EXECUTIVE ORDER NO. 02
Series of 2022

AN ORDER RE-ORGANIZING THE BARANGAY DISASTER RISK REDUCTION AND


MANAGAEMENT COMMITTEE (BDRRMC) PURSUANT TO RA 10121 (DRRM
ACT OF 2010) AND OTHER PERTINENT ISSUANCES.

WHEREAS, the Sangguniang Barangay is in the frontline of service delivery particularly


those which have to do with immediate relief and assistance during and in the aftermath of
man-made and natural disasters and calamities;

WHEREAS, pursuant to RA 10121, Section 12:

(a) There shall be established an LDRRMO in every province, city and municipality,
and a Barangay Disaster Risk Reduction and Management Committee (BDRRMC) in
every barangay which shall be responsible for setting the direction, development,
implementation and coordination of disaster risk management programs within their
territorial jurisdiction.

(d) The BDRRMC shall be a regular committee of the existing BDC and shall be subject
thereto. The punong Barangay shall facilitate and ensure the participation of at least
two (2) CSO representatives from existing and active community-based people’s
organizations representing the most vulnerable and marginalized groups in the
barangay.

NOW THEREFORE, I Daryl B. Domasig, Punong Barangay of Managa-naga, Municipality of


Bulan, Sorsogon, by virtue of the power vested in me by law, do hereby order the re-
organization of the Barangay Disaster Risk Reduction and Management Committee
(BDRRMC);

SECTION 1: OBJECTIVE: This Order shall re-organize the Barangay Disaster Risk Reduction
and Management Committee (BDRRMC).

SECTION 3: Duties and Functions:

Each group/team shall have the following responsibilities, duties and/or functions:

The OVER-ALL CHAIRPERSON:

The chairperson, or in his absence, the Co-Chairperson, shall be responsible for the
following:

 Lead in the setting direction, development, implementation and coordination of


disaster risk management programs within their Barangay jurisdiction.
 Before/During and After calamity/emergency:
 Authorize the establishment of an Incident Command Post/Center, Disaster
Operations Center and activation of the BDRRMC during emergencies.
 Provide for initial logistics support.
 Provide and maintain a DRR Hotline Number, which shall be displayed in in
conspicuous places and disseminated in the Barangay.
 Consult and coordinate with the heads of the different groups agencies and
stakeholders involved in the operation.
 Authorize the blowing of the siren as an early warning system and the
broadcasting of news to announce the start of the operation.
 Make the needed decisions before, during and after the operations.
 Make the needed reports and coordinate with other agencies for additional
support if needed.
 Make official statements on the status of the operation to the MDRRMO and
other agencies of the LGU.
 Settle all obligations and put things back together.
 Supervise and deploy search and rescue missions.

1. DISASTER ANALYSIS AND INTTELLIGENCE COORDINATING GROUP:


 This group shall evaluate the disaster situation, provides all the pertinent data from
MDRRMO, PAG-ASA, other Meteorological offices, PHIVOLCS, etc., pertaining to the
natural hazard at hand. It oversees the tracking and record keeping of disaster
information.
 The unit shall also document the BDRRMC disaster operation to support the report
from the MDRRMO. Furthermore, the group shall maintain the data bank of all
reports and documentations of disaster operation and serve as secretariat to the
Sangguniang Barangay.

2. COMMUNICATION/WARNING AND PUBLIC INFORMATION SERVICES

 Receives warning information from the NDRRMC or OCD authorities, and other
official sources and disseminates the same to the MDRRMC and BDRRMCs.
 Maintain appropriate communication link with the LGU.
 Organizes and equip couriers/messengers
 Keeps or records all warning and communication messages
 Act on all communications pertaining to disaster in behalf of BDRRMC
 Maintain an inventory of communication devices.
 Maintains a directory of all personnel involved in the operations.
 Ensures that warning signals are received by all residents in the Barangay.
 Educates all residents on the meaning of the different warning signals.
 Organizes the warning services and assign members to certain strategic areas of the
municipality
 Keeps and maintains constant contact with the MDRRMO/MDRRMC so that warnings
issued by the national agency are properly disseminated.
 Undertakes warning drills as necessary.
 Public Information Unit. This Unit shall be responsible in informing the public on the
status of incidents and the information shall redound to public safety and welfare.
Various means shall be utilized by the unit to reach out to the widest and biggest
number of residents in the Barangay.

3. PLANS AND OPERATIONS

Operations Section
 Directs and coordinates all incident tactical operations.

4. FINANCE/LOGISTICS MANAGEMENT/ASSETS AND SUPPLY GROUP

Logistics Unit
 Provides services and support to the incident or event. Responsible for:
facilities, transportation, communications, supplies, equipment maintenance
and fuel, food, services, and medical services.

Finance/Administration

 Monitors incident costs


 Maintains financial records
 Administers procurement contracts
 Perform a time recording

SUPPORT TASK GROUPS

A. TRANSPORTATION AND MOBILITY (land and Water)

Transports need of the BDRRMC

 Identifies all available transportation in the Barangay and taps these sources
as needed.
 Support the transportation needs in the Barangay during operation.
 Keeps an inventory of transport and equipment.

B. EVACUATION/CAMP MANAGEMENT SERVICES

 Supervises and expedites the planned and controlled movement of all


residents during emergencies.
 Plans movement routes and established movement procedure to effect
Evacuation Plan.
 Divides the barangay into convenient zones or blocks and assigns block
leaders.
 Directs and supervises evacuation activities during drills and actual
emergencies.

Evacuation Leaders

 Supervises and expedites the movement of residents from their dwellings to


designated areas of refuge under the general direction of the Evacuation
Service Leader.
 Makes certain that routes are clearly identified and made known to the
residents concerned.
 Maintain a roster of physically-handicapped persons residing in the area and
makes appropriate special supervisions for their movement during
emergencies.
 Assures that the procedures to be followed on the receipt of warning signals
are known to all residents and specially the procedures to be followed on
alert, “take cover”, “fire”, and any other alarm signal provided for in the plan.
 Assures that all persons have vacated their dwellings or danger areas and
moves to their assigned areas as required by the plan.

Responsible for the conduct of evacuation activities within their areas of


responsibility.

This group shall handle and spearhead all evacuation operations. Human rights shall
also be respected in the event of forced or compulsory evacuation. Coordination with all the
other groups is necessary before any evacuation is executed.

C. SEARCH/RESCUE AND RETRIEVAL/RECOVERY SERVICES

 Responsible for locating injured, trapped, and stranded persons and moving
them to place where they can be cared for.
 Organizes, train and mobilizes the rescue personnel.
 Ensures that the members of the rescue services are proficient in on-the-spot
first-aid techniques (in cooperation with the medical service leader).
 Obtains appropriate equipment like hand tools, ropes, for temporary use
during rescue operation.

This Group shall also organize a Fire Service Unit:

 Organizes fire-fighting brigades for initial fire-fighting operations.


 Provides fire-fighting instructions through available source-training schools,
local fire departments, and the like.
 Assures that fire-fighters know their stations, locations of fire equipment in
their area of responsibility, and the signals which direct them to their
stations.
 Deploys fire-fighting personnel to affected areas to extinguish or contain fire
while waiting for the arrival of regular fire-fighting forces.
 Provides fire-fighting personnel with ready supply of water.
 Works closely with the residents on matters of fire prevention and protection.
 Ensures that fire-fighting personnel have protective and safely gears and
paraphernalia.

D. RELIEF/WELFARE and RECOVERY and REHABILITATION SERVICES

 Receives evacuees/victims from the Evacuation Service Unit.


 Provides housing for displaced persons or evacuees in the evacuation centers
or in private homes.
 Receives and manages supplies such as canned foods, clothing, medicines,
household utensils, equipment needed for operations, materials for
temporary shelters and others.
 Informs the BDRRMC/MDRRMC the status of disaster relief activities.
 Coordinates with other relief agencies.
This group shall also coordinate with the MSWDO, the agency responsible for food,
Water and other logistical allocations of the LGU. The Group shall be assisted by the
BNS/Barangay Nutrition Scholar. Donations of Food, water and supplies to the Barangay shall
be acknowledged with a receipt thereof.

When emergency occurs, this Unit shall open its office near the DOPCEN. It shall
coordinate with the management of all Evacuation Camps within the Barangay or those
outside of the Barangay housing residents of the Barangay.

Whenever possible, it is required that this group shall maintain a stock of food and
supplies for at least three days of consumption to serve not less than 100 persons. This
means 2 sacks of rice, a box of sardines or corned beef, 700 liters of water, 100 blankets,
mats and at least 10 family kits.

A Barangay personnel shall also be in-charge of the tabulation of pertinent data as to


the number of persons served, the inventory of resources, or any other data as may be
needed for general information. It shall keep a log of all events that transpired during
operation.

1. Install a bulletin board that is accessible to all that needs to know the
information.
2. Tabulate and update the pertinent data for general information of the public
including the media and other agencies.
3. Put tables and assign personnel that would cater to the needs of the
community, do the registration of beneficiaries and other concerned persons.
4. Keep a log or record of all that transpired during the time of operation
including the organizations individual persons who lent their helping hands.
5. Determine and manage any community service needed and tap volunteers
for that matter.
6. Act as custodian of all resources and donations intended for the disaster relief
operations and maintain an updated record thereof.

Recovery And Rehabilitation Section:


 This section involves all the Barangay Personnel and other barangay support
groups, under the leadership of the Punong Barangay.
 Prepare Plans and Proposals on recovery and rehabilitation after the
occurrence of an incident or disaster;
 Establish linkages with various organizations, government, public and private,
in order to carry out and implement recovery and rehabilitation plans.

E. MEDICAL/HEALTH AND SANITATION


(Includes Management of the Dead)

 Trains and equips Barangay personnel, particularly the BHW’s to perform


medical or first-aid services and for supervising emergency first-aid or medical
self-help operation within the barangay.
 Directs first-aid and/or medical self-help operations and controls access to
medical supplies required to ensure proper use, conservation, and availability
for emergency use.
 Maintains adequate sanitation and hygiene and other necessary medical
activities within barangay.
 Inspect the storage and handling of food and drinking water in evacuation
centers.

F. DAMAGE AND CONTROL/CLEARING OPERATIONS GROUP

Damage Assessment and Needs Analysis (DANA) Section:

 This section shall be responsible for using a disaster response tool that is used
immediately during the early and critical state of onset of a disaster.
 It aims to determine the immediate relief and response requirements.
 Identifies the magnitude of a disaster by focusing on the general impact on
the society and the people’s coping capacity.

Responsible for undertaking immediate survey of the disaster area and assesses
damages in terms of infrastructure, facilities, agriculture resources. It shall make reports on
the same to be submitted within 48 hours after the disaster.

Right after calamities, the DANA unit shall do the following responsibilities:
1. See to it that affected areas are no longer dangerous to evacuees prior to
their return.
2. Cause the collection of garbage and the total clean-up in the locality within 24
hours after the calamity.
3. Regular inspection public and private markets, as well as warehouses.
4. Activate the Consumer Complaint Desk.
5. Deploy Government personnel to monitor prices particularly on prime
commodities.
6. Make separate reports per sector concerned to be submitted to MDRRMO.

Maintenance/Damage Control Unit

 Controls utilities in the community during an emergency.


 Establishes a plan to attend to gas valves, power switches, and the like.
 Deploys personnel, after any disaster to correct damage to utilities or to
report conditions which require assistance.
 Clears canals and waterways of accumulated trash/junk.
 Puts mark or signs on open manholes, un repaired dangerous structures or
facilities pending the arrival of technicians.
 Maintain the physical facilities of evacuation centers and assesses damages
inflicted in the area.
 Identifies and obtains necessary tools and equipment.

G. SECURITY GROUP
 Protects persons and properties in abandoned house or areas, evacuation
centers, and in the entire area of operations.
 Implants and enforces personnel identification and control by checking
unauthorized persons and vehicles in the cordoned areas.
 Responds to alarm signals or other suspicious activities and report
unusual incidents to higher authorities concerned through the Barangay
Chairman or any person in authority.
 Performs escort duties in the transport of persons, supplies, and
equipment.
 Coordinates with the Philippine National Police (PNP) for the security of
area of operation.

Security and order shall cover the maintenance of peace during emergencies. This
shall be the responsibility of the Barangay Tanods and other volunteers/force multipliers.
Ronda shall be conducted in times of emergencies.
It is the aim of the authorized security unit to arrest robbers, and those who take
advantage of the calamity to do criminal activities. During this time, curfew shall be imposed
to protect the youth specially those who loiter during night time.

SECTION 4: EFFECTIVITY: This order shall take effect immediately.
