Background
• In line with the 1987 Constitution's dedication to safeguarding the rights and well-
being of the labor sector, guaranteeing equitable and fair conditions for workers,
and acknowledging their significance in the nation's economic progress, the
committee led by Chairperson Estrada held its second hearing on November 29,
2023. This hearing focused on issues related to the non-execution and prolonged
enforcement of court rulings in labor disputes. It specifically probed on the labor
case involving former employees of Liberty Transport Corporation, the role of DMCI
in the case, matters concerning the writ of execution, and the payment of just
compensation, among other pertinent issues.
• Chairperson Estrada steered the focus of the hearing on P. S. Res. No. 692 and a
related case involving former employees of Liberty Transport Corporation. It was
revealed that the land awarded to the complainants in a labor case from 1996 had
not been transferred to them despite a final decision. The involvement of DMCI in
the case added complexity. Senator Estrada stressed that the hearing aimed to
clarify the case's details and achieve justice for the workers. He emphasized that the
committee's ultimate goal is to identify system deficiencies and propose legislative
and policy solutions.
• Regarding Senator Escudero's inquiries, DMCI Project Developers, Inc. clarified its
ownership, stating it is not 100% owned by DMCI Holdings but that its income is
referred to the holding company. Senator Escudero highlighted Torre Lorenzo
Development Corporation's purchase of the land from the Lacsinas, emphasizing

the need to secure the property due to a labor case involving one sibling. He
requested location maps and cited the importance of understanding the property's
situation.
• Senator Tulfo questioned DMCI Project Developers, Inc. officials about settling
obligations related to a labor case. The company's counsel claimed they had
complied, but the complainant disputed receiving compensation. Senator Tulfo
called for company restructuring due to improper policies and protocols, advocating
for a more systematic approach. He also suggested inviting agencies that granted
permits despite litigation knowledge to the next hearing for clarification.
