ACTIVITY#3
Choose one leader of the Philippine government and identify the type of
his/her leadership. Include in the discussion the characteristics, achievements, and
changes or development during his/her term.

Ideology is significant in governmental issues since it fills in as a compass that

guides the individual driving the general public. Ideology implies thought of life
consequently, Ideology directs the political range of any individual, and the political
range of an individual guide on what, when, where, why, and how to do a thing for
life. However, limitations shall intact in terms of guiding society to achieve equality,
equity of the nation. We have these two different cubicles called leftist and fascist,
the base of political philosophy, different ways of rules through guiding the society.

The Philippine President Rodrigo Duterte stated that he considered himself as

socialist in terms of leading the country. However, many of his covered people argued
that the way of his tactics guiding the country is that he is a fascist, an authoritarian,
ultra-nationalism characterized by a domineering force known as dictatorial power.
We all know from the very start that President Rodrigo Duterte’s advocacy is to get
rid of all using drugs, the is the reason why he filed the mission of “Oplan
Tokhang” also known as the War on Drugs. Even former US President Donald Trump
praises the bloody and controversial war on drugs here in the Philippines in the year
2016 because of the “Unbelievable job on the drug problem” to lessen the crimes
during his administration. Violence and death are visible during the campaign even
innocent people become the victims wherein people’s rights are being violated upon
implementing the "Oplan Tokhang" and extrajudicial killings due to the increasing
number of deaths.

Furthermore, due to the pandemic, President Rodrigo Duterte implemented the

National State of Emergency (Proclamation No. 929) to prevent and achieve the
uncontrolled spreading virus during the COVID-19 outbreak. Together with the United
States and others exploited the State of Emergency wherein many people considered
that President Duterte takes advantage of the situation to empower himself and do
what he wants without even thinking about the Human rights that may violate and
deprived. Nonetheless, preventive measures and ordinances such as The Bayanihan to
Heal As One-Act known as Bayanihan Act in Republic Act. 11494, "An act providing for
COVID-19 response and recovery interventions and providing mechanisms to
accelerate the recovery and bolster the resiliency of the Philippine economy,
providing funds therefor, and for other purposes." This helps to prevent the further
transmission of the virus and to discipline the majority since the virus cannot be seen
in our naked eye.

Whereas, the Doctrine of the Parens Patriae the task of the government to

secure or guardian people's rights. Due to the COVID-19 outbreak, the Bill of Rights
otherwise known as the "Charter of Liberty" wherein it enumerates the person's basic
rights and privileges of people. Many people stated that some of their rights were
somewhat violated by the government. Therefore, Amnesty International Philippines
has noticed the violence between people and Arm Forces “Police Power” during the
State of Emergency enactment. The President turns the whole Philippines into
lockdown to be able to maintain the security and prevent the spreading of the virus,
thus providing some way not to step on the line of the rights of the people. The
Amnesty group is here to balance the right of the people from the government. For
instance, (AIP) called on the government to notice and to be aware of the violation of
people’s right.

Nevertheless, President Rodrigo Duterte self-proclaimed he is a leftist,

emphasis on ideas such as freedom, equality, fraternity, rights, progress, reform, and
internationalism. Do take a look at his positive side of work. The administrations of
President Duterte have made some significant strides to empower women (e.g. work
opportunities, health care, and medical benefits, and improve the work condition).
Implemented the most Ordinance and Laws, Free College Education for everyone
specifically who cannot afford to go to college. Also, he promotes National Health
Care gives handier by the people from the lower class, who need medication. The
implication of national health care aims to improve and enhance the quality of health
services and equal treatment to the poorest Filipinos, he also provides and gives
millions of hectares to Agrarian Reform Beneficiaries (ARB’s) to achieve poverty
reduction among the farmers.

President Duterte’s ways to standardize the Philippines are between

experiencing equality, freedom, equity, and violence, in short, he's a Leftist but not a
member of the Communist group. Regardless of his bloody way of leadership, Duterte
remains popular in his way of being a leader of the country. As a student who read
many articles about President Duterte’s way of leadership, he is using his power to
obey his ordinances and implementation between violence and equality but for the
benefit of his countrymen. People called him “Dictator” similar to former President
Marcos after all. Rodrigo Duterte is Rodrigo Duterte nothing can change that from the
way he curses, his inappropriate words, his body language, his attitudes, and his
failures and success.
Therefore, I conclude that he brings ease to the Philippines, his administration
will leave an impact on Filipinos. He may be harsh and rude sometimes but his actions
say otherwise. The thought that he is present from all disasters, calamities and a
pandemic is enough that he is standing not only as a President but a father who values
his people in his jurisdiction. Yes, Rodrigo Duterte has done so much violence, but this
is not the right time to talk about that, the Philippine needs guidance and leadership.
