SPECIFIC RULES AND REGULATIONS FOR DIFFERENT EVENTS /


COMPETITION

I. Eligibility of Athletes
a. Palarong Columban 2023 competitions are open to all
bonafide students at the colleges they represent and who are
officially enrolled as of August of the current academic year.

II. Ineligibility of Athletes


a. Athletes who were not officially listed on the entry sheet.
Official lists of players will be screened by the Screening
Committee assigned by the Director of PE, Sports, and
Cultural Arts.
b. Athletes who are not physically fit or suffering from illness
during the game.

III. Protest, Penalty, and Sanctions


a. The Protest Committee is composed of the VP for Academic
Affairs and Student Services, Director of PE, Sports, and
Cultural Arts, the Director of Student Affairs Office, the
Director of Admission and Registration, the Director of
Library and Instructional Media Center, and the Director of
Guidance and Testing Center.
b. All protests on any sports/event shall be addressed and
resolved by the Protest Committee.
c. A protest fee of FIVE THOUSAND PESOS (Php 5,000.00)
SHALL BE REQUIRED BEFORE ANY PROTEST WILL BE
ENTERTAINED.
d. Immediately after the game/event, a verbal protest must be
filed to the referee/ Technical Committee by the coach or by
the team manager.
e. A protest must be filed in writing by the coach to be submitted
within twelve (12) hours after the sports/ event under
question ends, together with SUPPORTING DOCUMENTS.
In case the sport/ event under protest was played in the last
game, the protest paper with supporting documents must be
submitted to the Office of Physical Education, Sports, and
Cultural Arts before 8:00 am of the following day. The name
of the coach should appear on the official list of players.
f. "NO COACH, NO PLAY POLICY”. Both the head coach and
assistant coach must be members of the college's faculty or
staff. For the duration of the competition, the registered coach
on the entry form is in charge.
g. Athletes/ Coaches who are found guilty for impersonation
shall be declared ineligible and shall be banned permanently
from participation in all Palarong Columban.
h. A team discovered to file ineligible players in a competition
shall be forfeit of the last game played, in favor of the
opponent.
i. Teams/participants absent from the playing venue after the
expiration of a fifteen (15) minute grace period shall
automatically lose the game by forfeiture. In case both teams
are absent from the floor or playing venue after fifteen (15)
minutes, they will lose by default with no equivalent point
each team in the system. Any team who will be declared
double default will be automatically dropped from the
competing team.

IV. Ground Rules


a. Only those athletes who were actually listed in the official
entry sheet will be allowed to play. No changing of athletes
after the official entry sheets had been submitted. Substitute
players are allowed to play in all events provided that his/her
name appears on the official entry sheet particularly on the
sport event he/she wished to play. This rule is only applicable
to all individual events. (Substitution in basketball and
volleyball is not covered with this rule). Substitution can only
be applied if the original player is not present during the first
game, however, if the substitute player played in the first
game, he/she will continue the game until the game is over
and winners were declared, even if the original player is
around.
b. Official entry sheet must be submitted using the template
provided by the PESCA office on/ or before November 14,
2023, 12:00NN.
c. Athletes in laro ng lahi can no longer be included in the list of
official entry sheets as long as they can present their official
school ID before the game. “No School ID, No Play Policy”.
Players in the laro ng lahi can be changed every game/match
as long as they satisfy the required number of athletes and
with official school ID.
d. Basketball and Volleyball will be played in a round robin
format with two brackets. Semifinal or cross-over games will
be played during the Palarong Columban 2023 set scheduled
by the PESCA office, while elimination games will take place
on November 16 and 17, 2023. The eliminated teams will still
participate as exhibition games.
e. The seeding method will be applied in the bracketing and will
be determined through draw lots.
f. Format of Competition in Basketball and Volleyball
➢ Bracketed Round Robin in the elimination, top two (2)
teams in each bracket will be advanced in the cross over
(Knockout game) wherein A1 vs B2 & A2 vs B1. The
winners of these matches will advance to the
Championship game. (Refer to official Game Schedule)
➢ Law of Succession, 15 minutes forfeiting time.
f. Quotient System in the elimination round of Basketball and
Volleyball
➢ Volleyball (Using the FIVB quotient system)
• Most number of team won.
• In case of double tie “Win over the other” will be
applied
• In the case of triple tie
1. Most number of sets won.
2. Points System
3. Toss coin
➢ Basketball (Using the FIBA quotient system)
• Most number of team won.
• In case of double tie “Win over the other” will be
applied
• In the case of triple tie, the total score divided by
the score of the opponent team and the highest
quotient will be declared winner.
g. Badminton and Table Tennis will be played in a single
elimination format.
h. Chess will be a five (5) rounds swiss system.
i. Athletics and Swimming will be a mass start.
j. Cheerdance and Mr & Ms. Palarong Columban result of
winners will not be included in the medal tally standing of the
over-all champion for men and women.
k. Schedule of sports/events should be strictly observed by all
concerned. The rule of succession will be applied in all events.
Only the first hour in the morning will appear in the schedule.
l. Varsity athlete refers to 2nd, 3rd, 4th, & 5th year students in the
college who already represented CCI from the cluster,
regional and national level of the PRISAA athletic
competition last AY 2022-2023.
m. Varsity players are not allowed to compete in their events
particularly in the following events:
i. In all events with 25 meters (swimming).
ii. In all events with 100 and 200 meters (athletics)
iii. In all single events in racket games (badminton/table
tennis)
n. Each athletic and swimmer varsity is limited to play in 1
individual event and 1 team event while the non-varsity is
limited to 2 individual events and 1 team event plus s/he may
play in the event of the varsity.
o. Athletes will shoulder their entrance fee in using the venues
during practices.
p. In case of tie in the greatest number of points in the overall
champion, a toss coin will be applied to determine the overall
champion.
q. Game supervisor has the right to change the ground rules or
the schedule of game as the need arises. However, changes
should be known to all coaches if not, to the majority
r. Judgment call cannot be protested

V. Grounds for Protest


a. Impersonation
b. Playing players with no proper ID/Form 2.
c. Ineligible athletes
d. Players playing more than the required number of play
(applicable in swimming and athletics)

VI. Awards
a. Awarding of overall champion will be right after the last
event. There will be one overall champion for men and women.
Winners will receive an over-all champion trophies and cash.
b. Awarding of winners per event will be right after the
championship game. There will be a separate champion for
men & women category.
c. Winners will be declared as Champion, First Runner-up,
Second Runner-up, and Third Runner-up
d. Champion, First Runner-up, and Second Runner-up will
receive medal.
e. The team with the greatest number of points for men and
women in all the events will be declared overall champion.
The ranks of different competing teams will be determined
with the modified Point System tally adapted by the
institution.
f. Awarding of winners in Mr. & Ms. Palarong Columban 2023
will receive a trophy and a sash.
g. Awarding of winners in cheer dance will receive a trophy and
a cash.

VII. Uniforms (during games)


a. Only players with proper uniforms shall be allowed to play.
Proper uniform shall mean t-shirt, and rubber shoes which
shall be as simple as possible
b. Woman athletes have the option to wear jogging pants.
