PREFACE

This module is prepared and made to totally understand the basic principle in traffic management and accident
investigation with driving. The topics were also comprise of different textbooks, handouts and reading materials
regarding traffic management and accident investigation with driving in relation to R.A. 11131 or an act
regulating the practice of criminology profession in the Philippines, and appropriating funds therefor, repealing
for the purpose of R.A. 6506 otherwise known as “an act creating the board of examiners for criminologist in
the Philippines”

This material is especially designed for criminology students for them to easily understand the essential and
basic maters regarding the fundamentals of traffic management, types of traffic management, pillars of traffic
and the traffic safety education. However, students were highly encouraged to read and research further about
this subject mater to fully enhance their knowledge.

INTRODUCTION

The history of transportation goes back to the pre-historic ages when man learned to live in groups and
traveled extensively in search of food and shelter. The pre-historic method of transportation mostly consisted of
walking and swimming, when required. Gradually man learned to use animals to carry him as well as his
belongings.

The use of animals as a means of transportation was revolutionized by the invention of the wheel. The wheel
can be credited for changing the whole concept of traveling and transportation. This need, as well as man's
curiosities, subsequently led to the invention of various machines like steam-engines, aircrafts and other forms
of transportation.

Traffic management it comprises all public surfaces, facilities and agencies having responsibility for licensing,
approving, maintaining and controlling the flow of traffic and the use of traffic facilities.

Traffic it is the movement of persons, goods and vehicle from point of origin to the point of destination.

is a movement of vehicles along a route where passengers and carried by transportation.

Transportation is an act or process of conveying from one place to another.

Traffic Laws are the laws which govern traffic and regulate vehicles, while rules of the road are both the laws
and the informal rules that may have developed over time to facilitate the orderly and timely flow of traffic.

LEGAL BASIS

RA No. 4136 an act to compile the laws relative to land transportation and traffic rules, to create a land
transportation commission and for other purposes.

On June 20, 1964, R.A. 4136, otherwise known as the "Land Transportation and Traffic Code" was enacted
abolishing the Motor Vehicle Office and creating the Land
Transportation Commission.

PD 96 A law declaring unlawful the use or attachment of sirens, bells, horns, Whistles or similar gadgets that
emit exceptionally loud or startling sounds, including dome lights and other signalling or flashing devices on
motor vehicles. (January 13, 1973)

RA No. 10586 "An Act Penalizing Persons Driving Under the Influence of Alcohol, Dangerous Drugs, and
Similar Substances, and for other Purposes" Otherwise known as the "Anti-Drunk and Drugged Driving ACT.

RA No. 10913 Anti-Driving distracted Act: Text, call, or internet surfing using the mobile phone or any other
electronic device are prohibited and punishable while driving a vehicle.

PD No. 843 amending republic act no. 4136, as amended, otherwise known as the Land Transportation and
Traffic code by increasing the annual registration fee on private automobiles and imposing an ad valorem tax
thereon, and for other purpose

RA No. 6374 - an act amending republic act numbered forty-one hundred thirty- six, known as the "land
transportation and traffic code"

Senate Bill No.2234 an act establishing and for other purposes the national land transportation authority,
