ADMIN INSTRUCTION FOR 2RPIR CHRISTMAS CAROLS BY CANDLE LEIGHT –
07TH DECEMBER, 2023.

General
1. As the unit head towards the festive period, it is customary that the unit holds a Christmas
Carols by Candlelight to celebrate the festivities within the unit. It is also during that time the Unit
CO would relay his Christmas message to the Moem Barracks.

2. Throughout this year, it has been a very scheduled year for the unit itself, focused on
operations and administrative tasks. The traditional of Christmas Carols by Candlelight program
will build the ethical tempo of troops and individuals moral.

3. This year’s Carols by Candlelight will be held in Moem Barracks on the 07th DEC 23.
Aim
4. The general aim of this instruction is to outline the administrative requirements necessary
for the smooth conduct of the 2023 Christmas Carols by Candlelight.

5. This instruction will cover the following:

Date/Timing/venue
6. The 2023 Christmas Carols by Candlelight activities will be conducted on the evening of
07th DEC 2023 commencing from 1800hrs to 2200hrs at Moem Barracks Rugby Oval.
Sequence of Events
7. The sequence of events is as per Annex A to this Instruction.
Grouping and Tasking
8. The grouping and tasking for the activity are as follows:

8.1. Unit Chaplain – is to liaise with all denominations and church group heads IOT
organize the conduct of the Christmas Carols by Candlelight.
8.2. OC Admin - is to liaise with his sub unit IOT provide administrative and logistic
support for the occasion. BPT provide a GEN set as contingency plan for the continuous
power blackout during the cause of the activities. Spt required will be highlighted in the
coordinating conference.
8.3. OC SPT/FE – FE platoon is to assist construction of the stage for the event and also
assist in other constructions as directed by the unit chaplain. Other spt required will be
highlighted in the coord conference.
8.4. All COY OC’s – BPT organize your troops to provide 2x items for the event. Also
BPT allocate troops for work party
8.5. RSM/RDWO – is to liaise with all COY CSM’s and Block leaders for a BN work
party prior to the commencement of the event.
8.6. Duty Officer/BOS – is to conduct rowing patrols around the barracks, especially
with the key installations and provide security during the activity.
Appointment
9. Appointment for the activity are as follows:
9.1. CO 2RPIR – Guest Speaker
9.2. Unit chaplain – Activity Organizer
9.3. Denomination Chairman’s – Assistants and
9.4. OC Admin – Admin and logistics Support
9.5. Master of ceremony – RC Rep.
Participants
10. All service personnel and dependent are to participate in this activity. All companies will
provide at least 2 items during the event.
Wet Weather Plan
11. Rain is not expected on the night of the event, however if it does rain, the venue of the
activity will be changed to the Area Theater.
Medical Plan
12. Medical Plan is attached to as Annex B to this Instruction.
Coordinating Conference
13. A coordinating conference will be held IOT to finalize preparation for the Carols by
Candlelight. The venue of the conference is at the unit conference room at 1000hrs on 05th DEC
2023. The following are to attend:

13.4. RSM;
13.5. All COY CSM;
13.6. Respective Block Leaders; and
13.7. Denomination Chairman’s
Conclusion
14. This event is a very special occasion as it brings us all together to celebrate the birth of our
Lord Jesus Christ and to praise him for what he has done for us a country, the PNGDF, and the unit.
It is also to commence the festivities with the unit and signify a time to spend with our families as
we look forward to the New Year 2023.

MEDICAL PLAN
Priority One (01)
1. Medic Stabilize on site, move to Boram Hospital via Road within the first 20 minutes.
Priority Two (02)
2. Medic Stabilize on site and move to RAP, upon RMO’s advice will move to Boram
Hospital if life threating or stabilize at RAP and monitor.
Priority Three (03)
3. Medic Stabilize and asses if need to transport to RAP or stabilize and move to residence to
rest and monitor by family.

4. An AMBO will be stationed at the site with medical kit and stretch bed and that inclusive of
RMO on site.
