1. BACKGROUND

The Noell ship to shore crane was manufactured and commissioned at the Port of Durban
Container Terminal in 1998 and the crane was relocated to the Port of Port Elizabeth in
2019. The crane is utilized for the offloading and loading of containerize cargo.

2. PROBLEM

The rust on the crane structure has been identified in some of the areas and urgent
attention needs to be given to ensure rust does not accelerate to the integrity of the main
structure and also ensure the crane is still safe for operational use.

3. PURPOSE

By initiating a rust refurbishment program on the Noell ship to shore crane the lifespan of
the crane will be extended, structural integrity ensured, safety risks can be reduced and
increase in operational performance will occur ensuring higher customer satisfaction. The
rust repairs will consist of following:
The Refurbishment to consist of removing rust on critical safety area on the
machines and re-paint the repaired areas.
Rust removal will require that some parts to be newly fabricated and welding in
place.
Supply and replacement of components that are beyond repair.
Ensure the worked performed is line with the scope of work (SOW) and relevant
Transnet specifications well as the Occupational Health and Safety Act.
Perform inspections and testing in accordance to the QC plan.
By incorporating a clear rust preventative product (wax product) over the newly
painted areas and cavities to prolong the life of the refurbished areas.
Ensure the worked performed is line with the scope of work (SOW) and relevant
Transnet specifications.

4. SCOPE OF WORK

The project scope for this project is to refurbish and repair energy chain on the Noell crane ship
to shore (STS) crane at the Port of Port Elizabeth Container terminal.

4.1. DETAILED SCOPE WORK ADDRESSING THE FOLLOWING AREAS:

4.1.1. Energy Chain Structural Repairs

The following services are required from the service provider by TPT. The removal, manufacturing,
replacement, installation and rust proofing of the components of the energy chain structure
(across the entire span), listed below. This list serves as a guideline but, repairs are not limited to
the components on the list:
Energy chain guiding trough structure (including the nylon bars for the energy chain
trough)
Supports and all connecting elements

The span of the energy chain structure is approximately 65 meters, as per drawing 152239RB
from the drawing pack (the measured span on site may differ from this). The entire span of the
energy chain structure is to be replaced, installed and rust proofing to be done. Areas to be
addressed in repairs (across the entire span of the structure) 5
Energy chain guiding trough structure
Nylon bars for the trough
Other internal elements of the trough, excluding the energy chain
Supporting elements (base of guiding trough) around the guiding trough structure and
other supporting elements
Any bolts attached
Welds

The examples below illustrate the current condition across the energy chain system. Similar work
is expected across the entire system. The manufactured guiding trough shall be hot dip
galvanized, conforming to the EEAM-Q-008 corrosion protection document. The supporting
structure of the trough shall be painted white, as per EEAM-Q-008 document, code RAL 3012. All
other sections must be painted as closely to the original colour as possible.

4.1.2 Additional Notes on the Scope:

Before commencing of the works the contractor to submit a detailed QC plan to the
Transnet appointed Structural Engineer/ Inspector for vetting and approval. At their
discretion, the Structural Engineers & Inspectors will place hold point on the QC plan.
The contractor shall remove and suspend the energy chain whilst work is being done on
the rest of the structure, ensuring that no damage occurs to the energy chain during the
execution of works. (Energy chain to be reinstalled by the contractor once all works are
completed)
The work on the guiding trough shall be done in segments (the size of which should be as
close to the current specification as possible) and all segments are to be joined using
bolted connections (of grade 8.8 high tensile steel) and brackets
The contractor will have to take measurements on site, to ensure that all the required
components of the energy chain system, if there are insufficient drawings in the drawing
pack.

The alignment of the guiding trough structure should be done with the assistance/
guidance of the energy chain OEM (IGUS), the final alignment must be signed off by
the OEM. (Contractor to sub-contract the OEM in this regard)

4.1.3. Surface Preparation


and corrosion
protection document. Refer to Annexure B (EEAM-Q-008 CORROSION PROTECTION
(version17).
It will be required to clean around the rusted areas of concern to ensure that the corrosion
did not spread underneath the paint.
The service provider is responsible to remove all grease, oil, grime, etc. of the surfaces
before the repairs can be done.
The contractor needs to use their own electrician to disconnect and connect any electrical
equipment.
The contractor needs to use their own fitter/millwright/relevant person to remove or install
any mechanical/structural components.

4.1.4. Paint specifications:


Strictly adhere to Transnet paint specification unless otherwise stipulated in the scope of
work. Refer to Annexure 1 (EEAM-Q-008 CORROSION PROTECTION (version 17). The
recommended paint brand from the crane OEM will also be accepted but in such a case a
letter from the OEM is required.
All areas where rust was removed from need to be painted.
All parts to be painted the same color as current arrangement.
Paint thickness shall be measured in random areas after the repairs were conducted.
Apply a clear rust preventative product (wax product) over the newly painted areas and
cavities to prolong the refurbished areas.
Note: Any parts & components that are rusted/corroded beyond repair needs to be supplied

component are severely rusted and the general shape or dimension has changed compared
to when it was new. The newly manufactured/supplied part needs to be exactly as per the
original spec. Generally, the majority of all bolts need to be replaced and re-torqued. It is
important that the service provider allow provision for this on the quote.

4.2. Post-completion documentation

Contractors to document all fabrication or daily work in file format which will form part of
a handover document to be submitted and sign-off signature by contractor and TPT.
Copy of welding inspections reports from third part inspector appointed by TPT.
A hand-over file for the work done needs to be submitted with sign-off signature from
TPT.
Final Sign-off on all work done by the third part inspector appointed by TPT.
Quality controls including a warranty on the paint and workmanship.

4.3. Other Scope of work requirements:

The contractor to attending daily technical/progress meetings.


The contractor to have technical team personnel that is well experienced in carrying out
structural evaluations of steel structures, scoping of structural repairs and corrosion
protection as well as having a certification of all the regulations pertaining to these
activities.
Minimum experience of five (5) years in the field of engineering is required on all technical
team members
The contractor shall compile and submit the Final Report to TPT within two weeks of
completion of the repairs. The final report or data pack shall to include all verification,
inspections, material certificates done during the execution of the repairs.
The contractor to submit project prior the start-up detailing the following:
o The project plan to indicate the project expected lead time duration for all
Noell Crane Critical Works.
o The project plan to be on Microsoft Projects or Excel spreadsheet.
o The project plan to indicate the refurbishment activities and milestones on
each section on the crane.
o The
The contractor to complete the repairs of the crane preferable within 7 days.
The contractor to document all fabrication or daily work in file format which will form
part of a handover document to be submitted and sign-off signature by contractor and
TPT.
All paint and workmanship must carry a minimum 5 year warranty.

The alignment of the guiding trough structure should be done with the assistance/
guidance of the energy chain OEM (IGUS), the final alignment must be signed off by the

The contractor to ensure compliance to the Transnet specification as per the attached
annexures:
o EEAM-Q-006 Structural steelwork
o EEAM-Q-008 Corrosion protection
o EEAM-Q-009 Quality Management Specification

5. RETURNABLE DOCUMENTS

The contractor to submit minimum of three (3) reference letters on a company letter or
P.Os head where major welding, manufacturing and or refurbishment was carried out
and/or on lifting equipment.
Submit valid Trade Test Certificate and CVs having a minimum of three years in the field
for all Mechanical tradesman such as boilermakers/ fabricators/ electricians and welders
with a minimum of three artisans.
The contractor to submit confirmation of lead-time not exceeding seven days for the
onsite activities.
The contractor to submit warranty period minimum 12 months on workmanship on a
company letterhead.

6. SECURITY REQUIREMENTS

The service provider will need to comply with the following security requirements once the
she file has been approved:
Copy of Identification Document (SAPS Certified)
Duration of permit required
Name list of persons and list of vehicles
Copy of Safety Induction Register
Copy of Medical fitness certificates

Valid roadworthy certificate for all vehicles / copy of latest license renewal
Hired vehicle Proof of Lease agreement

7. HEALTH AND SAFETY REQUIREMENTS

All equipment and installation whether detailed in this document or not, shall comply
with the requirements of the Occupational Health and Safety Act 85 of 1993 as amended
by applicable local authorities. All equipment shall be designed to fail to safety. Sudden
power losses must not have an adverse effect on equipment and shall not unduly delay
return to operation after power is restored.
At all times during the execution of the task, the contractor will be responsible for the
safety of all authorised persons on site and the equipment.

8. GENERAL REQUIREMENTS

The contractor must submit a SHE file for approval by the TPT SHEQ department before
any work commences. Refer to attached Annexure A for details on SHE file requirements.
The contractor to submit all required security documents at the security department for
the vehicle permit.
The contractor must ensure safe working practices during work on site.
Transnet Port Terminals cannot be held responsible for any injury that occurs on site.
All tools, equipment, consumables, fasteners, etc. to conduct the work to be supplied
by the contractor.
The contractor must ensure that they apply for a permit to work from TPT prior to
commencement of works and for a hot work permit from Transnet National Port
Authority (TNPA) prior to commencing with any work that might institute a hazard or an
explosion through SHEQ department.
The contractor is responsible for site establishment.
When undergoing major structural work such as the temporal removal of structure
supports/brackets, the contractor shall ensure that temporary supports to be placed in
position and or secured in a manner that the crane or area are still safe.

The contractor shall be familiar with rust and corrosion repairs on cranes/structures as
a prerequisite.

Should a mobile crane or skyjacks or forklift be needed to assist with the work, the
contractor will be provided with those by TPT.

Contractor to clean all debris when completed.

When vacating the area the contractor will remove equipment and debris from site.
Anything damaged by the contractor will be the responsibility of the contractor to repair
that area at their own cost.

All lifting equipment to have the required valid certification.

The contractor shall make provision for access to lights and power sources by means of
extensions or generators if there is no power at the working points.

All contract workers must have a full PPE working and safety kit which is well identified
with the name and signage.

The contractor shall make provision for access to all heights.

The contractor shall ensure that all necessary permits are issued prior to executing the
work.

The contractor shall be responsible to safeguard their own tools and equipment whilst
on site.

The contractor shall collect and clean all the debris and slag that comes off the cranes
as well as dispose of it by authorized disposal outlets.

The contractor shall ensure that the working and storage areas are always kept clean.

The contractor shall ensure that the area being worked on is cordoned-off.

Electrical power points will be provided in the area, if extension are required. This will
be for the contractor to attend too or supply

9. SHERQ TPT-PE SHE FILE SITE REQUIREMENTS

The following documents must be submitted with the SHE file by the successful bidder
for approval at the TPT SHEQ department before any work commences:
o Annexure D: SHERQ SHE file requirements
