Subject: CHALLENGES FACING BY IN-SERVICE REGISTERED NURSING OFFICERS (RNOs) OF


KHYBER PAKHTUNKHWA REGARDING CONTINUING EDUCATION
Respected Sir/ Madam,

With due respect and humble submission, it is stated that We RNOs writing to express our concerns and
reservations regarding the recent implementation of new government rules issued Vide No. 1494 dated
08/03/2023 regarding continuing education (Copy Attached). The guidelines are purely based on the
Derisiveness of the Nursing Profession by stating “Paramedics” and “Blaming to non-accordance to rules
and regulation”. The rules and regulations called FR-84 as Appendix- 9 (Copy attached) are
misinterpreted which tends to devastate the Nursing profession.

Whereas, We RNOs provide 24/7 services unripely in most terrorist-affected provinces of Pakistan. To
provide better and evidence-based care to the community is the need of the hour which is impossible
without continuing education and the fundamental right of the civil servants.

Whereas, to meet the SDGs 2030 there is a deemed need for highly educated Nurses as per
international standards across Pakistan, and, the implementation of amended rules is a serious threat to
the growth of this profession.

We understand the importance of regulations to ensure public welfare, but we find it challenging to
accept the current set of rules due to the present circumstances.

we believe that relaxation may be made under provision FR-84 read with appendix-9 of the
compilation of FR & SR vol-II Relaxation of rules, the federal government, in case of hardship relax all
or any of the provision of the rules as defined in FR 9(40). This relaxation would better align with the
needs and expectations of the affected community while still achieving the intended goals of the
regulations.

We kindly request a reconsideration of the implemented rules, taking into account the perspectives and
concerns of the affected RNOs.

the well-being and satisfaction of all parties involved.
