1.0 POLICY STATEMENT

The policy of YASREF is to set complete effective program for radiation protection within YASREF
boundary and include but not limited to

1.1. Prepare and develop Radiation Protection System including procedures and
determine responsibilities and authorization of each party.
1.2. Selection and appointment of qualified team of Radiation Protection and
Radiation Safety Officer and worker.
1.3. Establish effective monitor program for worker protection from radiation
exposure.
1.4. Establish effective monitor program for public and environment from radiation
exposure.
1.5. Set complete program for quality insurance which include mechanisms and
methods of auditing through reviewing and assessment of the effectiveness
of the system and the procedures of protection and security, and adopt standard
mechanisms for insuring quality of radiation exposure measurement.
1.6. Develop emergency response plan for expecting radiation accident in the plant.
1.7. Adopt King Abdullah City for Atomic and Renewable Energy K.A.CARE Radiation
Protection Regulation and International Standard as reference.

2.0 PURPOSE

The purpose of this procedure is to control and minimize any radiation exposure to any
personnel on YASREF complex As Low As Reasonably Achievable (ALARA) while using,
repairing, transporting or working in or around equipment which contains radioactive
materials during routine, non-routine and emergency situations.

3.0 SCOPE

This procedure is applicable to the existing radioactive sources used in YASREF and sources
used by the contractors for Non Destructive Test (NDT) inside YASREF Complex, including
YASREF employees, contractors and visitors.

4.1. Basic Principles of Protection:

The protection and safety method for any practice involves a radioactive source is based on
the following three main principles:
A. Justification of Practices.
B. Optimization of Protection.
C. Dose limitation.

4.2. Radiation Source in YASREF:

Sources at YASREF are primarily located in the following units. These units use nuclear
gauge technology in measuring the level and density of the process streams.

Gasoline Unit; equipped with 12 nuclear gauges with activity ranges from 7 mCi to 4000
mCi emits gamma rays.

Delayed Coker Unit; equipped with 53 nuclear gauges with activity ranges from (2 µCi to
2500 mCi) emits gamma rays and 12 nuclear gauges with activity of 100 mCi each emits
neutron

4.2.1 In addition to those listed, Gamma-ray radiography (NDT) is conducted


from time-to-time by devices of external contractors inside YASREF
premises.
All the sources in YASREF are outlined in attachment 7.1

4.3. Dose limitations (Maximum Allowable Limits of Radiation Exposure):

Exposure standards have been established by K.A.CARE Radiation Protection Department


and set at a level where apparent injury due to ionizing radiation during a normal lifetime is
unlikely. However, personnel should not completely disregard exposures at or below these
limits. It is the responsibility of each individual to keep his exposure to all radiation as low
as possible and to avoid all exposure to radiation when such exposures are unnecessary.

4.4. Occupational Exposure:

The following are the maximum allowable limits to external radiation for adult and minor
radiation workers in YASREF for apprentices of 16 to 18 years of age who are training for
employment involving exposure to radiation:

1.1.1. Conditions for young persons:


1.1.2. No person under the age of 16 years shall be subjected to occupational
radiation exposure.

1.1.3. No person under the age of 18 years shall be allowed to work in a controlled
area unless supervised and then only for the purpose of training. It may be
important to note in this context that three factors affect the dose received by a
human body. They are: time, distance and shielding. If shielding is not
practicable to use (e.g., for radiography) then distance and time become
important factors. The area of radiation must be cordoned so that only the
allowable limit reaches the people outside the cordoned area. The personnel
working inside the cordoned area must wear proper protection and limit their
presence in the area to the least possible duration so that they avoid receiving a
dose more than the allowable limit.

4.5. Public Exposure (non-classified radiation workers).

4.6. Classification of Work Areas:

Work places are classified according to normal and potential exposure levels. The degree
and type of precautions and monitoring in these areas must be proportionate to the level
and possibility of various exposures.

1.1.4. Controlled Areas:

 Controlled areas shall be established by RSO in locations where workers


may be exposed to dose limits greater than (3 μSv/hr) of the occupational
exposure limit.
 In controlled areas, the unit/department owning the source shall:
surround the area with barriers. In areas where the source is used
intermittently or transported from one place to another, the boarders of
the suitable controlled area should be determined by contractor RSO and
the area enclosed with barriers. Exposure times and duration shall be
determined and recorded in work permit system.
 Unit/Department shall post warning signs and any other suitable
instructions at possible approach points and in selected locations within
the controlled areas.
 RSO shall take all occupational and safety protection measures including
bylaws and methods that fit the controlled area.

 Unit/Department shall monitor the approach routs to the controlled area


by applying administrative procedures such as entry and work permits,
barricades, locks and doors. The extent of control should be proportionate
with the nature of potential hazards.

1.1.5. Supervised Areas:

 Supervised areas shall be in locations where workers may be exposed to


dose limits greater than 1 μSv/hr of the occupational exposure limit.
 Unit/Department shall post warning signs and any other suitable
instructions at possible approach points and in selected locations within
the controlled areas.
 Regularly review the conditions inside the area to determine the need to
take stricter measures of protection and safety

4.7. Radiation Monitoring & Verification of Compliance:

 The programs for monitoring of the workplace is specified as:


 The number of sources are monitored and the units of measure.
 Where and when the measurements are to be made and at what
frequency.
 Reference levels and the actions to be taken if they are exceeded.

 Monitoring and measurements shall be conducted that are necessary for


verification of compliance with the requirements of this Sub-element as
described below:
 For the purposes of monitoring and verification of compliance, suitable
equipment shall be provided and verification procedures introduced. The
equipment shall be properly maintained and tested at least annually with
reference to standards traceable to national or international standards
only by approved facility by King Abdullah City for Atomic and Renewable
Energy K.A.CARE

1.7.1. Radiation Survey and Monitoring:

 YASREF Radiation Safety Officer shall establish, maintain and keep under
review a program for the monitoring of the workplace for verification of
compliance with requirements of this procedure under the supervision of a
radiation safety officer, as required by K.ACARE.
 The nature and frequency of monitoring of workplaces shall:
 Shall be a quarterly basis to enable the following:

A. Evaluation of the radiological conditions in all workplaces.


B. Exposure assessment in controlled areas and supervised areas.
C. Review of the classification of controlled and supervised areas.

 Depend on the levels of ambient dose equivalent and activity


concentration, including their expected fluctuations and the likelihood and
magnitude of potential exposures.
 Difficult to access sources is exempted from monitoring.

 The programs for monitoring of the workplace shall specify:

 The number of sources to be monitored and the units of measure.


 Where and when the measurements are to be made and at what
frequency.
 Reference levels and the actions to be taken if they are exceeded.
 The most appropriate measurement methods and procedures as shown
below:

A. The meter is held at a distance of approximately one (1) meter


from the source, or
B. At the nearest operating access position to the source.

 Principal of detection: The radiation detection instrument uses a ion


chamber to detect radiation; it measures gamma, neutron or x-ray
radiation. Ion chamber generates a pulse of electrical current each time
radiation passes through the tube/or chamber and causes ionization. Each
pulse is electrically detected and registers as a count and displays the
counts in the mode of mRem/hr or µSv/hr.

 The radiation instrument used for radioactive source monitoring must be


sent annually to permit facility for the calibrations such as KFUPM “King
Fahd University of Petroleum and Minerals” or KFSHRC “King Faisal
Specialist Hospital and Research Centre” and a sticker shall be affixed to
the meter giving the date of calibration and the due date for the next
calibration.

 An initial radiation survey shall be done on each new radiation source/
gauge before, during and after installation. Copies of this survey will be
kept by YASREF RSO.

 The radioactive source shall be monitored once every 6 months and shall
be recorded in attached work sheet by RSO (radiation survey form,
attachment 7.4).

 As part of his routine duties, YASREF RSO shall perform radiation surveys
semiannually. These tests are used to ensure that an allowable level of
radiation is not exceeded. The Radiation work permit shall be obtained
before conducting survey.

1.7.2. Wipe test (or Leak test):

 An Approved Facility by K.A.CARE shall conduct and analyze the wipe test
annually or as requested. These tests are used to determine any
malfunction in the equipment or damage to the sealed source which may
increase the radiation level emitted.

 Results shall not exceed 5 nCi (10-5 μCi) (4 Bq\cm2) of loose radioactivity
on surface. (For sources with less than 100-cm2 surface areas). Radiation
Wipe Test Report Form (attachment # 10.6)

 The Radiation work permit shall be obtained before conducting wipe test
 Prior to any work being performed on or in the vicinity of the gauge, the
gauge’s shutter will be locked in the closed position by an Authorized User

(AU). The AU will also check the gauge’s radiation levels prior to any work
being performed.

1.7.3. Personal Exposure Monitoring:

 Personal monitoring equipment (Direct reading dosimeter or TLD) shall be


provided to:

A. All radiation classified workers.


B. Personal entering the radiation controls area during installation,
maintenance and removing of source.
C. During emergency situations.

 Personal monitoring shall be conducted to assess individual exposure levels


and to maintain individual affected employee exposure record.
 TLD badges shall be analyzed by contractors approved from K.A.CARE.
 Direct reading dosimeter shall be calibrated by contractors approved from
K.A.CARE.
 Personal monitoring results shall be recorded quarterly, yearly average,
and 5 years average. (Personal dosage form - attachment 7.5).
 Instructions for using the Thermo Luminescent Dosimeters “TLD” badge
(attachment 7.7).

4.8. Health Surveillance:

1.8.1. Health & Safety department shall make arrangements for appropriate health
surveillance in accordance with the rules established by the Regulatory
Authority K.A.CARE.
1.8.2. Health surveillance program shall be:
1.8.3. Based on the general principles of occupational health; and
1.8.4. Designed to assess the initial and continuing fitness of workers for their
intended tasks.
1.8.5. The medical check-up shall be performing annually to diagnosis which is to be
done through approved hospitals such as Royal Commission Hospital

4.9. Non Destructive Test – NDT (Radiography):

1.9.1. NDT shall be done by qualified and authorized personnel/vendor, duly


equipped with personal protective equipment. Only authorized and approved

who are provided with the license from K.A.CARE will be allowed to carry out
this NDT in YASREF premises.
1.9.2. Radiation work permit shall be obtained from respective area supervisor
before conducting NDT with cold or hot work permit.
1.9.3. Prior to entry to the main gate of YASREF, inspection representative
/contractor shall comply with Radiation Work Permit:
1.9.4. Source activity
1.9.5. Contractor approved by K.A.CARE
1.9.6. Type of source and strength
1.9.7. Radius to be barricaded (Meters)
1.9.8. Safe distance shall be calculated according to NDT source strength and area
shall be barricaded with suitable warning signs by contractor.
1.9.9. NDT shall be done under contractor supervision when a minimum number of
employees are in the plant.

4.10. Quality Assurance Program:

1.10.1. In order to maintain the quality of monitoring data, Radiation survey


meter, and personal dosimeters are being given to authorized agency, KFUPM
or KFSHRC, for calibration of survey meters as per manufacturer
recommendation.
1.10.2. 4.9.2 TLD badges shall be given to suitable and certified vendor for
evaluation and analyzing as per attachment 7.5.
1.10.3. 4.9.3 Radiation monitoring devices (survey meters, and dosimeters)
must be calibrated by agencies approved by regulatory authority.

4.11. Radiation Workers Selection and Training:

1.11.1. No person may engage in any activities involving radiation exposure


before receiving adequate training on such activity, gaining knowledge of the
methods and criteria of protection from radiation and methods of safe work.

1.11.2. The necessary training and refreshing training (once every 2 years)
will be provided to all the concerned by Training department to implement and
ensure the compliance of this procedure and to make them aware of the
radiation hazard.
1.11.3. 4.10.3 Radiation worker shall have high school (12 years of education)
as minimum and attend radiation protection training course and physically and
medically fitting to handle the job.

1.11.5. 4.10.4 Only authorized worker can handle the radioactive sources.

4.12. Storage of Radioactive Source:

1.12.1. Health & Safety Department (HS) department responsible to handle


the following requirements:

1.12.2. All unused radioactive sources or temporarily removed shall be


securely kept in YASREF Temporary Radiation Storage Facility.

1.12.3. The radiation storage facility shall be located at safe shaded and
clearly marked with warning signs in Arabic and English “CAUTION RADIATION
AREA".

1.12.4. Only authorized personnel should enter the area to store, remove or
inspect radiation sources.
1.12.5.
1.12.6. YASREF RSO should have the keys for the different locks.
1.12.7.
1.12.8. YASREF RSO shall conduct annual inventory of the sources in the
storage area.

4.13. Radioactive Waste Management:

1.13.1. In case of disposing any of the radioactive sources, Health & Safety
Department (HS) Department shall assist YASREF RSO to return all unused
sources back to the manufacturer with the approval of K.A.CARE.

1.13.2. Any disposal of radioactive materials shall be in compliance with Saudi


regulations issued by K.A.CARE

1.13.3. K.A.CARE prohibits the disposal or stored of radioactive material inside


Saudi Arabia.

1.13.4. Health & Safety Department (HS) do not generate radiation waste.
However, any source leak shall be handled as per the Radiation Waste
Management Principles.

1.13.5. Radioactive device(s) that is no longer needed, or have damage to


their sealed source shall be returned to the original manufacture for proper
disposal or repair.

1.13.6. YASREF RSO shall provide instructions for disposal and contact
K.A.CARE for necessary advice/guidance in this regard.

1.13.7. YASREF RSO shall apply for the required necessary communication and
approval to export or import the radiation source shipment.

1.13.8. The radiation source shall be kept inside its metal shield and then
packed in a wooden box for sending back to the supplier of the radiation source.

1.13.9. The Radiation Hazard stickers, signs, and details about radiation
source (like Name, Activity, and transport index) shall be displayed on top of
the wooden box while shipment prepared for final disposal.

1.13.10. YASREF RSO shall inspect the shipment package (the wooden box)
before starting the export.

1.13.11. The radioactive waste need to be recorded include source details,


permits, date of disposal, transporter, and records are to be maintained with
YASREF RSO.

4.14. Radiation Sources Transportation:

1.14.1. All radioactive sources existed at YASREF are fixed type sources and
the transportation activities engaged with those sources only during the import
and export.
1.14.2. All transportation activates involving radioactive sources shall be
conducted by authorized carrier as per K.A.CARE.
1.14.3. YASREF RSO shall delegate all its transportation responsibilities to
authorized transporting contractor and comply with all K.A.CARE requirements
for transportation the radioactive materials.
1.14.4. For the transportation of radioactive material and /or sources shall
require competent authority (K.A.CARE in Saudi Arabia) approval by filling up
the required permit forms for transportation.
1.14.5. Request of new radioactive sources:
1.14.6. Fill up the form request for possession or use of radioactive sources.
1.14.7. Attached an addressed letter from the sources manufacturer,
committed to receive the sources after use or quitclaim the sources for any
reason.
1.14.8. Send all above attached with letter addressed to general security,
ministry of interior.
1.14.9. All documents will be sent to K.A.CARE for technical approval.
1.14.10. General security will approve the import by issue a letter to the user
addressed to custom for receiving the radioactive sources.

1.14.11. Request of exporting / return old radioactive sources:


1.14.12. Fill up the form request for return \ export of radioactive sources.
1.14.13. Attached radioactive source permitting review report.
1.14.14. Send all above attached with letter addressed to general security,
ministry of interior.
1.14.15. All documents will be sent to K.A.CARE for technical approval.
1.14.16. General security will approve the import by issue a letter to the user
addressed to custom for receiving the radioactive sources.

1.14.17. All the above correspondences will be made by RSO through HS


department. Radioactive sources shall be transported in accordance with local
applicable / standards. For more information about this issue requirements,
please see K.A.CARE Regulation; radioactive materials Transportation section.

1.14.18. The radiation work permit shall be obtained before conducting


Transport of Radioactive.

4.15. Warning Signs:

Radiation warning signs are to be permanently installed in the vicinity of all sealed sources.
These alert personnel that a radioactive material is present. The signs shall carry the
radiation symbol specified in the OSHA regulations (29 CFR 1910.1096 Ionizing Radiation).It
is an offense (punishable under the Company’s Schedule of Violations and Penalties) to
deface or remove any of these signs.

4.16. Emergency Plans:

1.16.1. In the event of any emergency related to radioactive material,


following the below guidelines, it is mandatory to follow the Radiation
Emergency Response Plan:

1.16.2. Any breakage, damage, loss or fire to any sealed source of radioactive
material shall be treated as an emergency and the nearest fire alarm sounded.
1.16.3. Emergency Response team shall be notified immediately and his
responsibility to ensure YASREF RSO attends the area of the incident without
delay to give all appropriate assistance and advice. During off hours, inform the
Shift Manager.
1.16.4. The Medical Clinic shall be advised of the incident without delay and, in
the event of any employee having been affected, that medical assistance is
sought immediately.

1.16.5. Government relation shall notify K.A.CARE and Civil Defense of the
nature of the emergency and keep them updated until the emergency is over.
1.16.6. The services of a manufacturer representative will be obtained to
inspect the damage (if any).
1.16.7. All incidents involve radioactive source need to be investigated and
recorded

4.17. Reporting and Communication:

1.17.1. Radiation Incident Reports

Health and safety (HS) Department shall report to K.A.CARE for the following:
All ionizing radiation incidents shall be reported as per YASREF HS Incident reporting
through SALAM E-services.

1. Quarterly Compliance Report:

Quarterly Reports shall be submitted to HS manager within 25 days of the end of each
quarter and include:
 Changes (actual or impending) in the status of any work practice permits
or licenses.
 Quarterly radioactive sources survey data record.
 Quarterly worker exposure monitoring data record.

2. Annual Reports:

Annual report shall submit to HS manager by the 15th February a report addressing:
 Inventory list of existed radioactive sources in facility.
 Inventory list of radiation classified worker / RSO
 Yearly / 5 Years workers exposure average data record.
 Recent leak test record.

4.18. Radiation work permits:

To install, relocate, remove or transport a sealed radioactive source from a unit, wipe test,
quarterly survey test and Non Destructive Test - NDT, a radiation work permit must be
obtained from operation department.

5.0 RESPONSIBILITIES

The deal with the general and special responsibilities assumed by each of the parties in
charge of the protection from radiation, from YASREF President concerned with the
protection matters down to the worker who in any way handles the radioactive material

3.1 Responsibilities of the Licensee:

3.2 Shall be appointed a qualified person in protection against radiation to act as a


protection officer, to implement the technical and scientific aspects of protection,
safety and monitoring of compliance with all K.A.CARE regulations requirements.

3.3 Shall provide the necessary governmental forms, and follow up with the Saudi
Public Security \ K.A.CARE to obtain required permits for import or export of
radiation sources.

6.0 Health & Safety Manager

Health & Safety Manager is fully responsible for all practices and activities leading to radiation
exposure under normal circumstances or in case of accidents involving:

3.1 Protection of employees, the public at large and the environment from radioactive
exposure that exceed approved limit

safety of radioactive sources provided in K.A.CARE regulations.
5.2.3 The Health & Safety Manager must ensure but not limited to the following:
A- Establishment and implementation of a radiation protection and safety policy and
determination of its rules in accordance with these regulations.
B- Identification of the protection and safety objectives and in-house responsibilities,
formulation of related incentives and penalties and arrangement of regulatory
procedures and chain of command so as to facilitate the flow of protection and
safety-related information to all levels concerned.

C- Provision of adequate and suitable quantities of protection and safety technical


equipment, installations and special services commensurate with the probabilities of
occupational, public or environmental radioactive exposures.
D- Development of written local procedures and mechanisms for protection and
safety of employees, the public and the environment in accordance with the
requirements of these standards, including controlled and supervised areas.
E- Limitation of occupational, the public and environmental exposures in accordance
with the requirements of K.A.CARE regulations. Also establishing operational limits
for the equipment and radioactive sources so that the limits approved by the
competent Regulatory Authority are not exceeded.
F- Ensuring that the installations and radiation sources fulfill, in terms of design and
operation, all protection and safety requirements provided for in K.A.CARE
regulations.
G- Ensuring that each of the other parties concerned with protection and safety fully
assumes its role including the supplier / contractors and worker, and that the design
of the radioactive source complies with the design requirements provided for in
K.A.CARE regulations.
H- Allowing the Regulatory Authority to inspect all factors affecting the protection
and safety (locations, persons, equipment, and records), obtain all records, and copy
or photocopy them upon request.

5.3 Radiation Safety Officer


The Radiation Safety Officer (RSO) is responsible for

standard.
5.3.11 Provide consultation and training on radiation protection matters.
5.3.12 Provide an emergency response advice for incidents involving radiation
sources.
5.3.13 Provide technical information requested for the import or export of radioactive
materials or sources.
5.3.14 Review the Ionizing Radiation Safety Policy with new contractors when
requested by the contract administrator as part of the Orientation Program before
allowing them to conduct any radiographic testing at YASREF controlled areas.
5.3.15 Maintain the monitoring equipment, distribution and collection of dose
monitoring devices and documentation of personal exposure recorded.
5.3.16 Maintain a file on each contractor providing radiographic services to YASREF.
5.4 Fire Section Head

5.4.1 Shall be aware of the location of all installed radioactive sources.


5.4.2. Shall direct all personnel to leave the danger area in the event of fire or
incident involving a radioactive source.
5.4.3 Erect barriers / barricades and notices around the danger area.
5.4.4 Shall, in the event of a fire or incident involving a radioactive source, seek the
advice of the RSO or assistance RSO to safeguard personnel as necessary.
5.4.5 Ensure arranging for medical assistance of injured personnel, if any.

5.5 Projects Manager / Maintenance Field Departments Manager


5.5.1 Any Project requiring any industrial radiography must ensure that the
contractor involved has been approved by KACST \ RSO prior to any
radiographic testing.
5.5.2 Instruct new industrial radiographers/contractors to coordinate with RSO
before starting on the job
5.5.3 Coordinate and control all required radiographic activities.
5.5.4 Ensure that radiographers are competent with YASREF Radiation Safety Policy
and Radiation Protection Procedures.
5.5.5 Shall assist RSO in the investigation of radiation accidents and non-compliance
of YASREF radiography procedure.
5.5.6 Shall be responsible for installation, removal, calibration, and maintenance of
all existing Nuclear Gauges in YASREF controlled areas.
5.5.7 Maintenance departments shall inform RSO before any work that involves
installation, removal or dismantling of any radioactive source. RSO presence is
required during any of these activities. In case of RSO absence the Health& safety
department will provide necessary instructions.
5.6 Operation Department Manager
5.6.1 Each Operation Supervisor is responsible for issuing a hazardous work permit
for radiographic activity carried out in its area

5.6.2 Unauthorized personnel are not permitted to enter the radiation areas or the
barricaded area of gauging equipment.
5.6.3 Unauthorized personnel are not permitted to enter the radiation areas or the
barricaded area during radiographic activity.
5.6.4 In case of emergency operations has to notify the radiographer and enter when
authorized (for safety reasons).
5.6.5 Operation personnel are not authorized to calibrate or repair radioactive
sources/ gauges.
5.6.6 Operation supervisor shall contact RSO for any concerns regarding the
contractor performance of radiography.
5.6.6 Personnel assigned to work on nuclear gauges must be trained on the safe use
and operation of the instruments. They shall be fully familiar with radiation safety.
5.6.7 Personnel working on nuclear gauges and may expose to radiation over
2μSv/hr (5mSv/ year) are required to wear proper radiation monitoring devices such
as film badges or TLD, or dosimeters.
5.6.8 Employee: shall wear the TLD at all times during the exposure to radioactive
source work area.
5.6.9 On each quarter, employee shall return TLD to RSO. This TLD shall be
maintained by the employee in good conditions.
5.6.10 In case of damage / loss the employee will be investigated by HS department.
Employee shall give written explanations.
5.6.11 all departments shall inform RSO before any work that involves installation,
removal or dismantling of any radioactive source. RSO presence is required during
any of these activities. In case of RSO absence the Health and safety department will
provide necessary instructions.
5.7 Security Section Head
Main Gate personnel will use gate pass form to register the arrival, location 5.7.1
and removal of the contractor's radioactive sources brought inside YASREF
.facilities
:Employees 5.8
5.8.1 Employees shall Report as soon as feasible any circumstances that could
affect compliance with standards & regulations.
5.8.2 Follow any applicable rules and procedures for protection and safety specified
by the management.
5.8.3 Use properly the monitoring devices and the protective equipment and
clothing provided.
5.8.4 Co-operate with the management with respect to protection and safety and the
operation of health surveillance and dose assessment programs.
5.8.5 Provide to management such information on their past and current work with
radioactive sources as is relevant to ensure effective and comprehensive protection and
safety for themselves.
5.8.6 Abstain from any willful action that could put themselves or others in situations
that contravene the requirements of the Standards; and

5.8.7 Accept such information, instruction and training concerning protection and
safety as will enable them to conduct their work in accordance with the requirements of the
Standards.
5.9 Contractors (NDT)
5.9.1 Contractor shall provide the following information to Health and safety
department / inspection department prior to carrying out any radiographic
testing:
A. Names of radiographers actually performing the task, valid copies of their certificates
and identification cards (I.D. to include name, picture, date of birth, expiration date, also
level I/II radiographer).
B. Name and certification of the Radiation Safety Officer and a 24 hours contact number.
C. Copy of radiation safety manual.
5.9.2 Only qualified radiographers level 1 or 2 may perform radiographic work.
5.9.3 Level-1 technician may perform the actual radiography only under direct
supervision of a Level-2 qualified technician.
5.9.4 Contractors shall maintain a calibrated (every 3 months) radiation survey meter,
pocket dosimeter and film badges at all times during radiography work.
5.9.5 Not allow to keep any radiation sources on YASREF premises.

5.10 Inspection Section Head


5.10.1 Shall be selected by qualified and authorized personnel/vendor, duly equipped with
personal protective equipment. Only authorized and approved who are provided with the
license from K.A.CARE will be allowed to carry out this NDT in YASREF premises.
5.10.2 Inspection representative shall comply with Radiation Work Permit (such as Source
activity, Contractor approved by K.A.CARE, Type of source and strength, Radius to be
barricaded (Meters) & Safe distance).
5.10. 3 Inspection representative shall be filled gate pass to register the arrival, location
and removal of the contractor's radioactive sources brought inside YASREF facility.
5.10.4 Work permit shall be obtained from respective area supervisor before conducting
NDT.
5.10.5 Inspection representative shall prepare TND notification and radiography check list
prior to start the job.

6.0 GLOSSARY

6.1 Activity: The number of nuclear disintegration occurring in given quantity of material
per unit of time.

6.2 Classified worker: Individual who is involved in the use of radioactive sources and or the
operation of radioactive source equipment; who has received the appropriate radiation
safety training and is under a medical surveillance program.

6.3 Curie (Ci): The special unit of measuring radio activity. One curie is the quantity of
radioactive material which decays at the rate of 3.7 X 10 10 disintegration per second (dps).
In SI units one curie equals to 3.7 X 1010 Bq.

6.4 Dose: Quantity of ionizing radiation absorbed, per unit of mass, by the body or by any
portion of the body.

6.5 Dosimeter: A device used to measure an accumulated dose of or exposure to radiation;


in common usage it is a pencil size pocket chamber, film badge, or a solid-state type or
detector.

6.6 Ionizing radiation: Includes, alpha, beta, gamma and X-rays, but does not include
sound or radio waves, visible light, or infrared or ultraviolet light.

6.7 mRem/hr or μSv/hr: units of measuring the radiation level.

6.8 NDT: Non-Destructive Test.

6.9 Radiation Officer (RSO): A competent person assigned by YASREF in accordance with
applicable local Safety regulations / standards for managing radiation sources within
YASREF Complex in addition to provide the technical support for any problem related to
radiation protection program.

Note: (As per KSA Regulation, RSO shall be certified by King Abdullah City of Atomic &
Renewable Energy - K.A.CARE).

6.10 Radiation Source: An apparatus or material emitting or capable of emitting radiation.

6.11 Radioactive material: Material, which emits by spontaneous nuclear disintegration,


corpuscular or electromagnetic emanations.

6.12 Regulatory Authority: Authority responsible for regulating the management of


radioactive sources. (For KSA, King Abdullah City of Atomic & Renewable Energy -
K.A.CARE, Riyadh -Institute of Radiation Research.)

6.13 Restricted area: Any area that is controlled by the facility for the purpose of protection
of individuals from exposure to radiation and radioactive material. This area shall be
barricaded and approved by RSO.

6.14 Sealed Source: A radioactive material that is permanently bonded or fixed in a capsule
or matrix designed to prevent release and dispersal of the radio- active material under the
most severe conditions which are likely to be encountered in normal use or handling.

6.15 Shall: The term “shall” as used in this document is intended to describe mandatory
requirements.

6.16 Shielding: A barrier that protects worker from harmful radiations released by
radioactive material. Lead bricks, dense concrete, water and earth are examples of
materials used for shielding.

6.17 Sievert: unit of absorbed radiation dose (in Gy) times the quality factor of the radiation
in comparison to gamma-radiation. A Sievert equals 100 rem.

6.18 Survey: An evaluation of the production, use, release, disposal or presence of sources
of radiation to determine potential radiation hazards. It may include tests, physical
examinations, and measurements of radiation levels and observance of associated work
practices.

6.19 Visitor: External Person from governmental sectors, companies or vendors, who have
come to carry out any task, visits, participate in training or audit.

6.20 User: Any person, department or contractor who uses radioactive materials or
radiation producing equipment in YASREF Complex controlled area.

6.21 ALARA – As Low as Reasonably Achievable means personnel engaged in activities


under licenses issued by the Nuclear Regulatory Commission (NRC) shall make every
reasonable effort to maintain radiation exposures, and releases of radioactive materials as
low as reasonably achievable
3.22 Physical Inventory – the process by which a site helps ensures and confirms the
presence and location of an active or stored sealed source.
