H.323, or Session Initiated Protocol (SIP) and, in
the future, Media Gateway Control Protocol
(MGCP), with system-initiated software updates.
This multiprotocol capability is an industry first and provides
investment protection and migration capability. The IP
Phone a second-generation, full-features IP phone primarily
for manager and
executive needs. It provides six programmable
line/feature buttons and four interactive soft keys
that guide a user through call features and
functions.The phone must also have capability to support in-
line power drawn from the existing Central Switch installed
at site. The IP Phone also
features a large, pixel-based LCD display 6x24. The
display provides features such as date and time,
calling party name, calling party number, and

The internal two-port Ethernet switch allows for a
direct connection to a 10/100BaseTx Ethernet network
via an RJ-45 interface with single LAN connectivity for
both the phone and a co-located PC. The system
administrator can designate separate virtual LANs
(VLANs) (802.1Q) for the PC and IP Phones.
A dedicated headset port eliminates the need for a
separate amplifier when using a headset. This allows the
handset to remain in its cradle, making headset use
simpler. The IP phone’s convenient volume control
button provides for easy decibel-level adjustments for the
speakerphone, handset, headset, and ringer.
The footstand of the IP Phone is adjustable from flat to

Phone can also receive power down the LAN from
any of the NHAI existing Cisco inline power-capable blades

Terms and Conditions

1 Pre-qualification Criteria
a. Minimum average turn over of Rs 2 crores during the last two financial years
b. Implementation of one project similar nature of work
2 GENERAL:
Duly filled tender documents be submitted to NHAI on payment of Earnest Money Deposit
of Rs 20,000/- in the form of Demand Draft drawn in favour of National Highways
Authority of India payable at New Delhi. Incomplete tender and/or without EMD in
the manner as above will be rejected. EMD of unsuccessful tenderer will be returned
after award of the work.
3 Tender Document should be submitted in three separate sealed cover as follows :
a. One containing EMD of Rs 20,000/-. There is no need for separate EMD for
separate Items.
b. One containing documents of IP Phones (S.No. 1 of NIT)
c. One containing documents of Analog Cards, Voice messaging and Billing
software (S.No. 2 of NIT)
4 NHAI reserves the right to accept or reject any or all tender without assigning any reason
whatsoever. NHAI also reserves the right to award the supply order for the entire quantity
to single firm or to divide the same among the firms.
5 Following documents should necessarily be enclosed with the tender:
(a) The detailed catalogue of the product(s) offered by them against each item of tender.
(b) The intended bidders have to strictly follow the specification, make of the item
indicated. The bids not adhering to the given specification will be treated as non-
responsive.
6 RATES
I. Rates quoted should be inclusive of all taxes, duties, cartage & other such charges and for
items to be supplied and installed at Dwarka, Delhi.
II. Bids shall be valid for 45 days from the date of opening of the tender.
7 SUPPORT MATERIAL

Each equipment ordered should be delivered along with the complete set of necessary
support material such as; Floppies, Restored CDs, Manuals, Registration Cards, Catalogue,
Attachment devices with required cables etc.
8 Installation:
Successful installation would mean, all the equipment etc in proper working conditions for
at least 30 days continuously and submission of complete documents as mentioned at para
7 above.
9 Liquidated Damages
If the supplier fails to deliver any or all of the goods or to perform the services within the
prescribed time period , NHAI shall deduct from the contract price as liquidated damages,
a sum equivalent to 0.5 percent per week (Seven days) or part thereof of the contract price
of the delayed goods or unperformed services for each week (seven days) or part thereof of
delay until actual delivery or performance, up to maximum deduction of 10% of the
contract price. Once the maximum is reached, NHAI has the option to consider
termination of the contract. In the event of failure of the Supplier to secure acceptance of
equipment by NHAI within fifteen (15) days after arrival at site, NHAI reserves the option

to recover from the supplier liquidated damages until acceptance.

10 Delivery and Installation : Delivery and installation in all respect within 30 days from the
date of issue of letter of intent as specified in the tender document and terms & conditions .
11 Payment and Performance Amount terms
90 % payment will be released against delivery, installation and proper functioning
of the items as mentioned in the tender documents. Balance 10 % will be released
after 1 year from the date of installation.

At the time of submission of Bills following documents must necessarily be submitted:

11a) Detailed list of items supplied together with its complete specifications showing
product serial numbers item wise.
11b) Declaration letter in respect of any deviation as against the work order’s
specifications.
11c) Copy of Challan against supply.
11d) Successful installation report and acceptance of product by the purchaser.
11e) Copy of registration of the product with the principal.

12 The tenderer shall undertake all testing and commissioning activities and shall provide all
assistance during inspection and acceptance testing by the owner. All tools, testing
instruments etc. as required during transportation, installation, testing and commissioning
etc. shall be provided by tenderer at no extra cost to owner for completing the scope of
work as per the specification.
