ADMINISTRATION INSTRUCTION FOR GENDER COMMITTEE TRAINING


“LUKSAVE LO GENDER”

General

1. The PNGDF Gender Committee, with the assistance of the Gender, Peace & Security
Directorate of the Australia Deference Force (ADF), have develop the Gender Awareness
Training Package titled ‘Luksave long Gender’ targeting soldier at the operational and tactical
level. i.e.., ‘boots on the ground.’

2. Luksave long Gender is designed with the intent to enable the PNGDF to plan and execute
task or mission using a gender perspective, leading to the achievement of improving mission
success.

3. Luksave long Gender will be trialled at designated operational PNGDF unit locations.
2RPIR has been designated by the HQPNGDF to trail this training/awareness from 09th – 10th
November 2023. The training will be evaluated and improvements made to ensure the training
is fit for purpose, equipping the PNGDF with appropriate knowledge and insight to apply gender
perspective in the way they plan and execute their job.

Aim

4. The aim of this administrative instruction is to outline the necessary requirements for
the trialing of Luksave long Gender by the Gender Committee in 2RPIR.

Objective

5. The objective of this training is to trial the ‘Luksave long Gender’ training package so as
to:

5.1 Provide an opportunity to improve mission planning and task execution across
the PNGDF by employing a gender lens.

5.2 Identify relevant contents that should be expended or are missing as well as the
coherency of the flow of topics so adjustment can be made to the package.

5.3 Gauge feedback from participants through evaluation tools that will help the
committee in in improving the topic to make it more effective in achieving the intent of
the package.

Scope

6. The Administrative Instruction will cover the following:

6.1 Location for the training;


6.2 Program dates;
6.3 Participants;
6.4 Administration and logistics support; and
6.5 Conclusion.

Location

7. The two days training package is to be delivered at Camp Key, 2RPIR Moem Barracks.
WO training is to liaise with ADSLO and get necessary preparations done IOF for the training
to be conducted at Camp Key.

8. The WO Training with Training Cell staffs are to ensure furniture (tables, chairs etc) and
stationaries (white board, white board markers, projector etc) are made available for the conduct
of this training.

Program Dates

9. The training will be run in the unit for a period of two days. The training program is
attached in Annex A to this Instruction.

Particpants

10. Facilitators - PNGDF Gender Focal Points Captain Ambuk of Air Transport Wing
(ATW) plus Lance Corporal Daphney Laina of the Force Support Battalion (FSB), supported by
ADF Gender Peace and Security Staff Natalie Bowmen and (RAAF) Squadron Leader Karyn
EY; will be running the training at Camp Key.

11. Trainees/ Course Participants – OCs of all respective companies are to submit
nominees – for the respective companies – to attend the two days’ workshop or gender training.
30x participants are required for the training.

12. Certification – the course participants will be issued certificate of participation after the
completion of the course on the 10th November 2023.

Administration & Logistical Support

13. Transportation: OC Admin is to assign Ix TLC for pick up and drop off at Boram
Airport on Unval and departure of the training facilitators. You are to be prepared to prowde
mobility support to the training/workshop whenever required upon request through trajmng
Cell or Ops Cell for the duration of the training.

14. Accommodation: the training facilitators will be accommodated at Camp Key

15. Meals: Meals for the 30x participants will be provided by IPI catering except ADF staffs.
CSP Rep KULI Baing is to orgamze take away meals for the course participants.

16. Building/Facility: Camp Key Training facility will be used for the duration of the
trainmo.

Conclusion

17. Luksave long Gender is a tool in introducing the basic concept of UNSCR 1325 WPS by
way of training members—the PNGDF to use a gender lens when planningmission and
executi g eir responsi ities.
