeline and overhead line
crossing for the line.
5) The height of the top most and bottom most overhead line conductor crossing shall be noted where
crossing the existing overhead line or pipe line.
6) The survey data shall be plotted on a sheet to give ground and line profile.

3. Drilling Procedure:

1) Drilling of Poles to the required depth and diameter shall be done with suitable drilling rig. Rig detail
is mentioned below.
 (500mm , 600mm , 800mm & 1000mm Dia Auger type)
 (500mm , 600mm , 800mm , 1000mm Dia CLUSTER HAMMER.

According to our experience with our Rigs, We can drill from 4 to 8 hole per day. That also depends upon the
soil condition.

4. Material Handling & Transportation:

Concrete Poles Loading and unloading transport vehicles

 The conical pole sections are unloaded by crane using two suitable textile belts.
To avoid transverse cracks in the concrete the suspension points must be located
on either side of the center of gravity (in accordance with the marks on the
pole). They must be pushed apart by at least ¼ of the length of the pole. Refer
to the below picture.

 To prevent damage and accidents the pole must be secured immediately after it
is set down to prevent distortion.
 In the case of pole joints with flange plates, attention must be paid that
sufficiently thick supporting lumber is used between the pole and the ground to
prevent the pole bottom from coming into contact with the ground.
 Lifting Plan with 10 points for Safe Lift will attached with PDO Permit to Work for any
lifting activity.

Statement:

We acknowledge to have verified this generic method statement for routine lifting
against the activities stated in the permit. This method statement will be discussed
during the TRIC (TBT) discussion.

Poles Shifting:-

 Check Slings are inspected.


 Transport to Site by Using crane and Trailer.
 No Damage, ensure safety.
 Conical and cylindrical poles are loaded & unloaded by crane using two suitable textile belts ad ropes
with protecting covering.
 Suspension point must be located on either sides of the C.G.
 Poles have to be separated with lumber pieces and secured with lumber key.

5. Concrete Pole Assembling:

 Check distribution of poles, Cross arms, Insulators and hardware’s material as per standard
drawing and approved overhead line drawings.
 Check physical condition of poles.
 Assemble the accessories as per overhead line standard drawing of appropriate type.
 Before tightening of bolts, cross arm alignment shall be checked.
 All the bolts and nuts tightness shall be done with correct ad suitable spanners.
 Check all material and remove all foreign matters / surplus paints.
 Unused holes shall be plugged.

6. Rigging, Lifting & ERECTION:

Procedure:

Lifting Plan – Demonstrate the lifting methodology, Refer to Appendix –C, D, and E & F.

TRIC – Shall be conducted by Lifting Supervisor to ensure all crew members are aware and
conversant of the specific lifting operation, hazards, controls, roles & responsibilities with signature
of personnel involved and PDO emergency response policy.

Erection of OHL concrete poles (Refer to Appendix – A for Dimensions & Weights) and shall
be as per SP-1102B.

 Position the crane as per lifting plan (Refer Appendix-B, C, and D & F).
 Barricade the total area of lift, place the sign boards.
 Check the boom length, working radius with no load on crane and cross check with load chart before
hook in the load.
 Telescope the boom to required length allows the crane hook to desired point on concrete pole.
 All lifting gear to be visually inspected before each lift
 Rigger shall attach the lifting gears with load as per rigging diagram (Refer Fig. 3A).
 Fix the first web sling at least 50cm above the center of gravity with double wrap choke hitch and eye
of web sling shall be at the center line of pole.
 Fix another end eye of the web sling with bow-shackle.
 Fix second sling with bow-shackle and half wrap hitch at minimum 30cm below the cross arm.
 Hook the web sling eye to crane hook.
 Make sure hook block verticality above the lifting point.
 Tie the tag line below the center of gravity at both sides of the pole to control the load.
 Tag line shall never be tied with lifting equipment (i.e., crane, slings or shackle).
 Sufficient length (greater than load length) of the Tag line to be used to keep the personnel away
from the suspended load during erection.
 Mark the centerline of the pole and the drilled hole for alignment.
 Riggers and personnel involved in the erection to stay clear from the Line of Fire and maintain safe
distance from the suspended load.
 Operator shall confirm the proper connection of load with slings/shackle by observing Rated
Capacity Indicator (RCI).
 Lift the pole assembly slowly to its vertical position and hold at 300mm height to check the stability.
 Movement of the crane will be controlled by the banks man only.
 During lifting, the movement of the concrete pole is to be controlled by tag line tied at both sides
of the pole.
 Operator shall check RCI to confirm the load and connections stability.
 Ensure the stability of load and lift the pole assembly slowly to its vertical position and slowly lower
the pole assembly into drilled hole until reaches bottom of the pole.
 Ensure the pole assembly is in line and check the verticality and backfill the approved material around
the concrete pole (Refer to Fig. 4).
 After backfilling and compaction, position the bucket truck, extend outrigger and place mat below
outrigger.
 Use a secured safety harness while operating bucket truck at height.
 Remove the web sling and shackle and inspect for any damage.
 Release the bucket truck and crane.

Additional points to be verified by Lifting Supervisor before start of lifting operation:

 Keep safe clearance from existing utility like live lines, OHL, Excavation etc.
 Crane should not operate within: 15meters + the maximum achievable boom length, measured
horizontally for Steel towers OHL.
 Crane should not operate within: 9meters + the maximum achievable boom length,
measured horizontally for Wood & Concrete Pole OHL.
7. Edge of the Outrigger pad should be maintained at a distance of twice the depth of
excavation in Lifting operations near excavations.

7. Stringing Procedure:

The Conductor stringing is a major and important activities in overhead line construction work.
Required length of conductor shall be cut and laid on aluminum roller. Chain pulley block,
dynamometers are fixed and the conductor is held with come-along clamps. Design tension is
applied and held for one hour, after which the dead end is crimped. Ducter test shall be
conducted to ensure proper crimping.
Overhead line (Slack Span) test report shall be submitted.
Slack span to existing overhead line connection is carried out, maintaining a minimum
clearance of 1.5 Meter. Top Connector is crimped using hydraulic hand or foot operated
crimping tools.
During Shutdown existing overhead line shall be isolated and proper grounding is provided.
Additional earth pit shall be provided near work spot. On completion installation is
checked, isolator kept open and locked. Ensure removal of circuit Main earth and
Additional Earth and Charge the overhead line.

a. Drum Scheduling:

Suitable drum length should be selected for the appropriate section length of the line to avoid
joints and conductor wastage.

Hence the drum schedule shall clearly state the drums that they are to be used in each section.

b. Tension Pulling:
Tensioner and Pulley machine will be used for lengthier section paving out. Whereas smaller
section will be done manually. The Tensioner must be placed on the line 30-40 Meter distance
towards the adjacent section from the section pole of the section to be strung.
This location shall be suitable for positioning the equipment and conductor drums. Conductor
drum shall be mounted on the jacks with the suitable height provided with brakes. Minimum ten
meters gap t be given between the drums and Tensioner. The

Conductor drum should be uncoiled from the top the puller tensioner have to be anchored
properly.

c. Conductor Paving:
Suitable Conductor roller to be fitted on the tangent and section pole cross-arms. Pilot wire to
be laid and pass through the conductor rollers. The conductor drum number and length shall be
verified with the drum schedule. Conductor socks to be inserted in the starting and end of the
conductor and it will be pulled through the drum of the Tensioner manually the end socks to be
connected to pilot wire by a swivel joint. The swivel Joint can avoid the twist and links form
pilot wire by swivel joint. The other end, pilot wire shall be connected to the puller machine.
During paving out proper communication is to be maintained between tensioner and pillar
point. Contact between the puller and tensioner operator is by hand set radios. After getting the
signal from the tensioner point, the puller to be operated at an even speed and tensioner torque
to be adjusted for the required tension to maintain clearance from the ground with running
conductor.

As the Conductor passes through the pull blocks, it is escorted by the linemen, who are in
contact with operator at each end. When the conductor starting and reaches the section pole of
the other end, stop pulling machine and put the brake on the tensioner.

The Conductor is to be carried with dead end and fixed with stain insulator on the section pole
cross arm and pulling end by a pull lift and come-along clamp arrangement attached with strain
Insulator fitting. The Come-along clamp is to be clamped at a reachable distance from the pole
on the pull lift. Now the conductor has to be clamped by tightening the bolt and ensure
sufficient length of conductor must be kept after the tension clamp for jump ring. Insulator
stringing bolt

and nut, Pins and tension, clamp tightness to be check before transferring lad to strain
insulator. Release the pull lift load to insulator string and now the clamp will come sag
position and it can be removed. Now three conductors are ready for pre-tensioning.

d. Manual Paving Out:

The Section having less than four and sections on the road crossing, Pipe Line crossing and
hill slope will be done manually. The Conductor is pulled directly from drum by personnel and
passed through the tangent pole roller. The Cable rollers and wooden Pieces have to be placed
along the line in all the spans to avoid the scratches on the conductor by touching the ground.

e. Pre-tensioning and sagging:

Keep ready the puller side pole with tension insulator fitting hoisted along the pull lift, come-
along clamp connected through dynamometer. As soon as the conductor make up is done at
the tensioner side section pole, the signal can be given to the puller side for pre-tensioning.
Again the puller machine will be operated very slowly and carefully up to the pre-tension
level. Now put the come-along clamp on the conductor and slowly release the puller load to
insulator string. The other two conductor paving out pre- tensioning will be carried out in the
same manner.

The Final Sagging will be carried out as per approved sag tension chart. All the three conductor
will be sagged in the same manner.
Note the ambient temperature by thermometer at the time of sagging and adjust the
corresponding tension in the dynamometer. Meantime, Conductor paralleling can also be
checked in the middle span of the section as soon as the required tension is achieved. Clamp
the conductor in the tension insulator and secure properly. Release the pull lift load to tension
insulator and remove the pull lift and the come-along clamp form the attachment.

8. Inspection and Testing:

a. Conductor Joint Test:


 Contract restraints of the clamps, joints and terminal fitting shall be measured and noted in the format
during stringing activities.
 Where the joints consist of several parts bolted together (Dead-End clamp with bolt on jumper
terminal) resistance to be measured is that of completed.
 Assembly and resistance of such fitting shall not exceed 75% of the resistance of the
equivalent conductor.
 The Contact resistance shall be measured by the Ducter Instrument. (Micro OHM meter digital).
 The Inspection of overhead line shall be carried out as mentioned in the company format and the
result recorded.

9. Pre Commissioning Check Points and the test packs formats:


 Subsequent to the inspection, the following tests shall be carried out for the overhead lines.
 Resistance value of the earth mat shall be measured and recorded before final connection.
 Line Continuity shall be measured with an approved tester.
 Insulation resistance of the line to earth and between phases shall be measured with an
approved 5KV insulation resistance tester.
