Re: Request for further info on PIC supporting policies

Dear Mr. Lachman,

This letter is in response to your letter of June 28, 2023, and our meeting on October 12, 2023,
regarding the information to be shared with the commission regarding our thoughts on
supporting policies, regulations, and incentives for PIC.

Attached you will find ideas, policies, etc. that we have seen aid industrial development
elsewhere. As we discussed during our most recent meeting, there is a lot of information
included and it is not expected that all of these tools would be used in every instance. Based on
our experience and interactions in Suriname related to PIC development so far, the most
requested needs from potential tenants include:
• Rapid licensing and permitting process
• Power supply arrangements for the first couple of years (5 years at least)
• Special Economic Zone – Attractive Investment policies
• Road connection with East – West road

We all think that Paranam area has a great potential to be developed as an industrial center
and create jobs and tax income for Suriname

As such we are looking forward to see how we can proceed with the redevelopment of the site
and how you can support can contribute to this.
