• Electric Power Industry Reform Act (EPIRA) resulted to


the privatization and restructuring of the Philippine Power
Industry

efficiency, and to provide reliable power supply and 9,000 MW

RCOA
• RCOA is the last major stage of the EPIRA;

• Its objective is to promote efficiency and open


competition for end-users;

• Initial implementation was for end-users with average


demand of 1MW and above in 2013 and thereafter
threshold was reduced to 750kW in 2017;

• Last January 2021, third phase of RCOA


implementation was announced and threshold was
further reduced to 500kW.
