Bylaws Of

New Jersey Junior Classical League, Inc.


Amended: May 13, 2023

ARTICLE I: DUES

Section 1. Chapter dues for the New Jersey Junior Classical League shall be $20.00 if
paid by December 1. Increased fees will be assessed for Chapters registering after
December 1.

A. Chapter dues received after December 1 shall be $25.00 fee in addition to


the dues owed in accordance with Section 2.

B. Chapter dues received after February 1 shall be $50.00 fee in addition to the
dues owed in accordance with Section 2.

Section 2. Individual Member dues shall be $1.00 per member.

Section 3. To be in good standing with the New Jersey Junior Classical League, all local
Chapters and Members shall pay the aforementioned dues and also be in good standing
with the National Junior Classical League.

ARTICLE II: EXECUTIVE BOARD


Section 1. The Executive Board and their Sponsors shall meet eight times yearly.
A. Month of December is generally to be avoided for meetings
B. Shall take a summer hiatus in the months of June, July, and August.

Section 2. All officers and Sponsors must attend all Executive Board meetings and the
State Convention unless excused by a state chair.

Section 3. The Executive Board shall approve by a simple majority vote the slate of
appointed officers provided by the Consul.

ARTICLE III: OFFICER DUTIES


Section 1. All officers are expected to cooperate among themselves and other Executive
Board members to keep in regular contact with the State Chairpersons and the other
officers and to report names of prospective New Jersey Junior Classical League
members to the office of Membership. All officers are expected to attend 80% of the
regional and virtual events hosted by the board throughout their term. Officers should
help facilitate these events and recruit students from their schools to participate in these
events. Major annual events, such as Certamen and State Convention, must be attended
by each officer. If an officer is unable to attend an event, they must notify their Sponsor,
the Consul, and the State Chairs one week before the event.

Section 2. Consul
A. Shall preside over the meetings of the Executive Board, the General Assembly
at Certamen, the General Assemblies of the annual convention.
B. Shall be responsible for arranging the date and location of Executive Board
meetings and giving adequate notice of at least one month to Executive Board
Members and Sponsors.
C. Shall draft the agenda for all meetings of the Executive Board and submit to a
State Chairperson in advance for review
D. Shall appoint the slate of appointed officers to the Executive Board by the first
meeting after the annual State Convention

Section 3. Proconsul
A. Shall assist the Consul in all their undertakings and be ready to assume charge
in their absence.
B. Shall supervise and direct any community service event relevant to the New
Jersey Junior Classical League
C. Shall fulfill the New Jersey Junior Classical League’s obligations to the
National Junior Classical League and remain in contact with the national
organization

Section 4. Parliamentarian
A. Shall familiarize him/herself with Robert’s Rules of Orders
B. Shall aid the President in presiding at the Student Executive Board meetings
and the General Assemblies at certamen and the State Conventionin accordance
with Robert’s Rules of Order.
C. Shall review the Constitution and Articles of Incorporation of the New Jersey
Junior Classical League and its Bylaws and offer suggestions for revision
D. Publicize officer application materials no later than one month before the
submission deadline for application materials
E. Shall organize the slate of elected officer candidates and prepare ballots

Section 5. Recording Scriba


A. Shall record detailed minutes of all meetings
B. Shall distribute the minutes immediately to all officers and Chairpersons.

Section 6. Corresponding Scriba


A. Shall maintain regular correspondence (postal and electronic) between the
Executive Board and New Jersey Junior Classical League membership
B. Shall send a list of all names and addresses of the new Executive Board to each
Board member following the May meeting.
C. Shall send an up-to-date list of Chapters with addresses and Sponsors’ names
to each chapter by the date appointed by the Executive Board.
D. Shall send a summary of upcoming events and important dates to Sponsors
and Members in the first week of each month.
E. Shall send an updated contact list of e-mail addresses of Sponsors to all
officers and their Sponsors each month

Section 7. Historian
A. Shall solicit and collect materials for the State Scrapbook through regular
mailings to the Executive Board and membership
B. Shall organize and arrange all material for the scrapbook

Section 8. Certamen Coordinators


A. Shall write or recruit a Sponsor to write Certamen questions for the regional
events and State Convention and provide printed copies for competitions
B. Shall select a site and date for Certamen events
C. Shall determine rules and judging criteria for Certamen events
D. Shall create and publicize application materials, determine entry fees, and set
a deadline for application submissions
E. Shall organize gridding (i.e. matchups) for competing Chapters and print
programs
F. Shall judge competing Chapters and maintain an accurate record of winners
G. Shall issue certificates to winning Chapters in a timely fashion

Section 9. Convention Coordinators


A. Shall select a site and date for the State Convention
B. Shall determine what pre-judged and on-site competitions will be available
C. Shall recruit Sponsors to judge pre-judged and on-site competitions
D. Shall determine rules and judging criteria for all pre-judged and on-site
competitions
E. Shall produce and print all necessary materials for on-site exams
F. Shall write ribbons for all pre-judged and on-site competition winners and
maintain an accurate record

Section 10. Fundraising


A. Shall devise items for sale and possible methods of raising money for New
Jersey Junior Classical League
B. Shall, upon Executive Board approval, order items for sale
C. Shall present monthly financial statements provided by the State Chairpersons

Section 11. Membership


A. Shall keep accurate records of registered Chapters and the names of their
Sponsors
B. Shall increase membership by contacting possible new chapters

C. Shall provide monthly membership reports to the Executive Board

D. Shall provide a year-end membership report to the Executive Board and


analyze growth from the previous year

Section 12. Nuntius Editor


A. Shall inform the Executive Board and State Chairpersons about the dates of
publication
B. Shall produce a minimum of two issues per year
C. Shall publicize the publication of each new issue of the Nuntius

Section 13. Publicity


A. Shall maintain contact with the New Jersey Classical Association
B. Shall promote to Chapters and the National Junior Classical League the
activities of the New Jersey Junior Classical League via newspaper, radio,
television, social media, et al.

Section 14. Registrars


A. Shall organize Regional Meetings, of which there shall be a minimum of one
per year.
B. Shall record attendance of all chapters at all meetings and at the Convention

Section 15. Webmaster


A. Shall maintain and update the New Jersey Junior Classical League’s website
B. Shall request relevant information and other items from the Executive Board
and membership

Section 16. Outreach Coordinator


A. Shall maintain contact with other state Junior Classical League organizations
B. Shall maintain contact with the National Senior Classical League and its
membership
C. Shall attempt to organize events other classical organizations

ARTICLE IV: REMOVAL FROM OFFICE


Section 1. Removal Procedures: The following procedures shall be followed in all
proceedings leading to the possible expulsion of an officer and shall not exceed a 60-day
time limit from the time of the resolution unless a delay is obtained from the National
Committee.
A. A resolution by the Executive Board to consider the removal of an officer can
be introduced by any Member of the Executive Board or by a petition bearing the
signatures of the officers of at least three local Chapters.

B. If said resolution to consider the removal of an officer should pass the


Executive Board by a simple majority, that same officer’s Sponsor shall guarantee
that adequate defense shall be made by the officer, by telephone, by mail or in
person, to all those who shall vote on the question of his removal. No vote shall
be taken to remove that officer until his/her sponsor shall be satisfied that he/she
has finished presenting his defense.

C. After the officer in question shall have finished his defense, a two-thirds vote
of the Executive Board shall be necessary to remove the officer. No officer shall
be denied proceedings aimed at his removal.

ARTICLE V: OFFICER APPLICATION PROCESS


Section 1. Any Member in good standing may apply for any elected or appointed office
on the Executive Board.

Section 2. By March 1, an applicant will have submitted to a specified State Chairperson


the following items:
A. application form
B. letter of recommendation of Latin teacher
C. letter of recommendation from another adult
D. 250 word essay explaining why the applicant wishes to hold the office applied
for and how he/she can help the New Jersey Junior Classical League
E. 50 word essay explaining the applicant’s most memorable Junior Classical
League memory
F. a record of the applicant’s high school grades to date (official or unofficial
transcripts, or report cards are acceptable)

ARTICLE VI: ELECTION OF EXECUTIVE BOARD, AMENDMENTS, & BYLAWS


Section 1. The New Jersey Junior Classical League shall conduct an election for elected
offices once a year at its State Convention.

Section 2. The Parliamentarian will present the slate of elected officer candidates in
advance of the State Convention and again during the first General Assembly of the
State Convention.

Section 3. Consul candidates will be awarded three minutes to present their candidacy
on-stage during the first General Assembly of the State Convention.
Section 4. The Parliamentarian will preside over the voting caucus and ensure that it
proceeds according to Robert’s Rules of Order. He/She will take attendance of the
Chapters with voting delegates present.

Section 5. If the Parliamentarian has a conflict of interest because he/she is running for
an elected office, the current consul or next highest ranking elected officer without a
conflict shall conduct the voting caucus in the Parliamentarian’s place.

Section 6. Candidates for other elected offices will be awarded time to present their
candidacies at the voting caucus.
A. Before the election, candidates shall respond to questions from voting
delegates present at the caucus.

Section 8. Proposed constitutional amendments and/or bylaws will be provided in


writing and read aloud to the voting caucus by the Parliamentarian or his/her
substitute.
A. The Parliamentarian or his/her substitute shall respond to questions about the
proposed amendments and/or bylaws.

Section 9. Voting delegates shall vote by secret ballot. At the voting caucus, each
Chapter in attendance both at the State Convention and voting caucus is allotted two
votes for each office and Constitution/Bylaws amendments. Failure to send a minimum
of two voting delegates to the State Convention and voting caucus voids that Chapter’s
right to vote. If a Chapter only sends one delegate to the State Convention and/or
voting caucus, it will only be allotted one vote. Chapter delegates reserve the right to
abstain voting for any particular candidate or Constitution/Bylaw amendment.

Section 1. After the votes have been tallied, the candidates receiving a simple majority
of eligible votes will win their offices.

Section 11. In the event of a deadlock, the current elected officers of the Executive Board
shall vote in secret to break the tie. If an officer has a conflict of interest because he/she
is on the current slate of candidates or is a member of the same Chapter as one of the
candidates involved in the deadlock, he/she will be ineligible to vote.

ARTICLE VII: ELECTION OF STATE CHAIRPERSONS

Section 1. A candidate for New Jersey Junior Classical League State Chairperson must
be a current member of the American Classical League.

Section 2. The New Jersey Junior Classical League shall have three State Chairpersons.
Section 3. The term of each Chairperson shall not exceed five years.

Section 4. At the end of a Chairperson’s term, a vote of Sponsors in attendance at the


State Convention will elect new Chairpersons.

Section 5. A candidate for State Chairperson must have previously or currently


sponsored one Executive Board officer (elected or appointed).

Section 6. Any Sponsor may apply by March 1 for a State Chairperson position when
one is set to expire.

Section 7. Any Sponsor who is a candidate for State Chairperson must be in attendance
at the State Convention when the vote will occur.

Section 8. Each Chairperson may re-run for election following the expiration of his/her
term.

ARTICLE VIII: FINANCIAL SCHOLARSHIP

Section 1. The New Jersey Junior Classical League each year shall award one
scholarship in the amount of $1,500.00 to a deserving Member.

Section 2. Members shall submit application materials by March 1.

Section 3. All scholarship applicants shall attend the State Convention.

Section 4. A scholarship committee of no less than two persons shall convene at the
State Convention.

Section 5. The scholarship committee shall interview all applicants at the State
Convention during the scheduled time.

Section 6. The scholarship committee shall make its selection and announce the awardee
during the second general assembly of the State Convention.

ARTICLE IX: STIPENDS

Section 1. A school hosting a regional event shall be awarded a stipend of $75.00 to


defray costs and/or provide refreshments.
Section 2. A school hosting the State Convention shall be awarded a stipend of $300.00
to defray costs and/or provide refreshments.
