Philippine recognized that “conflicting demands of

 Created as a staff bureau of DENR by virtue of
1988 E.O. 192

 a product of the merger of two offices – the


National Pollution Control Commission (NPCC)
and National Environmental Protection Council
(NEPC)

 absorbed the different functions of the two offices,


the National Pollution Control Law or PD 984 was
being implemented by the Environmental Quality
Division; and the Environmental Impact
Assessment (EIA) System or PD 1586 was being
enforced

“Penalty for Violation. Any person, corporation
or partnership found violating Section 4 of this
Decree, or the terms and conditions in the
issuance of the ECC, or of the standards, rules
and regulations issued by the NEPC pursuant to
this Decree shall be punished the suspension or
cancellation of his/its certificate and/or a fine in
an amount not to exceed fifty thousand pesos
(P50,000.00) for every violation thereof, at the
discretion of the NEPC.”
