PART I. INTRODUCTION

The Philippine Government has been in battle against communist insurgency for more
than 40 years which resulted into deaths of tens of thousands of warriors and civilians.
Several administrations have passed and this problem remains on top priority yet fails to
resolve. The government is unable to control the rift. The strong roots of communists in
different regions where they operate throughout the country has been proven hard to
defeat. When peace talks start again under the Benigno Aquino administration, the parties
to the talks are obliged to immediately bind to making existing human rights monitoring
instruments work. While at the same time, try to reach the more complex and long-term
goal of a strong political settlement. The revival of peace negotiations during the Aquino
administration was welcome however, it remains uncertain as to where these talks will
go. While his term ended after six years, the rift between the government and the
communists remains unsettled.

When the term of Rodrigo Roa Duterte commenced on 2016, ending the communist
insurgency remains top of his “to- do” list during his administration. In fact, the first year
of his term has been devoted to empower the Uniformed Personnel all throughout the
country demonstrating his strong will to devour the communist groups entirely.
PART II. CONTENT

In December 2018, President Duterte created the National Task Force to End Local
Communist Armed Conflict (NTF-ELCAC) as his administration’s definitive vehicle that
activates the entire bureaucracy, its networks and resources to crush the 50-year-old
communist rebellion as promised during his campaign period. Under Duterte’s Executive
Order (EO) 70, signed on December 4, 2018, he institutionalizes “the whole-of-nation
approach” to fighting the communist rebellion, and establishes NTF-ELCAC. Through
this, the Duterte government takes the fight against communist insurgents to villages and
communities with his entire bureau as the working force. Working hand- in- hand from the
executive office down to its recognized departments, down to the LGU’s- everyone plays
a vital role in the more intensified fight against rebellion than in previous administrations.

The whole- of- nation approach signifies unity. For us, unity is the key to making and
keeping lifelong peace and harmony. It encourages the important concept of living
peacefully together or side by side. In fighting against insurgency, it takes the whole nation
to act upon the problem. Dividing the responsibility means giving everyone an equal
opportunity to hand in programs and projects that would eventually respond to the needs
of the communists as they have claimed to take down the government as the only answer
to their oppression. In NTF- ECLAC, these terrorists are given equal chance to go back
to the government with different programs and opportunities awaiting them. This union
within the government departments allows to track down the needs of these communist
people down to its deepest core, aiming to provide them the exact answer to their
rebellion. The unity shown in NTF- ECLAC implies that in unity, there is peace. And peace
is necessary to bring about social or economic progress thus, the answer to oppression
is never war.

Upon viewing the video, it is very distressing to see wars from all over the country causing
the loss of so many innocent lives for over 40 years. Securing weapons and launching
ambushes across the archipelago knowing that neither side will win militarily is
disheartening. The unending fight against oppression is finally heard in a better means.
The NTF- ECLAC opens the door to a more systematic way to counter insurgency. As
one of the uniformed personnel in this country, it is with pride and joy to declare that we
are one in promoting unity and peace not just within the bureau we are in but in the entire
community. Truly, peace is necessary to bring about social or economic progress.

As one of the chosen few in this field of public service, it is both an honor and duty to
continue what the Duterte Administration has started. In performing the job we have taken
an oath with, we can continue being a part of his endeavor to end the bloody war between
and among fellow Filipinos. The advocacy of NTF-ECLAC encourages everyone to be
united for one great cause-- peace. If a mere citizen could do so much to help promoting
harmony, personnel in the Bureau like us could surely do so much more.

Part III. CONCLUSION

Believing that we cannot march toward progress with insurgency, the Duterte
Administration has taken serious measures to put an end to this threat in the society. As
lives were lost, properties destroyed, and people thriving in so much fear, he initiated the
NTF- ECLAC to curb the insurgency plaguing in the country for decades. Extending his
goal from the executive department down to his entire bureau is a manifestation of unity
to achieve peace. As it is and will always be his legacy to live in harmony today, it is also
our success to be a part of the team that works for the achievement of his campaign to
end rebellion. As rightly said my Mother Teresa, “There is more power in unity than
division. I can do things you cannot, you can do things I cannot, together we can do great
things."
