Applicants are invited from suitably qualified and experienced persons to fill the various
vacant posts that have arisen in the Zimbabwe Anti-Corruption Commission.

1. GENERAL MANAGER INVESTIGATIONS x1


GRADE : G1
REPORTING TO : EXECUTIVE SECRETARY
STATION : HEAD OFFICE

Job Responsibilities
i. Directing all operations under the Investigations Department including intelligence
gathering
ii. Establishing and managing strategic and operational goals within the Department
iii. Identify and addressing emerging corruption and economic crime trends
iv. Promoting the use of diversified techniques to bring about a change of
organizational culture with the aim to increase the efficiency of investigations in
complex corruption and economic crimes and enhancing inter-agency
cooperation;
v. Drafting standard operating procedures, guidelines, and manuals
vi. Identifying the levels of skills and the needs of investigators for additional
national and international capacity building in specialized areas in the short,
medium and long-term
vii. Providing technical advise on investigation of corruption offenses based on best
practice in line with country legal framework
viii. Developing forms for safe internal communication, filing and archiving
ix. Liaising with other Law Enforcement Agencies on all matters concerning
corruption
x. Preparing and managing the annual budget for the Department.

xi. Overseeing the development and implementation of the Departmental Procedures
and Work-plan
xii. Appraising of staff.

Qualifications, Experience and Competencies


▪ Degree in Forensic Accounting and Auditing/ Cybersecurity and Forensic Auditing/
Financial Intelligence/ Forensic Investigations/ Audit and Risk Management/
Economics/ Accounting/ Criminology/ Law/ or equivalent recognised qualification
from an accredited tertiary institution.
▪ Master’s Degree in Forensic Accounting and Auditing/ Law/ Criminology/ Customs
Administration/ Information systems or other relevant discipline.
▪ A Certificate in any of the following courses: Information Technology/ Security
Management/ Corruption Investigations/ Cyber Security/ Cyber Crime
Investigations/ Intelligence Management/ Fraud Investigations/ Anti-Money
Laundering Investigations/ Prosecution is an added advantage
▪ At least ten (10) years relevant progressive working experience in crime detection
and investigation of which four (4) years of experience must be at Deputy
Director/Manager/Chief Investigations Officer or equivalent level
▪ High analytical skills oriented towards problem-solving
▪ In-depth knowledge of investigations, crime detection, intelligence gathering and
documentary analysis
▪ Excellent knowledge of anti-corruption investigations

2. PROVINCIAL HEAD x 3
GRADE : G2A
REPORTING TO : EXECUTIVE SECRETARY
STATION : PROVINCE

Job Responsibilities
i. Coordinating the planning, implementation, monitoring and evaluation of all ZACC
policies, strategies, plans, programmes and projects in the province.
ii. Identifying and addressing emerging corruption and economic crime trends in the
province
iii. Supporting investigations in complex corruption and economic crimes and enhancing
inter-agency cooperation;
iv. Profiling and investigating unexplained wealth and proceeds of crime;
v. Raising anti-corruption awareness among the public and institutions in the province
vi. Promoting internal anti-corruption and anti-fraud policies and strategies in public and
private institutions
vii. Developing forms for safe internal and external communication strategies, filing and
archiving
viii. Identifying the levels of skills and the needs of staff for additional capacity building
in specialized areas

ix. Producing weekly, monthly and quarterly reports for provincial activities and
operations
x. Preparing and managing the annual provincial budget.
xi. Supervising provincial staff

Qualifications, Experience and Competencies


▪ Degree in Forensic Accounting and Auditing, Cyber Security and Forensic Auditing,
Financial Intelligence, Forensic Investigations, Audit and Risk Management,
Economics, Accounting, Criminology, Law, or equivalent recognised qualification from
an accredited tertiary institution.
▪ A Master’s degree in Forensic Accounting and Auditing, Law, Criminology, Customs
Administration, Information systems or other relevant discipline is an added
advantage
▪ Monitoring and Evaluation qualification is an added advantage
▪ A Certificate in any of the following courses: Information Technology, Security
Management, Corruption Investigations, Cyber security, Cyber Crime Investigations/
Intelligence Management, Fraud investigations, Prosecution is an added advantage
▪ At least 6 years progressive working experience of which two years must be at
Principal/ Supervisory level
▪ High analytical skills oriented towards problem-solving
▪ In-depth knowledge of investigations, crime detection, intelligence gathering and
documentary analysis
▪ Excellent knowledge of anti-corruption investigations

4. COMPLIANCE AND SYSTEMS REVIEW OFFICER x 2


GRADE : G3A
REPORTS TO : MANAGER COMPLIANCE AND SYSTEMS REVIEW
STATION : HEAD OFFICE/PROVINCE

Job Responsibilities
i. To assess existing policies, procedures, operating systems, rules, guidelines,
directives, laws and regulations in public and private organizations
ii. To recommend appropriate remedial action regularly to minimize corruption.
iii. To assess/examine/analyse the effectiveness of practices, systems and
procurement procedures of public and private sector institutions with a view to
the elimination of corruption.
iv. To identify and evaluate corporate governance issues in public and private sector
organizations with a view to enhance accountability, transparency and integrity.
v. To monitor public and private sector organizations for compliance with the
relevant legislations, regulations, policies and corporate governance code.

vi. To advise and recommend on best practices in the administration and
management of all public and private sector activities
vii. To compile monthly field and research reports.
viii. To develop work plans and supervise the work of junior officers in the section.
ix. To undertake any other related or similar duties as may be assigned by the
General Manager from time to time.

Qualifications, Experience and Competencies


▪ A degree in Monitoring and Evaluation, Economics, Accounting, Business
Management, or any relevant qualification
▪ Relevant postgraduate qualification will be an added advantage.
▪ Must be conversant with internationally accepted financial and accounting
reporting standards, general business operations and best practices in the
administration and management of public and private sectors
▪ Computer Literate

5. RECORDS AND INFORMATION OFFICER x 1


GRADE : G4A
REPORTING TO : RECORDS SUPERVISOR
STATION : HEAD OFFICE

Job Responsibilities
i. Implementing records management systems for the Commission
ii. Maintaining, verifying and evaluating existing records and information system for
the Commission
iii. Implementing the transition from paper to electronic records management
systems for the Commission’s records and information
iv. Dealing with enquiries and requests for information from both internal and
external clients
v. Implementing records and information safety protocols for the protection of the
Commission’s records and information from unauthorized access
vi. Classifying and indexing of records and information
vii. Procedural disposal of closed files

Qualifications, Experience and Competencies


▪ HND/Degree in Records Management/ Library & Information
▪ Must have working knowledge of record management systems
▪ High level of integrity and confidentiality

5. OFFICE ORDERLY x2

REPORTING TO : ADMINISTRATION OFFICER

Job responsibilities

i. Cleaning of offices, boardroom, restrooms and passages


ii. Preparing and serving teas and meals
iii. Collecting and distributing office mails, parcels and newspapers
iv. Photocopying and binding of documents
v. Offloading and ferrying office provisions, furniture and consumables
vi. Distribution of office provisions and consumables

6. RECEPTIONIST x 1

GRADE : G5
REPORTS TO : RECORDS & INFORMATION SUPERVISOR
STATION : HEAD OFFICE

Job responsibilities

i. Welcoming and greeting visitors


ii. Manning of the switchboard
iii. Determining the nature and purpose of visits and direct visitors accordingly
iv. Answering, screening and forwarding incoming calls
v. Collecting and receive incoming mail and signing off courier deliveries
vi. Keeping the reception area tidy and presentable
vii. Updating the internal directory
viii. Managing the Notice Board
ix. Generating interoffice memos and correspondences

▪ Diploma/ HND Office Administration


▪ High level of Computer Literacy
▪ Good interpersonal skills

7. INFORMATION AND COMMUNICATION TECHNOLOGY OFFICER X1


GRADE : G3A
REPORTING TO : MANAGER ICT
STATION : HEAD OFFICE

Job responsibilities

i. Providing technical assistance on ICT hardware and software use
ii. Installation and configuration of hardware and software
iii. Troubleshooting and resolving issues with ICT gadgets
iv. Monitoring and maintaining computer systems network
v. Monitoring the ZACC Case Management System
vi. Drafting ICT device specifications to facilitate purchases
vii. Maintain CCTV, PABX and biometric system
viii. Drafting systems user manuals
ix. Identifying training needs of system users
x. Facilitating online meetings
xi. Consolidating reports for all systems

Qualifications, Experience and Competencies


▪ HND or Degree in Computer Science, Information Technology or other equivalent
qualification
▪ Experience in ICT Security Systems is an added advantage
▪ Have sound knowledge of Website Design, Management and computer packages

8. PROCUREMENT OFFICER x2
GRADE : G3A
REPORTING TO : MANAGER PROCUREMENT
STATION : HEAD OFFICE

Job Responsibilities
i. Carrying out market research for ZACC annual budget preparation
ii. Receiving internal requests and processing them according to relevant statutes
iii. Sourcing quotations according to relevant procurement method
iv. Providing technical procurement support in tendering processes
v. Preparing, obtaining approval and issuing of purchase orders or formal contract as
appropriate
vi. Following up on suppliers, expediting, and collecting goods from service providers
where they do not offer delivery services
vii. Preparing monthly, quarterly and annual returns for submission to the regulator
(PRAZ)
viii. Monitor compliance and contract management for all contracts awarded
ix. Setting up and maintaining procurement records
x. Researching and evaluating prospective service providers

Qualifications, Experience and Competencies


▪ Degree/HND Purchasing and Supply/ Logistics and Supply Chain Management/ full
CIPS or equivalent
▪ High level of Computer Literacy
▪ Good interpersonal skills

9. TRANSPORT OFFICER x2
GRADE : G3A
REPORTING TO : MANAGER ADMINISTRATION
STATION : HEAD OFFICE

Job Responsibilities
▪ Implementing ZACC transport policies and strategies
▪ Initiating requests for additional vehicles required for performance of the
Commission’s mandate
▪ Monitoring fuel consumption of all ZACC vehicles on a monthly basis
▪ To oversee the completion of log sheets and their timely submission by vehicle
users
▪ Processing log sheets and produce motor vehicle returns
▪ Facilitating the maintenance, service and repair of ZACC vehicles
▪ Administering vehicle insurance and exemptions
▪ Organising relief vehicles when the need arises
▪ Initiating investigations into vehicle accidents, damage, misuse and abuse for all
grades
▪ Monitoring the proper care and cleanliness of Commission vehicles
▪ Liaising with CMED and other car dealers on accidents involving vehicles issued to
the Commission
▪ Generating monthly and annual vehicle status reports

Qualifications, Experience and Competencies


• Degree Transport Management & Logistics and other equivalent qualification.
• Possession of basic qualification in Vehicle maintenance or other relevant
mechanical qualification

10. MONITORING & EVALUATION OFFICER x3


GRADE : G3A
REPORTING TO : MONITORING & EVALUATION MANAGER
STATION : HEAD OFFICE

Job Responsibilities
i. Implementing M&E strategies, frameworks and tools that ensure accurate and timely
information and feedback to stakeholders

ii. Participating in the development of a comprehensive M&E framework aligned with
the ZACC's strategic objectives and anti-corruption initiatives.
iii. Tracking indicators, targets, and data collection methods to monitor and evaluate the
ZACC's performance and impact in combating corruption.
iv. Carry out periodic evaluations to measure the progress and impact of ZACC policies,
strategies, projects, programs and initiatives.
v. Preparing reports on the Commission's performance indicators, results achieved, and
progress towards goals and targets.
vi. Implementing data collection tools and systems to capture relevant information
related to the agency's activities, outputs, outcomes, and impacts.
vii. Maintaining a centralized database of monitoring and evaluation data, reports, and
other relevant documents.

Qualifications, Experience and Competencies


• Degree in Monitoring and Evaluation or equivalent in a relevant field such as
Economics, Development Studies, Public Administration, Strategic Planning or Social
Sciences plus a Diploma/Certificate in Monitoring and Evaluation
• A relevant Master’s degree is an added advantage
• Proficiency in using data management and analysis tools such as Excel, SPSS, or
statistical software is a must
