CoRAP ECHA and the Member States develop risk-based criteria on which substances are selected for the

CoRAP. The Community Rolling Action Plan (CoRAP) specifies the substances that are to be evaluated over a period of three years.

Substances subject to substance evaluation are substances registered under the REACH Regulation REACH Article 44-48 The draft plan contains substances for which there is a suspicion that their use could pose a risk to human health or the environment.
The selection criterias:

1. Hazard information, (SVHC, PBT, vPvB, suspected endocrine distributor, CMR) 2. Exposure information (wide dispersive usage, aggregated tonnage from multiple registrations,
exposure scenarios from registrants)

3. Risk related criteria (at risk assessment for human/environment, risk characterization ratio not
below 1, cumulative exposure from structurally related subs with critical hazardous properties The hazard and exposure related criteria are not used independently, but in combination to provide a riskbased approach. For example, a hazardous substance with controlled exposure can be of less priority than a less hazardous substance of major exposure Not all substances meeting the criteria will be included in the CoRAP list for evaluation. Member States and ECHA have to consider if a request for further information at the end of the evaluation process would help to clarify the initial concern over a substance. The interests and capacities of the Member States may also influence the inclusion of a substance in the CoRAP list.

Following the evaluation by Member States, further information may be requested from the registrants of the substances if additional data is considered necessary to clarify the suspected risk. Alternatively, it may be concluded that the substance does not constitute a risk and no further data is needed.

ECHA will adopt the first CoRAP in 2012 with a first update scheduled for 2013.

The draft plan has been submitted on 20 October 2011 to the Member States and the ECHA Member State Committee.
ECHA will submit draft annual updates to the CoRAP to the Member States by 28 February each year

ECHAs aim is to adopt the final CoRAP by the end of February 2012 with the final CoRAP published on the ECHA website.

From the publication of the final CoRAP, the respective Member States have one year to evaluate substances specified for 2012 and, where regarded as necessary, to prepare a draft decision for requesting further information to clarify the suspected risks.
