Guidelines and Policies on the Utilization of CVBNS Federation Fund

and the Benefits Provided to its Officers and Members

1. The sources of the Cagayan Valley BNS Federation Inc. Fund are from the one-time
membership fees and annual dues and the registration fees earned during the Regional
Conference of BNSs which started last 2016.
2. CVBNS Federation fund shall be utilized for the following:

A. Credit Assistance for Livelihood For Members

a. A loan amount amounting to P10,000 shall be offered to officers with
10% annual interest payable in 1 year with automatic deduction of the
interest upon release of the loan.
b. The P10,000 can be shared by fellow officers/members who wish to
avail of the credit assistance. However, the president of the
provincial/city federation where he/she belongs shall be the co-maker.
In addition, the regional officers shall be responsible in collecting
payments.
c. For failure to pay the loan amount within 1 year, a promissory note
will be acquired from the BNS indicating that the amount will be
deducted from LGU the stipend, signed by the BNS and certified by
the MNAO.
d. A penalty/surcharge of 5% will be charged if the loan is not paid after
1 year, reckoned from the date when the loan was approved.
e. No new loan shall be approved unless the first loan given has been
completely paid.

B. Medical Benefits For Members

a. One-time medical benefit of P 2,500 shall be provided to members
only.
b. Requirements
i. Medical certificate
ii. Discharge permit (at least 3 days confinement in a government
hospital)
iii. Requirements shall be submitted within 3 months upon
discharge of the member from the hospital

C. Survivorship assistance For Members

a. A survivorship assistance of P 10,000 shall be provided to the
immediate family of the deceased member.
b. Requirements:
 i. Death certificate
ii. Endorsement letter of the PNAO
iii. ID of the deceased BNS
iv. ID of the beneficiary of the BNS
v. Requirements shall be submitted within 6 months upon death of
the member

D. Retirement benefits
a. Members shall be awarded P 10, 000.00 (for members with three
years continuous payment of dues) with Plaque of Recognition
signed by the CVBNS Federation Inc. President and Nutrition
Program Coordinator of NNC (to be awarded during the annual
regional conference or regular BNS quarterly meeting) for his/her
dedication and commitment as a BNS for continuous 20 years of
service.
b. Requirements:
i. Endorsement of the PNAO
ii. BNS ID
iii. Validation Certification of the BNS federation secretary on the
membership and payment of dues

E. Cash awards for Outstanding BNSs

a. Cash awards will be given to outstanding BNSs who placed 1st to 3rd in
the regional evaluation (to be awarded during the RNAC).
Corresponding prizes are:
i. 1st place – P5,000
ii. 2nd place – P4,000
iii. 3rd place – P3,000
b. A consolation prize of P1,500 each will be given to BNSs who placed
4th to 9th in the regional evaluation (to be awarded during the RNAC).

F. Honorarium
a. Officers and board members will receive an honorarium of P300 to be
given at the end of the quarterly meetings.
b. Non-attendance officers and board members will NOT entitle them to
honorarium. On the contrary, the representative of the absent
officer/board member will be given the honorarium instead.
c. The provision of honoraria is EFFECTIVE February 7, 2019.

G. Operating expenses
a. Travelling allowances
i. All expenses incurred by the Treasurer during the processing of
federation papers, fare of the President in attending national
BNS federation meetings, officers fares to regional conference,
RNAC or NNAC shall be charged to the BNS Federation Fund.
 ii. Reimbursements shall be approved only upon submission of
receipts.
b. Unutilized fund for medical assistance, survivorship assistance, etc.
will automatically become a general fund.

H. Payment of dues
a. Final payment of annual dues (P112) and one-time membership fees
(P150) shall be remitted to the Treasurer during the 2nd Quarter
Meeting along with the complete master list of members (Name,
Municipality, Amount paid).
b. No official receipt will be provided except an acknowledgement form
from the CVBNS Treasurer certifying the receipt of payment from the
provincial federation officer.
